The previous siman blessed the rain; this one comes down a step and looks at what befalls one particular man. It asks not only which wording to say — three share the field — but also, rarely, with what heart to say it, and which moment it bears upon. The Hebrew text, an English translation and an explanation of the ד׳ seifim, with a section of practical cases.

Three wordings, and a single question to divide them: whom does this good benefit? Him alone — שהחיינו. Him and others — הטוב והמטיב. And over what hurts — דיין האמת. Then the siman goes one step further than the other simanim of blessings: it settles not only the words but the heart — בדעת שלימה ובנפש חפצה — and finally the moment: one blesses on what has happened, never on the sequel one fears or hopes for. We study here at the level of principle; for personal practice, follow the ruling of your Rav.

A. שמועות טובות — good news

שְׁמוּעָה — a report, something one comes to hear. The whole siman is built on this word, and the Mechaber governs first not an event but what a man learns. Two wordings share good news, and a single question divides them: whom does this good benefit? The Rambam put it in one line: « קצרו של דבר כל דבר טובה שהיא לו ולאחרים מברך הטוב והמטיב. וטובה שהיא לו לבדו מברך שהחינו » (רמב״ם הלכות ברכות פרק י הלכה ז).

Seif 1 — על שמועות שהם טובות לו לבדו

על שמועות שהם טובות לו לבדו מברך שהחיינו ואם הן טובות לו ולאחרים מברך הטוב והמטיב:
Seif 1: over reports that are good for him alone, he blesses “Shehecheyanu”; and if they are good for him and for others, he blesses “HaTov VehaMetiv”.
The braita from which the seif comes. The Gemara was reconciling two mishnayot, and concludes: « והתניא: קצרו של דבר, על שלו הוא אומר: ״ברוך … שהחיינו וקיימנו״, על שלו ועל של חבירו — אומר: ״ברוך … הטוב והמטיב״. » (ברכות נ״ט ע״ב). summary: the division is not between a great and a small good, but between a good that is mine alone and a good another enjoys with me.
Two illustrations in the Gemara. A birth: « והתניא: אמרו ליה ילדה אשתו זכר, אומר ״ברוך … הטוב והמטיב״! התם נמי, דאיכא אשתו בהדיה דניחא לה בזכר. » (ברכות נ״ט ע״ב); and an inheritance: « תא שמע: מת אביו והוא יורשו, בתחלה אומר: ״ברוך … דיין האמת״, ולבסוף הוא אומר: ״ברוך … הטוב והמטיב״. התם נמי דאיכא אחי דקא ירתי בהדיה. » (ברכות נ״ט ע״ב). summary: in both places the Gemara looks for who else benefits — the wife who rejoices in a son, the brothers who inherit with him — and it is that presence which moves one from שהחיינו to הטוב והמטיב.
From whom must the report come? « ודוקא כששמע מפי אדם נאמן וזה האדם ראה בעצמו » (משנה ברורה, מ״ב רכ״ב:א); the Magen Avraham had already written it: « ודוקא ששמע מפי אדם נאמן שראה הדבר » (מגן אברהם או״ח סימן רכ״ב), and the Aruch HaShulchan repeats it: « ודווקא כששמע הבשורה מפי איש נאמן » (ערוך השלחן או״ח סימן רכ״ב). summary: hearsay carries no blessing — one needs a trustworthy reporter, and one who saw it with his own eyes.
And when the good is not yet in hand. « וכן אם שמע שנתפס הגזלן שגזל ממנו לא יברך עד שישיב לו הגזלה » (משנה ברורה, מ״ב רכ״ב:א). summary: learning that the thief has been caught is not yet getting one’s property back; one waits for the restitution and then blesses.
Several reports at once. « נקט בלשון רבים להורות שאם שמע כמה שמועות בבת אחת די לו בברכה אחת » (משנה ברורה, מ״ב רכ״ב:ב); and the Aruch HaShulchan likewise: « ודע שעל כמה רעות כשבאו או שמעם כאחד ברכה אחת לכולן, וכן לעניין הטובה כשיגיע לו טובות הרבה כאחת או שמע הרבה שמועות טובות בפעם אחת » (ערוך השלחן או״ח סימן רכ״ב). summary: the plural in the seif is not a turn of phrase — it teaches that one blessing covers everything learned at one stroke.
The report must actually gladden him. « היינו כשיש לו שמחה מהשמועה וכן להיפוך בדיין האמת כשיש לו צער מהשמועה » (משנה ברורה, מ״ב רכ״ב:ג). summary: what obligates is not the objective category of the news but the joy — or the pain — it actually produces in the one who hears it.
What exactly counts as “good news”? The Aruch HaShulchan admits the matter is not settled: « ואינו מבורר מה נקרא שמועה טובה, והנראה שצריך להיות טובה חשובה ששמח בזה הרבה, הן שמחה של ממון והן מין שמחה אחרת, ובממון תלוי לפי עשירותו ועניותו, דמה שלעני הוא דבר גדול הוה לעשיר דבר קטן, והכל לפי העניין, וברכות אלו הם בשם ומלכות. » (ערוך השלחן או״ח סימן רכ״ב). summary: the measure is relative to the recipient — what is an event for the poor man is a small thing for the rich — and these blessings are said with the Name and the mention of Kingship.
A case the Acharonim report, and hesitate over. « מי שהוכרח מחמת עניותו לקחת אשה עשירה שלא בחפצו מברך הטוב והמטיב ודיין האמת » (משנה ברורה, מ״ב רכ״ב:א) — this is the Magen Avraham in the name of the Sefer Chassidim: « מי שהוכרח מחמת עניותו לקחת אשה עשיר׳ שלא בחפצו מברך הטוב והמטיב ודיין האמת » (מגן אברהם או״ח סימן רכ״ב). But the Mishnah Berurah at once adds: « וכמדומה שכהיום ממעטין בברכות אלו » (משנה ברורה, מ״ב רכ״ב:א). summary: one and the same event may be both good and bad and call for both blessings; yet the Mishnah Berurah notes that the practice today is to limit these blessings.

B. שמועות רעות — bad news

דַּיַּין הָאֱמֶת — “the Judge of truth”. The Mishnah already paired the two reports: « על הגשמים ועל הבשורות הטובות אומר ברוך הטוב והמטיב, ועל שמועות רעות אומר ברוך דין האמת » (משנה ברכות פרק ט משנה ב). This is not a blessing of complaint but of justification: the one who says it acknowledges that what has just fallen comes from a judgment, and from a true one.

Seif 2 — על שמועות רעות מברך דיין האמת

על שמועות רעות מברך בא״י אמ״ה דיין האמת:
Seif 2: over bad news he blesses: Blessed are You, Hashem our God, King of the universe, the Judge of truth.
Why the seif writes the wording out in full. The Mechaber does not content himself with דיין האמת: he writes בא״י אמ״ה, that is, the entire formula. The Aruch HaShulchan says of these blessings: « וברכות אלו הם בשם ומלכות » (ערוך השלחן או״ח סימן רכ״ב). summary: these are not words of consolation but full blessings, with the Name and the mention of Kingship.
Here there is no division. Seif 1 distinguished the good that is mine alone from the shared good; seif 2 distinguishes nothing. The Beur Halacha stresses it: « בין שהן רעות לו לבדו או גם לאחרים » (ביאור הלכה סימן רכ״ב), and the Aruch HaShulchan likewise: « ובזה אין חילוק בין שהרעה לו לבדו ובין שנוגע גם לאחרים » (ערוך השלחן או״ח סימן רכ״ב). summary: the blessing over evil does not measure a benefit received but acknowledges a judgment — and a judgment is not divided by the number of those it strikes.
Nor between body and money. « ואין חילוק בין רעת הגוף ובין רעת ממון, וגם כן כל אחד לפי ערכו » (ערוך השלחן או״ח סימן רכ״ב). summary: the nature of the loss changes nothing; here too only the scale of the one it strikes counts.
Over what this blessing is not said. The Beur Halacha sets a precise limit: « כי לא נתקן ברכה זו אלא על דבר שמתחלה ניתן לו ואח״כ נתקלקל או נאבד » (ביאור הלכה סימן רכ״ב), and therefore « ואין שייך לברך דיין האמת על מה שלא ניתן לו » (ביאור הלכה סימן רכ״ב). summary: דיין האמת is said over what had been given to me and was then spoiled or lost — not over what I wanted and was never given.
And over what it certainly is said. « אם נודע לו שהחמיץ יינו מברך דיין האמת » (ביאור הלכה סימן רכ״ב); « ופשוט דה״ה אם נשרפו לו נכסיו או שמת לו בהמתו וכל כה״ג דבר שדרך האדם להצטער בו » (ביאור הלכה סימן רכ״ב). summary: from wine that has turned to property burnt, the rule is one — anything a man is normally distressed by, and which was his.
The criterion of the heart here too. « היינו כשיש לו שמחה מהשמועה וכן להיפוך בדיין האמת כשיש לו צער מהשמועה » (משנה ברורה, מ״ב רכ״ב:ג). summary: the blessing follows the actual grief, as its counterpart followed the actual joy.

C. חייב אדם לברך על הרעה — the duty, and the heart

חִיּוּב הַבְּרָכָה עַל הָרָעָה — here the siman leaves the question of wording for that of inner disposition. The Mishnah teaches it: « חיב אדם לברך על הרעה כשם שהוא מברך על הטובה » (משנה ברכות פרק ט משנה ה), and the Beit Yosef points straight to it: « משנה שם (נד.) חייב אדם לברך על הרעה כשם שהוא מברך על הטובה » (בית יוסף או״ח סימן רכ״ב). Its scriptural source is the verse of the Shema: « חייב אדם לברך על הרעה כשם שמברך על הטובה, שנאמר: ״ואהבת את ה׳ אלהיך בכל לבבך וגו׳״. » (ברכות נ״ד ע״א).

Seif 3 — בדעת שלימה ובנפש חפצה

חייב אדם לברך על הרעה בדעת שלימה ובנפש חפצה כדרך שמברך על הטובה כי הרעה לעובדי השם הוא שמחתם וטובתם כיון שמקבל מאהבה מה שגזר עליו השם נמצא שבקבלת רעה זו הוא עובד את השם שהוא שמחה לו:
Seif 3: a man is bound to bless over evil with a whole mind and a willing soul, in the same way that he blesses over good; for evil, to those who serve Hashem, is their joy and their good: since he accepts with love what Hashem has decreed upon him, it turns out that in accepting this evil he is serving Hashem — and that is a joy to him.
Where the word “as” comes from. The Mishnah says not only that one must bless but that one must do so in the same way: « חיב אדם לברך על הרעה כשם שהוא מברך על הטובה » (משנה ברכות פרק ט משנה ה). It is from there that the Mechaber draws בדעת שלימה ובנפש חפצה. summary: the word “as” does not bear on the wording — that is different — but on the disposition of the one who says it.
The verse that carries it. « דבר אחר: ״בכל מאדך״ — בכל מדה ומדה שהוא מודד לך הוי מודה לו. » (ברכות נ״ד ע״א). summary: the play on words is the Gemara’s own — מדה, the measure He measures out to you, and מודה, to give thanks: whatever measure is measured out to you, give thanks for it.
The Tur’s wording, all but the Mechaber’s. « וחייב אדם לברך על הרעה בדעת שלימה ונפש חפצה כדרך שמברך בשמחה על הטובה » (טור או״ח סימן רכ״ב). And the Rambam has the same in other words: « וחיב אדם לברך על הרעה בטוב נפש כדרך שמברך על הטובה בשמחה » (רמב״ם הלכות ברכות פרק י הלכה ג), with this explanation: « ובכלל אהבה היתרה שנצטוינו בה שאפלו בעת שיצר לו יודה וישבח בשמחה » (רמב״ם הלכות ברכות פרק י הלכה ג). summary: for the Rambam this is not a separate demand but a consequence of the love the Torah commands — to love that far is to praise even when it hurts.
The reason the Mechaber gives himself. The seif does not merely command, it explains: « כי הרעה לעובדי השם הוא שמחתם וטובתם כיון שמקבל מאהבה מה שגזר עליו השם » (שו״ע או״ח רכ״ב:ג). The Aruch HaShulchan restates it: « ויחשוב שהכל כפרת עונותיו, ונמצא שבקבלת רעה זו הוא עובד השם, ועבודת השם שמחה היא לו » (ערוך השלחן או״ח סימן רכ״ב). summary: it is not the misfortune that is declared good — it is the acceptance that becomes service, and service, joy.
What the Mishnah Berurah adds. « כי באמת כל היסורין בין בגוף ובין בממון הוא הכל כפרה על העונות כדי שלא יצטרך להתיסר לע״ל ששם העונש הוא הרבה יותר גדול » (משנה ברורה, מ״ב רכ״ב:ד). summary: suffering here erases a debt that would otherwise have to be paid elsewhere, at a far heavier price — and it is that reckoning which makes the blessing possible.
The habit the Gemara recommends. « אמר רב הונא אמר רב משום רבי מאיר, וכן תנא משמיה דרבי עקיבא: לעולם יהא אדם רגיל לומר: ״כל דעביד רחמנא לטב עביד״. » (ברכות ס׳ ע״ב) — this is the phrase Rabbi Akiva repeated on the road. And the Aruch HaShulchan closes the seif thus: « והמשכיל יבין בדעתו ושכלו כי ענייני עולם הזה הבל וריק, רגע קטנה כצל עובר וכחלום יעוף. » (ערוך השלחן או״ח סימן רכ״ב). summary: the phrase is taken on as a habit before it is a conviction; that is what the seif asks one to plant.

D. אין מברכין על העתיד — the rule of the present

אֵין מְבָרְכִין עַל הֶעָתִיד — the Mishnah already stated both sides: « מברך על הרעה מעין הטובה, ועל הטובה מעין הרעה » (משנה ברכות פרק ט משנה ג), and the Rambam gives the motive in one line: « שאין מברכין על העתיד להיות אלא על מה שארע עתה » (רמב״ם הלכות ברכות פרק י הלכה ד). A good may carry an evil in germ, and an evil a good; the blessing looks only at what has already happened.

Seif 4 — the good inside the evil, and the evil inside the good

מברך על הטובה הטוב והמטיב אע״פ שירא שמא יבא לו רעה ממנו כגון שמצא מציאה וירא שמא ישמע למלך ויקח כל אשר לו וכן מברך על הרעה ברוך דיין האמת אע״פ שיבא לו טובה ממנו כגון שבא לו שטף על שדהו אף ע״פ שכשיעבור השטף היא טובה לו שהשקה שדהו:
Seif 4: he blesses over the good “HaTov VehaMetiv” even though he fears that an evil may come to him from it — for instance, he found a lost object and fears the king may hear of it and take all he has. And likewise he blesses over the evil “Baruch Dayan haEmet” even though a good will come to him from it — for instance, a flood came over his field, and even though when the flood passes it is good for him, since it has watered his field.
Both examples come from the Gemara. For the good that worries: « היכי דמי? כגון דאשכח מציאה, אף על גב דרעה היא לדידיה, דאי שמע בה מלכא שקיל לה מיניה, השתא מיהא טובה היא. » (ברכות ס׳ ע״א); and for the evil that will profit: « היכי דמי? כגון דשקל בדקא בארעיה, אף על גב דטבא היא לדידיה, דמסקא ארעא שירטון ושבחא, השתא מיהא רעה היא. » (ברכות ס׳ ע״א). summary: the Gemara repeats the same words in both places — השתא מיהא, “right now at any rate” — and that is the whole rule.
The reason, in the Rambam. « הגיעה אליו טובה או ששמע שמועה טובה אף על פי שהדברים מראין שטובה זו תגרם לו רעה מברך הטוב והמטיב » (רמב״ם הלכות ברכות פרק י הלכה ד); « וכן אם נגעה אליו רעה או שמע שמועה רעה אף על פי שהדברים מראים שרעה זו גורמת לו טובה » (רמב״ם הלכות ברכות פרק י הלכה ד); and the principle: « שאין מברכין על העתיד להיות אלא על מה שארע עתה » (רמב״ם הלכות ברכות פרק י הלכה ד). summary: the blessing is not a forecast. It names what is, at the moment one says it.
And the Mishnah Berurah says it in a word. « כי אין לנו להסתכל בעתיד שאפשר שלא יהיה כן » (משנה ברורה, מ״ב רכ״ב:ה). summary: we have no business scrutinising the future — it may well not be what we fear.
A word of the Tur that the Mechaber did not write. The Tur ends the case of the flooded field thus: « כגון שבא שטף על שדהו אע״פ שכשיעבור השטף היא טובה לו שהשקה שדהו מ״מ עתה רעה היא לו » (טור או״ח סימן רכ״ב); and the Aruch HaShulchan explains why it remains true: « מכל מקום עתה רעה היא לו שגרמה לו היזק הרבה. ולכן אף על פי שהטובה וודאי תבא, מכל מקום ההיזק שהיה לו נשאר היזק. » (ערוך השלחן או״ח סימן רכ״ב). summary: even when the coming good is certain, the damage already suffered is not erased — and it is upon that damage that the blessing bears.
A reservation of the Aruch HaShulchan. « כיון דעתה היא טובה ואין הדבר ברור שתגיע לו הרעה » (ערוך השלחן או״ח סימן רכ״ב). summary: the rule holds because the feared evil is not certain; where it were certain, there would be no room to bless הטוב והמטיב.
A precision about the find. « וירא שיעלילו עליו ויקחו את אשר לו ומיירי שיש לו אנשי בית שיש בזה טובה גם להם ושייך ברכת הטוב והמטיב דאל״ה יש לו לברך רק שהחיינו » (משנה ברורה, מ״ב רכ״ב:ו). summary: the seif says הטוב והמטיב because the find benefits the people of his household too — without that we fall back on seif 1, and he would say only שהחיינו.
The siman in one sentence: three wordings and a single question to divide them — whom does this good benefit? — then two demands that have nothing to do with words: to bless over evil בדעת שלימה ובנפש חפצה, and to bless only over what has happened, לא על העתיד להיות.

Practical cases

Case 1 — I am told of a birth

Situation: I am told that my wife has given birth to a boy. What should I say?
Practice: The division of seif 1 applies: « על שמועות שהם טובות לו לבדו מברך שהחיינו ואם הן טובות לו ולאחרים מברך הטוב והמטיב » (שו״ע או״ח רכ״ב:א). And the Gemara treats exactly this case: « והתניא: אמרו ליה ילדה אשתו זכר, אומר ״ברוך … הטוב והמטיב״! התם נמי, דאיכא אשתו בהדיה דניחא לה בזכר. » (ברכות נ״ט ע״ב) — the mother rejoices with him, so the good is not his alone. The details of this halacha are in the next siman, 223, which opens with it. Still, the report must come from a reliable source: « ודוקא כששמע מפי אדם נאמן וזה האדם ראה בעצמו » (משנה ברורה, מ״ב רכ״ב:א). summary: as soon as another benefits from the same good, one moves from שהחיינו to הטוב והמטיב. For practice, follow your Rav.

Case 2 — A loss, a bad report

Situation: I am told of a loss — property destroyed, an animal dead, wine that has turned. Is there a blessing, and which?
Practice: Yes, and with the Name and Kingship: « על שמועות רעות מברך בא״י אמ״ה דיין האמת » (שו״ע או״ח רכ״ב:ב). The Beur Halacha gives these very cases: « אם נודע לו שהחמיץ יינו מברך דיין האמת » (ביאור הלכה סימן רכ״ב); « ופשוט דה״ה אם נשרפו לו נכסיו או שמת לו בהמתו וכל כה״ג דבר שדרך האדם להצטער בו » (ביאור הלכה סימן רכ״ב). Here there is nothing to distinguish according to whom it strikes: « בין שהן רעות לו לבדו או גם לאחרים » (ביאור הלכה סימן רכ״ב). And the manner is that of seif 3: « חייב אדם לברך על הרעה בדעת שלימה ובנפש חפצה כדרך שמברך על הטובה » (שו״ע או״ח רכ״ב:ג), the phrase to repeat being « כל דעביד רחמנא לטב עביד » (ברכות ס׳ ע״ב). summary: the blessing is a real one, the wording is complete, and the siman asks that it be said with a heart that accepts. For practice, follow your Rav.

Case 3 — Good news that worries

Situation: A real good has come to me, but I fear what it will bring in its train. Should I still bless?
Practice: Yes. This is precisely the case of seif 4: « מברך על הטובה הטוב והמטיב אע״פ שירא שמא יבא לו רעה ממנו כגון שמצא מציאה וירא שמא ישמע למלך ויקח כל אשר לו » (שו״ע או״ח רכ״ב:ד). The reason is the Rambam’s: « שאין מברכין על העתיד להיות אלא על מה שארע עתה » (רמב״ם הלכות ברכות פרק י הלכה ד), and the Mishnah Berurah repeats it: « כי אין לנו להסתכל בעתיד שאפשר שלא יהיה כן » (משנה ברורה, מ״ב רכ״ב:ה). What remains is which wording: « וירא שיעלילו עליו ויקחו את אשר לו ומיירי שיש לו אנשי בית שיש בזה טובה גם להם ושייך ברכת הטוב והמטיב דאל״ה יש לו לברך רק שהחיינו » (משנה ברורה, מ״ב רכ״ב:ו). summary: one blesses over what has happened; and it is seif 1 that then decides between שהחיינו and הטוב והמטיב.
