On rain the Mishnah gives one blessing and the Gemara uncovers another. The whole siman is born of that tension, and it holds in two seifim: the first says when one blesses — and the answer is not “when it rains” but “when a want has ended”; the second says which of three wordings belongs to each person, according to whether he has a field, a shared field, or no field at all. In the Mishnah, rain is listed among the occasions of הטוב והמטיב: על הגשמים ועל הבשורות הטובות אומר ברוך הטוב והמטיב (משנה ברכות פרק ט משנה ב). Yet the Gemara, questioning that very mishnah, produces an entirely different wording: מאי מברכין אמר רב יהודה מודים אנחנו לך על כל טפה וטפה שהורדת לנו (ברכות נ״ט ע״ב). Two blessings for one event — and the division between them is what this siman lives on. The Mechaber settles it in two seifim: the first fixes when and from how much, the second which. summary: blessing over rain is not saluting the weather, it is acknowledging a want that has been filled. We study here at the level of principle; for personal practice one follows one’s Rav.

A. מתי מברכין — the distress first, then the measure

רְבִיעָה — the rain that “covers” the earth and makes it fruitful. The Gemara gives the word and its image: אמר רבי אבהו מאי לשון רביעה דבר שרובע את הקרקע (תענית ו׳ ע״ב), and then its measure: רביעה ראשונה כדי שתרד בקרקע טפח שניה כדי לגוף בה פי חבית (תענית ו׳ ע״ב). The whole of the first seif turns on this: for the blessing one does not wait for the רביעה.

Seif א׳ — אם היו בצער מחמת עצירת גשמים

ברכת הודאת הגשמים. ובו ב סעיפים: אם היו בצער מחמת עצירת גשמים וירדו גשמים מברכים עליהם אע״פ שלא ירדו עדיין כדי רביעה משירדו כ״כ שרבו על הארץ שיעלו (עליהם) אבעבועות מן המטר וילכו זה לקראת זה: הגה ומה שאין אנו נוהגים בזמן הזה בברכת הגשמים משום דמדינות אלו תדירים בגשמים ואינן נעצרין כל כך (סמ״ג ואגור וכל בו):
The blessing of thanksgiving over rain. And it contains two seifim: if they were in distress because the rains had been withheld and then rains fell, one blesses over them — even though they have not yet fallen to the measure of a reviyah — once enough has fallen that the water gathers on the ground, and bubbles rise (upon it) from the rain and travel one toward the other. Gloss (Rama): and the reason we do not have the practice, in our time, of saying the blessing over rain is that in these countries the rains are frequent and are not withheld to such a degree (Semag, Agur and Kol Bo).
The condition — and it governs everything: one does not bless because it is raining, but because a want has ended — « אם היו בצער מחמת עצירת גשמים וירדו גשמים מברכים עליהם » (שו״ע או״ח רכ״א:א). The Mishnah Berurah at once notes that the condition is not met everywhere alike: « אפשר דבא״י שמצוי שם יובש גדול וכשבא עת הגשמים והגשם יורד בזמנו כל אחד שמח בו אפילו בסתמא צריך לברך בפעם ראשון כשיורד » (משנה ברורה, מ״ב רכ״א:א).
One does not wait for the rain that soaks in: « אע״פ שלא ירדו עדיין כדי רביעה » (שו״ע או״ח רכ״א:א). That clause comes from the Ran, whom the Beit Yossef cites on the sugya: « וכתב עוד הר״ן ואע״פ שלא ירדו עדיין כדי רביעה מברכין עליהם » (בית יוסף או״ח סימן רכ״א). summary: the blessing does not track the agricultural benefit, it tracks the end of the anxiety.
The measure: « משירדו כ״כ שרבו על הארץ שיעלו (עליהם) אבעבועות מן המטר וילכו זה לקראת זה » (שו״ע או״ח רכ״א:א). It is the Gemara’s image: « מאימתי מברכין על הגשמים משיצא חתן לקראת כלה » (ברכות נ״ט ע״ב). Rashi reads it thus, as the Beit Yossef reports: « ופירש״י משיצא חתן לקראת כלה שהמים קבוצים על הארץ וכשהטפה נופלת עליה טפה התחתונה בולטת לקראתה » (בית יוסף או״ח סימן רכ״א); and the Mechaber took over the Rambam’s wording: « מאימתי מברכין על הגשמים משירבה המים על הארץ ויעלו אבעבועות מן המטר על פני המים וילכו האבעבועות זה לקראת זה » (רמב״ם הלכות ברכות פרק י הלכה ו).
A third image, which the Beit Yossef also brings: « ופי׳ שם עוד פי׳ אחר שהשווקים מקלחין מים שוק מקלח וזה מקלח כנגדו » (בית יוסף או״ח סימן רכ״א). summary: three pictures for one measure — rain enough for water to answer water. The Beur Halakhah puts it in a phrase: « הוא השיעור דמשיצא חתן לקראת כלה האמור בגמרא » (ביאור הלכה סימן רכ״א).

B. מה מברך — three wordings for three situations

Seif ב׳ — ומה מברך

ומה מברך אם אין לו שדה אומר מודים אנחנו לך ה׳ אלהינו על כל טפה וטפה שהורדת לנו ואילו פינו מלא שירה כים וכו׳ עד הן הם יודו ויברכו את שמך מלכנו וחותם בא״י אל רוב ההודאות ואם יש לו שדה בשותפות עם אחר מברך הטוב והמטיב ואם אין לו שותף בשדה מברך שהחיינו: הגה ויש אומרים דהשומע שירדו גשמים מברך הטוב והמטיב. (הרשב״א):
And what does he bless? If he has no field he says: “We acknowledge You, Hashem our God, for every single drop You have brought down for us; and were our mouths full of song like the sea…” up to “they are the ones who shall give thanks and bless Your Name, our King”, and he concludes: “Blessed are You Hashem, God of abundant thanksgivings”. And if he has a field in partnership with another, he blesses haTov vehaMeitiv; and if he has no partner in the field, he blesses Shehecheyanu. Gloss (Rama): and some say that one who hears that rains have fallen blesses haTov vehaMeitiv (Rashba).
One who has no field — the long wording: « ומה מברך אם אין לו שדה אומר מודים אנחנו לך ה׳ אלהינו על כל טפה וטפה שהורדת לנו » (שו״ע או״ח רכ״א:ב), then the text of נשמת — « ואילו פינו מלא שירה כים וכו׳ עד הן הם יודו ויברכו את שמך מלכנו » (שו״ע או״ח רכ״א:ב) — and the closing « וחותם בא״י אל רוב ההודאות » (שו״ע או״ח רכ״א:ב). The Mishnah Berurah explains the word רוב, which here does not mean “most”: « ר״ל בריבוי ההודאות » (משנה ברורה, מ״ב רכ״א:ג).
One who has a field with a partner: « ואם יש לו שדה בשותפות עם אחר מברך הטוב והמטיב » (שו״ע או״ח רכ״א:ב). The reason lies in the name of the blessing itself: « הטוב והמטיב. שהטיב לו וגם לאחרים עמו דהיינו להשותף » (משנה ברורה, מ״ב רכ״א:ד); and the Mishnah Berurah widens who counts as a partner: « ומשמע בהרבה אחרונים דאפילו אם יש לו רק אשה ובנים הם ג״כ בכלל שותפין » (משנה ברורה, מ״ב רכ״א:ד).
One whose field is his alone: « ואם אין לו שותף בשדה מברך שהחיינו » (שו״ע או״ח רכ״א:ב) — and that one only: « לבד ולא הטוב ומטיב ואפילו יש לו שותף כותי לא מקרי שותף לזה » (משנה ברורה, מ״ב רכ״א:ו). The Beur Halakhah gives the reason: « ולא הטוב והמטיב דאע״ג דגשם זה הוא טובה ג״כ לכל העולם שהרבה אנשים יש להם שדות מ״מ לא שייך לברוכי הטוב והמטיב דבעינן שיהיו שותפין עמו גופא בטובה זו שהוא מברך עליה » (ביאור הלכה סימן רכ״א).
Where the three cases come from: from the Rambam, almost word for word — « ירדו גשמים רבים אם יש לו שדה מברך שהחינו ואם היתה שלו ושל אחרים מברך הטוב והמטיב » (רמב״ם הלכות ברכות פרק י הלכה ה). The Tur notes that the Rosh, his father, did not write so: « ואדוני אבי ז״ל לא כתב כן אלא אם יש לו שדה אפילו אין לו בה שותף מברך הטוב והמטיב ואם אין לו שדה אומר מודים אנחנו לך » (טור או״ח סימן רכ״א). The Mechaber followed the Rif and the Rambam, not the Rosh.
The question that suggests itself: the rain benefits the neighbouring fields too — why should the sole owner of a field not say הטוב והמטיב? The Arukh haShulchan answers in one line: « דהטעם הוא משום דבעינן שאותה טובה ממש המגיע לו יהיה גם לאחרים חלק בזה » (ערוך השלחן רכ״א:ג). summary: a partner shares in that very benefit; the neighbour has one of his own.

C. השומע ולא ראה — the Rama’s gloss, the Rashba and the Magen Avraham

The gloss: « ויש אומרים דהשומע שירדו גשמים מברך הטוב והמטיב » (רמ״א או״ח רכ״א:ב), in the name of the Rashba, whom the Beit Yossef had already brought: « כתב הרשב״א דאפשר לומר דלמסקנא נמי היכא דשמע ולא חזא אפילו אין לו שותף מברך הטוב והמטיב » (בית יוסף או״ח סימן רכ״א).
How the Magen Avraham reads it: « פי׳ היכא דשמע ולא חזא ואית לו שדה בשותפות אינו מברך מודים וכו׳ אלא הטוב והמטיב » (מגן אברהם או״ח סימן רכ״א) — and he wonders at the need for the gloss at all: « וצ״ע מאי קמ״ל רמ״א בזה וגם למה כתב וי״א וכו׳ » (מגן אברהם או״ח סימן רכ״א).
And one who has no field and only heard? The Mishnah Berurah rules: « ואם אין לו שדה אינו מברך כלל ואפי׳ ברכת מודים הנ״ל דברכה זו לא נתקנה אלא ברואה בעצמו ולא בשומע » (משנה ברורה, מ״ב רכ״א:ז). It notes the opposing view — « ובשיטה מקובצת מסיק בסוף דבריו דאין חילוק כלל בין רואה לשומע ויכול לברך ברכת מודים אפילו בשומע » (משנה ברורה, מ״ב רכ״א:ז) — and concludes with the rule for doubts: « ומ״מ נראה דספק ברכות להקל » (משנה ברורה, מ״ב רכ״א:ז). For practice, one follows one’s Rav.

D. מנהג זמננו — why this blessing is no longer said — and how far that goes

The Rama’s gloss: « ומה שאין אנו נוהגים בזמן הזה בברכת הגשמים משום דמדינות אלו תדירים בגשמים ואינן נעצרין כל כך » (רמ״א או״ח רכ״א:א). Its source is in the Beit Yossef, who first brings the Semak with no reason given — « כתב סמ״ק דברכת הגשם אינה נוהגת עתה ולא נתן טעם למה » (בית יוסף או״ח סימן רכ״א) — and then the Kol Bo, who supplies it: « והכלבו כתב וז״ל י״א אין ברכת הגשם נוהג עתה בינינו לפי שאנו תדירין במטר ואין אנו מתאוים לו » (בית יוסף או״ח סימן רכ״א).
But this is no abolition, and the Beit Yossef is careful to bound it: « ומשמע דאתא לאשמועינן דכשהשנים כתקונן א״צ לברך דהא ודאי פשיטא שאפי׳ באותם ארצות שרגילים במטר אם נעצרו הגשמים והיה העולם בצער ואח״כ ירד גשמים שצריך לברך » (בית יוסף או״ח סימן רכ״א). The Taz takes up the same line: « וכב״י דהא פשיטא שאפי׳ באותן ארצות שרגילין במטר אם נעצרו הגשמים והיה העולם בצער ואח״כ ירדו גשמים שצריך לברך » (ט״ז רכ״א:א), and the Mishnah Berurah makes it her own: « ואה״נ אפילו באותן ארצות שרגילין במטר אם נעצרו הגשמים והיה העולם בצער ואח״כ ירדו גשמים שצריך לברך » (משנה ברורה, מ״ב רכ״א:ב).
In Eretz Israel the Beur Halakhah goes further, disputing the Pri Megadim, who held that even there one would not bless when the seasons are regular — « וראיתי בפמ״ג שכתב למלתא דפשיטא דאפילו בא״י כשהשנים מסודרות אין לברך על הגשמים ולענ״ד דבר זה צע״ג לדינא » (ביאור הלכה סימן רכ״א) — while still closing on the side of caution: « ע״כ נראה דיברך בלא שם ומלכות » (ביאור הלכה סימן רכ״א).
An entirely different reading: for the Arukh haShulchan the blessing is not on the end of a drought but on abundant rain — « דאם ירידת הגשמים ממוצע כמו בכל השנים - אין צריך ברכה אבל כשהגשמים מרובים » (ערוך השלחן רכ״א:ב) — whence its absence in Europe: « ולדברינו אתי שפיר דכיון דהברכה היא על ריבוי גשמים ואצלינו ריבוי גשמים קללה גדולה » (ערוך השלחן רכ״א:ב). And the Kaf haChaim records the middle practice: « מיהו מי שמברך בלא שם ומלכות במדינות אלו (ר״ל באשכנז) כשהיו שרוים בצער אין גוערין בו » (כף החיים, כה״ח רכ״א:ו). For practice, one follows one’s Rav.
The siman in one sentence: rain is not blessed because it falls, but because it had stopped falling. The whole first seif hangs on the word בצער — « אם היו בצער מחמת עצירת גשמים וירדו גשמים מברכים עליהם » (שו״ע או״ח רכ״א:א) — and even the measure measures relief rather than profit: « משירדו כ״כ שרבו על הארץ שיעלו (עליהם) אבעבועות מן המטר וילכו זה לקראת זה » (שו״ע או״ח רכ״א:א). The second seif merely distributes: one who lost nothing gives thanks on behalf of all (מודים אנחנו לך), one whose benefit is shared says הטוב והמטיב, and one whose benefit is his alone says שהחיינו.

Practical cases

Case 1 — After months of drought, the rain finally comes

Situation: A region has been through a long drought; people spoke of it, prayed over it, and one morning the rain begins to fall in earnest. Should one bless, and from what point?
Practice: The condition of the seif is met — « אם היו בצער מחמת עצירת גשמים וירדו גשמים מברכים עליהם » (שו״ע או״ח רכ״א:א) — and one does not wait for the ground to be soaked: « אע״פ שלא ירדו עדיין כדי רביעה » (שו״ע או״ח רכ״א:א). The measure is one the eye can see: « משירדו כ״כ שרבו על הארץ שיעלו (עליהם) אבעבועות מן המטר וילכו זה לקראת זה » (שו״ע או״ח רכ״א:א), which the Gemara calls « מאימתי מברכין על הגשמים משיצא חתן לקראת כלה » (ברכות נ״ט ע״ב). Yet the Rama attests that in these countries the practice is not to say this blessing — « ומה שאין אנו נוהגים בזמן הזה בברכת הגשמים » (רמ״א או״ח רכ״א:א) — while the Beit Yossef and the Taz keep it in a case of real distress. For practice, one follows one’s Rav.

Case 2 — A field or orchard held with a partner

Situation: Two brothers hold a planted plot together. Rain falls after a period of withholding. Does each of them bless, and with which of the three wordings?
Practice: This is the central case of the second seif: « ואם יש לו שדה בשותפות עם אחר מברך הטוב והמטיב » (שו״ע או״ח רכ״א:ב), because « שהטיב לו וגם לאחרים עמו דהיינו להשותף » (משנה ברורה, מ״ב רכ״א:ד). Had the plot belonged to one man alone it would instead be « ואם אין לו שותף בשדה מברך שהחיינו » (שו״ע או״ח רכ״א:ב), and then « לבד ולא הטוב ומטיב » (משנה ברורה, מ״ב רכ״א:ו). For practice, one follows one’s Rav.

Case 3 — One learns, without seeing it, that the rain has fallen

Situation: A farmer away from home gets a call: rain has fallen on his land after weeks of waiting. He saw nothing with his own eyes. Does he bless?
Practice: This is exactly the Rama’s gloss: « ויש אומרים דהשומע שירדו גשמים מברך הטוב והמטיב » (רמ״א או״ח רכ״א:ב), which the Magen Avraham specifies thus: « פי׳ היכא דשמע ולא חזא ואית לו שדה בשותפות אינו מברך מודים וכו׳ אלא הטוב והמטיב » (מגן אברהם או״ח סימן רכ״א). One who has no field and only heard, however, says nothing: « ואם אין לו שדה אינו מברך כלל ואפי׳ ברכת מודים הנ״ל דברכה זו לא נתקנה אלא ברואה בעצמו ולא בשומע » (משנה ברורה, מ״ב רכ״א:ז), and the Kaf haChaim concludes likewise: « אמנם אנן ק״ל סב״ל וע״כ אם שמע ולא ראה אין לברך מודים כדעת המ״א והאחרונים » (כף החיים, כה״ח רכ״א:טו).
