The preceding simanim closed the blessings of thanksgiving. This one closes the chapter of ברכות הראיה with what the Mechaber heads דיני ברכות פרטיות — the blessings said over what one meets: an idol, a ruin, a crowd, a sage, a king, a house, a graveyard. A whole chapter of blessings that answer neither food, nor fragrance, nor a commandment: they answer what the eye meets. An idol still standing, a place from which one was uprooted, the ruins of Babylon, a crowd of six hundred thousand, a sage, a king, houses settled or ruined, a graveyard. The Mechaber calls this דיני ברכות פרטיות — the particular blessings — and makes of it thirteen seifim. Two questions run through them all: what exactly is seen (an idol, a man, a place), and how often one may bless over it — which the last seif settles in a single line. We study here at the level of principle; for personal practice one turns to one’s Rav.

A. עבודה זרה ועקירתה — the idol standing and the idol uprooted

מַרְקוּלִיס — the Mishna Berura begins by identifying the thing: היא ע״ג שעובדין אותה עי״ז שזורקין לה אבנים (משנה ברורה, מ״ב רכ״ד:א); and the Magen Avraham explains the name itself: פי׳ חילוף קילוס דאסור להזכיר ע״א בשמה (מגן אברהם או״ח סימן רכ״ד). summary: an idolatry served by throwing stones at it; and even its name is a reversed name, since one may not call an idol by its own.

Seif 1 — הרואה מרקוליס או שאר עכו״ם

הרואה מרקוליס או שאר עכו״ם אומר ברוך אתה ה׳ אלהינו מלך העולם שנתן ארך אפים לעוברי רצונו ואם רואה אותו בתוך ל׳ יום אינו חוזר ומברך: הגה והאידנא אין מברכים זאת הברכה שהרי אנו מגודלים ביניהם ורואים אותו תמיד:
Seif 1: one who sees a Markulis, or any other idolatry, says: “Blessed are You, Lord our God, King of the universe, שנתן ארך אפים לעוברי רצונו — who has given patience to those who transgress His will.” And if he sees it again within thirty days, he does not bless again. Gloss of the Rama: and nowadays we do not say this blessing, for we have grown up among them and see it constantly.
The baraita from which the blessing comes. תנו רבנן: הרואה מרקוליס, אומר: ברוך … שנתן ארך אפים לעוברי רצונו (ברכות נ״ז ע״ב). The Rambam puts it from another angle — not the idol but the place of worship: הרואה מקום שעובדין בו עכו״ם מברך (רמב״ם הלכות ברכות פרק י הלכה ט) — שנתן ארך אפים לעוברי רצונו (רמב״ם הלכות ברכות פרק י הלכה ט); while the Tur, like the Mechaber, takes the figure itself: הרואה דמות גילולים של עו״ג אומר בא״י אלהינו מלך העולם שנתן ארך אפים לעוברי רצונו (טור או״ח סימן רכ״ד). summary: the blessing is ancient and its wording fixed; what varies from one authority to another is what the eye must have met — the idol, or the place where it is served.
What this blessing says. The Aruch haShulchan gives its sense: כלומר שלא תחשוב מדהיא מתקיימת זמן הרבה אינו חושש לה כביכול, אלא שזהו ממדת ארך אפים, שהקדוש ברוך הוא מאריך אפו וגבי דיליה (ערוך השלחן או״ח סימן רכ״ד). And he at once ties the interval to the siman’s general rule: ואם רואה אותה בתוך ל׳ יום אינו חוזר ומברך, דכל ברכות הראייה הוא משלשים לשלשים (ערוך השלחן או״ח סימן רכ״ד). summary: seeing an idolatry prosper for centuries might suggest indifference in Heaven; the blessing says precisely the opposite — it is patience, not indifference.
How far “any other idolatry” reaches. אפילו בית ע״ג [ב״י] וב״ח פי׳ דוקא כשרואה אותה בגלוי (משנה ברורה, מ״ב רכ״ד:ב). summary: the building too falls under the rule according to the Beit Yosef; the Bach requires that the object of worship be openly visible.
Why it is no longer said today. The Rama rules: והאידנא אין מברכים זאת הברכה שהרי אנו מגודלים ביניהם ורואים אותו תמיד (רמ״א או״ח רכ״ד:א). The Mishna Berura unfolds the logic: שהרי אנו רואין אותה תמיד וכתבו האחרונים דאפילו הולך לעיר אחרת וראה שם ע״ג אינו מברך כיון דראה את מין זה תוך למ״ד בעירו (משנה ברורה, מ״ב רכ״ד:ג); ואפשר עוד דאפילו קטן שהגדיל א״צ לברך כיון שראה אותה בקטנותו (משנה ברורה, מ״ב רכ״ד:ג); and the Eliyah Rabba goes further still: ובא״ר כתב עוד מילתא חדתי דאפילו הוא לא ראה אותה תוך למ״ד כיון שיש רוב העולם שהוא שוכן ביניהם שרואין אותה (משנה ברורה, מ״ב רכ״ד:ג). The Magen Avraham had already written: נ״ל דבא לאשמועינן אפי׳ הולך לעיר אחרת וראה א״א מ״מ כיון דראה כיוצא בזה בעירו תוך ל׳ אינו מברך (מגן אברהם או״ח סימן רכ״ד). summary: it is not the blessing that was abolished but its condition — the thirty days never close, because we live inside what we ought to see only rarely. Travelling to another city changes nothing.

Seif 2 — הרואה מקום שנעקרה ממנה עכו״ם

הרואה מקום שנעקרה ממנה עכו״ם אם הוא בארץ ישראל אומר ברוך אתה ה׳ אלהינו מלך העולם שעקר ע״א מארצנו ואם הוא בחוצה לארץ אומר שעקר ע״א מהמקום הזה ואומר בשתיהן כשם שעקרת אותה מהמקום הזה כן תעקור אותה מכל המקומות והשב לב עובדיהם לעבדך: הגה ואם נעקרה עכו״ם ממקום א׳ ונתנוה במקום אחר מברך על מקום שנעקרה שעקר עכו״ם ועל מקום שנתנוה לשם שנתן ארך אפים (ב״י בשם תוס׳ ירוש׳):
Seif 2: one who sees a place from which idolatry has been uprooted — if he is in the Land of Israel he says: “Blessed are You, Lord our God, King of the universe, who has uprooted idolatry from our land”; and if he is outside the Land he says: “who has uprooted idolatry from this place.” And in both he says: “just as You uprooted it from this place, so uproot it from all places, and turn the heart of those who serve it to serve You.” Gloss of the Rama: and if idolatry was uprooted from one place and set up in another, he blesses over the place of uprooting “who has uprooted idolatry”, and over the place where it was set up “who has given patience” (Beit Yosef in the name of Tosafot of the Yerushalmi).
The Mishna, then the baraita. The Mishna sets the blessing: הרואה מקום שנעשו בו נסים לישראל, אומר ברוך שעשה נסים לאבותינו במקום הזה. מקום שנעקרה ממנו עבודה זרה, אומר ברוך שעקר עבודה זרה מארצנו (משנה ברכות פרק ט משנה א). The baraita adds the petition that follows it: מקום שנעקרה ממנו עבודה זרה, אומר: ברוך … שעקר עבודה זרה מארצנו. וכשם שנעקרה ממקום זה כן תעקר מכל מקומות ישראל, והשב לב עובדיהם לעבדך (ברכות נ״ז ע״ב), then sets a limit: ובחוץ לארץ אין צריך לומר והשב לב עובדיהם לעבדך מפני שרובה גויים. רבי שמעון בן אלעזר אומר: אף בחוץ לארץ צריך לומר כן, מפני שעתידים להתגייר, שנאמר: אז אהפך אל עמים שפה ברורה (ברכות נ״ז ע״ב). summary: the blessing is from the Mishna; the request והשב לב עובדיהם לעבדך comes from the baraita — and it is precisely over that request that the whole debate turns.
The Tur’s question to the Rambam. The Tur is astonished: וכתב הרמב״ם ז״ל ואומר בשתיהם כשם שעקרת אותה ממקום הזה כן תעקור אותה בכל המקומות והשב לב עובדיהם לעבדך ואיני יודע למה פוסק כדברי יחיד דרשב״א הוא דאמר הכי אבל לת״ק אצ״ל כן אלא בא״י שרובה ישראל אבל לא בח״ל (טור או״ח סימן רכ״ד). The Beit Yosef answers: ולענין מה שתמה רבינו על הרמב״ם למה פסק כיחיד י״ל דמשום דמסתבר טעמיה פסק כוותיה (בית יוסף או״ח סימן רכ״ד), recalling the reasoning of Rabbi Shimon ben Elazar: רשב״א אומר אף בח״ל צ״ל כן מפני שעתידין להתגייר (בית יוסף או״ח סימן רכ״ד). summary: the first Tanna confined the petition to the Land of Israel; Rabbi Shimon ben Elazar extends it everywhere, because the nations are destined to return. The Rambam — and the Mechaber after him — followed that single opinion, says the Beit Yosef, because its reasoning is compelling and nothing forbids saying it anywhere.
The details of the wording. The Rambam writes: מקום שנעקרה ממנו עכו״ם אם בארץ ישראל הוא מברך שעקר עכו״ם מארצנו. ואם בחוץ לארץ הוא מברך שעקר עכו״ם ממקום הזה. ואומר בשתיהן כשם שעקרת ממקום זה כך תעקר מכל מקומות ותשיב לב עובדיהם לעבדך (רמב״ם הלכות ברכות פרק י הלכה ט). And the Mishna Berura fixes the reach of “uprooted”: אפילו רק ממקום אחד (משנה ברורה, מ״ב רכ״ד:ד). summary: in the Land of Israel the blessing does not require that the whole land be cleansed — one place suffices.
The Rama’s gloss and its source. The Beit Yosef cites the Yerushalmi: גרסינן בירושלמי נעקר דמות גילולים של עו״ג ממקום אחד ונתנה למקום אחר במקום שנתנה אומר ברוך שנתן ארך אפים לעוברי רצונו ובמקום שנעקרה אומר ברוך שעקר דמות גילולים של עו״ג מן המקום הזה (בית יוסף או״ח סימן רכ״ד). And the Mishna Berura brings it all back to the siman’s rule: היינו אם יש שלשים יום שלא ראה אותה וכנ״ל (משנה ברורה, מ״ב רכ״ד:ה). summary: moving an idol yields two opposite blessings in two places — one for what was torn out, one for the patience that still bears what was set up elsewhere; and the second remains subject to the thirty days.

B. בבל הרשעה — the ruins of an empire

חָמֵשׁ בְּרָכוֹת — seifim 3 and 4 are the reworking of a single derasha: דרש רב המנונא: הרואה בבל הרשעה צריך לברך חמש ברכות. ראה בבל, אומר: ברוך … שהחריב בבל הרשעה. ראה ביתו של נבוכדנצר, אומר: ברוך … שהחריב ביתו של נבוכדנצר הרשע. ראה גוב של אריות או כבשן האש, אומר: ברוך … שעשה נסים לאבותינו במקום הזה. ראה מרקוליס, אומר: ברוך … שנתן ארך אפים לעוברי רצונו. ראה מקום שנוטלין ממנו עפר, אומר: ברוך … אומר ועושה גוזר ומקיים (ברכות נ״ז ע״ב). summary: five stations in one landscape — the city, the king’s palace, the place of the miracle, the idol still standing, and the accursed ground. The Mechaber made two seifim of it: he put the Markulis in seif 1 and kept the other four here.

Seif 3 — הרואה בבל הרשעה

הרואה בבל הרשעה אומר ברוך אתה ה׳ אלהינו מלך העולם שהחריב בבל הרשעה. ראה ביתו של נבוכדנצר אומר ברוך שהחריב ביתו של נבוכדנצר הרשע. ראה גוב אריות או כבשן האש אומר ברוך שעשה נס לצדיקים במקום הזה: (וע״ל סי׳ רי״ח סעיף ז):
Seif 3: one who sees Babylon the wicked says: “Blessed are You, Lord our God, King of the universe, who destroyed Babylon the wicked.” If he saw the house of Nebuchadnezzar he says: “Blessed is He who destroyed the house of Nebuchadnezzar the wicked.” If he saw the lions’ den or the fiery furnace he says: “Blessed is He who wrought a miracle for the righteous in this place.” (And see above, siman 218, seif 7.)
A wording the Mechaber altered. In the Gemara the blessing over the lions’ den is שעשה נסים לאבותינו במקום הזה (ברכות נ״ז ע״ב); but the Tur writes ראה גוב אריות וכבשן האש אומר ברוך שעשה נסים לצדיקים במקום הזה (טור או״ח סימן רכ״ד), and the Rambam likewise: הרואה גב אריות וכבשן האש שהשלך בו חנניה מישאל ועזריה מברך (רמב״ם הלכות ברכות פרק י הלכה ט) — שעשה נס לצדיקים במקום הזה (רמב״ם הלכות ברכות פרק י הלכה ט). summary: Daniel and his companions are not “our fathers” but righteous men; hence the cross-reference to siman 218 is indispensable — it is there that the blessing שעשה נס לצדיקים במקום הזה was fixed.
From afar, and no other way. The Aruch haShulchan adds a striking remark about Nebuchadnezzar’s house: ואפילו רואה אותה מרחוק, דא(י)לו מקרוב אי אפשר, דנחשים ועקרבים יסובבוה כמו שקללה ישעיה הנביא (ערוך השלחן או״ח סימן רכ״ד). summary: the ruin is so complete that one can no longer approach it — Isaiah’s curse itself guards the rubble.
The furnace, and Rav Ashi. The Mishna Berura identifies the place: היינו החפירה שהוסק בה אז האש לחנניה מישאל ועזריה (משנה ברורה, מ״ב רכ״ד:ו). And the Gemara reports a remarkable line: אמר רב אשי: אנא, הא דרב המנונא לא שמיע לי, אלא מדעתאי בריכתינהו לכולהו (ברכות נ״ז ע״ב). summary: Rav Ashi had not received Rav Hamnuna’s teaching, and he had said all these blessings of his own accord — a sign that they answer something the place itself imposes.

Seif 4 — ראה מקום שיש בבבל

ראה מקום שיש בבבל שכל בהמה שתעבור עליו אינה יכולה לזוז משם אם לא יתנו עליה מעפר המקום ההוא והיא סימן קללה לה דכתיב וטאטאתיה במטאטי (פירוש מכבדות הבית שקובל״י בלע״ז) השמד אומר ברוך אומר ועושה ברוך גוזר ומקיים:
Seif 4: if he saw that place in Babylon where any beast that passes over it cannot move from there unless some of the dust of that place is put upon it — and this is a sign of the curse upon it, as it is written “and I shall sweep it with the broom (explanation: a household broom, called in the vernacular “scovilli”) of destruction” — he says: “Blessed is He who speaks and does, blessed is He who decrees and fulfils.”
The place, as Rashi describes it in the Tur. ראה מקום שנוטלין ממנו עפר אומר ברוך אומר ועושה ברוך גוזר ומקיים פירש״י שיש מקום בבבל שכל בהמה שתעבור עליו אינה יכולה לזוז משם אם לא שיתנו עליה מעפר המקום ההוא והוא סימן קללה לה דכתיב (טור או״ח סימן רכ״ד). summary: the Mechaber copies here Rashi’s description as the Tur reports it — ground that holds beasts fast, and whose own dust alone releases them.
What Mar bar Ravina did. מר בריה דרבינא כי הוה מטי לבבל הוה שקיל עפרא בסודריה ושדי לברא, לקיים מה שנאמר וטאטאתיה במטאטא השמד (ברכות נ״ז ע״ב). summary: blessing was not enough for him; he would take some of that dust in his cloak and throw it outside — fulfilling with his own hands the verse that foretold the sweeping of Babylon.
With Name and Kingship, or without? The Mishna Berura rules for a full blessing and notes a variant: היינו בשם ומלכות. בגמרא הגירסא ברוך אומר ועושה גוזר ומקיים (משנה ברורה, מ״ב רכ״ד:ז). The Aruch haShulchan leans the other way: ולא ידעתי אם זהו בשם ומלכות אם לאו, ונראה שאינה בשם ומלכות, דאי בשם ומלכות לא שייך לומר שני פעמים (ערוך השלחן או״ח סימן רכ״ד). summary: everything hangs on one repeated word. In the Gemara ברוך is said once; the printed text of the Mechaber doubles it — and a doubled “blessed”, says the Aruch haShulchan, does not fit a blessing with Name and Kingship.

C. אוכלוסין, חכמים ומלכים — the crowd, the sage and the king

חֲכַם הָרָזִים — the baraita gives the blessing and its reason: תנו רבנן: הרואה אוכלוסי ישראל, אומר: ברוך … חכם הרזים — שאין דעתם דומה זה לזה, ואין פרצופיהן דומים זה לזה (ברכות נ״ח ע״א), and sets the threshold: אמר עולא: נקיטינן אין אוכלוסא בבבל. תנא: אין אוכלוסא פחותה מששים רבוא (ברכות נ״ח ע״א). summary: it is not the number that is blessed but the difference — six hundred thousand faces of which none resembles another, six hundred thousand minds of which none covers another; and He who knows them all is called the Knower of secrets.

Seif 5 — הרואה ששים רבוא מישראל ביחד

הרואה ששים רבוא מישראל ביחד אומר ברוך אתה ה׳ אמ״ה חכם הרזים ואם הם עכו״ם אומר (ירמיה נ׳ יב) בושה אמכם חפרה יולדתכם הנה אחרית גוים מדבר ציה וערבה:
Seif 5: one who sees six hundred thousand of Israel together says: “Blessed are You, Lord, King of the universe, חכם הרזים — Knower of secrets.” And if they are gentiles he says (Jeremiah 50:12): “your mother is greatly ashamed, she who bore you is disgraced; behold, the end of the nations is a wilderness, a dry land and a desert.”
What “Knower of secrets” means. שאין דעתן דומין זה לזה ואין פרצופיהן דומין זה לזה והוא יודע מה בלב כל אלו האוכלוסין (משנה ברורה, מ״ב רכ״ד:ח). The Aruch haShulchan draws a larger idea from it: דכשם שהם מחולקים בדיעות, שהיא צורה הפנימית עד ששים רבוא, כך הן מחולקין בצורה החצונית, וזהו כלל כל הדעות והוא הקצה האחרון שאין עוד צורה אחרת מכאן ואילך (ערוך השלחן או״ח סימן רכ״ד); and infers: ולכן ניתנה התורה לס׳ רבוא, כדי לכלול כל הדעות והחכמות שאין להוסיף עליהם (ערוך השלחן או״ח סימן רכ״ד). summary: six hundred thousand is no arbitrary figure — it is, on the Maharsha he cites, the point at which every possible form of the human soul is exhausted. The Torah was given to that number so that no way of understanding it should be missing.
Ben Zoma on the Temple steps. בן זומא ראה אוכלוסא על גב מעלה בהר הבית, אמר: ברוך … חכם הרזים וברוך … שברא כל אלו לשמשני (ברכות נ״ח ע״א). summary: seeing the crowd ascend, he blessed twice — once for what it is, once for what it brings him. It is from this very passage that the Rambam will draw a condition.
Does the Rambam require the Land of Israel? The Beit Yosef infers so: מדברי הרמב״ם נראה שאינו מברך על אוכלוסי ישראל אא״כ הם בא״י (בית יוסף או״ח סימן רכ״ד); and he proposes another source for the requirement: ואפשר שכתב כן מדאמר עולא אין אוכלוסא בבבל והוא מפרש דאפי׳ אם יראה אוכלוסא בבבל אין להם דין אוכלוסא לברך עליהם (בית יוסף או״ח סימן רכ״ד). The Rambam’s language is indeed conditional: הרואה שש מאות אלף אדם כאחד (רמב״ם הלכות ברכות פרק י הלכה יא) — ואם ישראל הם ובארץ ישראל אומר (רמב״ם הלכות ברכות פרק י הלכה יא) — חכם הרזים (רמב״ם הלכות ברכות פרק י הלכה יא). summary: for the Rambam there is no true אוכלוסא outside the Land of Israel, as Ulla said of Babylon. The Mechaber did not take up that condition.
And can one man be worth six hundred thousand? The Tur writes so: ואם רואה אפילו אחד שהוא מופלג בחכמה יברך חכם הרזים דרבי חנינא בריה דרב איקא בריך כד חזי לרב פפא (טור או״ח סימן רכ״ד), adding at once וי״א שאין בזמן הזה מי שראוי לברך עליו כך (טור או״ח סימן רכ״ד). It is the story of Rav Pappa and Rav Huna: אמרו ליה: בהדי דחזינך בריכינן עלך תרתי: ברוך … אשר חלק מחכמתו ליראיו ושהחיינו (ברכות נ״ח ע״ב), and Rav Chanina’s reply: אמר להו: אנא נמי, כיון דחזתינכו חשבתינכו עלואי כשיתין רבוון בית ישראל, ובריכנא עלייכו תלתא (ברכות נ״ח ע״ב). The Beit Yosef explains why the Rambam did not adopt it: ונראה שטעמו משום דס״ל דההוא עובדא לאו למימרא דבריך ממש אלא לומר שהיו חשובים בעיניו כששים ריבוא קאמר (בית יוסף או״ח סימן רכ״ד). summary: “I reckoned you before me as six hundred thousand” — a blessing, or a manner of speaking? The Tur took it literally, the Rambam as a figure, and the Mechaber wrote nothing of it in our siman.

Seifim 6-7 — חכמי ישראל וחכמי אומות העולם

הרואה חכמי ישראל אומר ברוך אתה ה׳ אלהינו מ״ה שחלק מחכמתו ליריאיו:
הרואה חכמי אומות העולם מעכו״ם שחכמים בחכמות העולם אומר ברוך אתה ה׳ אלהינו מ״ה שנתן מחכמתו לב״ו:
Seif 6: one who sees the sages of Israel says: “Blessed are You, Lord our God, King of the universe, שחלק מחכמתו ליראיו — who has portioned of His wisdom to those who fear Him.”
Seif 7: one who sees the sages of the nations of the world, who are wise in the wisdoms of the world, says: “Blessed are You, Lord our God, King of the universe, שנתן מחכמתו לבשר ודם — who has given of His wisdom to flesh and blood.”
The baraita behind four of the siman’s blessings. תנו רבנן: הרואה חכמי ישראל, אומר ברוך … שחלק מחכמתו ליראיו. חכמי אומות העולם, אומר: ברוך … שנתן מחכמתו לבשר ודם. הרואה מלכי ישראל, אומר: ברוך … שחלק מכבודו ליראיו. מלכי אומות העולם, אומר: ברוך … שנתן מכבודו לבשר ודם (ברכות נ״ח ע״א). summary: a single baraita carries seifim 6, 7 and 8 — two parallel pairs, wisdom and honour, Israel and the nations. And each time, a different verb.
“Portioned” and “given” — why two verbs. The Mishna Berura answers in one line: שעם ד׳ הם חלק אלוה ודבקים בו לכן אמר שחלק משא״כ לקמיה בס״ז (משנה ברורה, מ״ב רכ״ד:ט), and the Magen Avraham likewise: שישראל הם חלק אלוה ודבקים בו לכן אומר שחלק (מגן אברהם או״ח סימן רכ״ד). The Turei Zahav digs deeper: הא דקתני בישראל שחלק ובאומות שנתן ראיתי תי׳ רבים ונ״ל עיקר דבישראל יש טעם לפי שהם דבקים בו ית׳ וכל שאתה אומר חלק צריך אתה לדעת ממי נחלק נמצא שיש יחוס לחלק אחר מי שנתחלק ממנו (ט״ז או״ח סימן רכ״ד); משא״כ באומות שאין להם יחוס אחרי הנותן כמו כל מתנ׳ דלית בה אחריו׳ על הנותן אלא מה שזכה זכה ותו לא (ט״ז או״ח סימן רכ״ד). The Beit Yosef gives the same idea: הטעם שבחכמי ישראל אומר שחלק ובחכמי עו״ג אומר שנתן נראה שהוא מפני שישראל ההולכי׳ בדרכי ה׳ ועושים מצותיו הרי הם כחלק השם אבל עו״ג רחוקים ממנו יתברך והם כמי שנותן מתנה מנכסיו שאינם חלק ממנו (בית יוסף או״ח סימן רכ״ד), and then the Abudraham’s: והר״ד אבודרהם כתב שהטעם מפני שהחלק הוא כמו הצינור הנמשך מן הנהר שאפשר להרחיבו ולהגדילו ואפשר לקצרו ולחסרו מה שאין כן במתנה כי תלושה ופסוקה (בית יוסף או״ח סימן רכ״ד). summary: a portion keeps a link with that from which it was severed; a gift does not — what is given is acquired, and the giver answers for it no longer. Israel’s wisdom stays joined to its source like a channel to a river, and can widen or narrow with merit; the wisdom of the nations is cut off once and for all.
Which wisdom, and which sages. Of the nations: היינו בהשבע חכמות לאפוקי אם הם חכמים בדתם ע״ז אינו מברך כלל (משנה ברורה, מ״ב רכ״ד:י), and the Magen Avraham: ואם אינן חכמים אלא בדתם אינו מברך עליהם (מגן אברהם או״ח סימן רכ״ד). Of Israel the Tur writes simply הרואה חכמי ישראל אומר בא״י אמ״ה שחלק מחכמתו ליראיו (טור או״ח סימן רכ״ד). But the Aruch haShulchan notes a practical difficulty: וכמה שיעור גדלו בתורה או בשארי חכמות לא נתבאר, ולכן נמנעים עתה מברכה זו (ערוך השלחן או״ח סימן רכ״ד). summary: the wisdom meant among the nations is that of the sciences, not of their religion — over that one does not bless at all. And lacking a clear measure of the word “great”, practice has refrained from both blessings.
A variant in the Rambam. חכמי ישראל מברך שנתן מחכמתו ליראיו. מלכי ישראל אומר שנתן מכבודו ומגבורתו ליראיו. מלכי אמות העולם מברך שנתן מכבודו לבשר ודם (רמב״ם הלכות ברכות פרק י הלכה יא). summary: the Rambam writes שנתן where our baraita, the Tur and the Mechaber write שחלק — and he adds ומגבורתו for the kings of Israel. The distinction the Taz built on the two verbs is therefore not in every version.

Seifim 8-9 — מלכים

על מלכי ישראל אומר ברוך אתה ה׳ אלהינו מלך העולם שחלק מכבודו ליראיו ועל מלכי אומות העולם עכו״ם אומר ברוך שנתן מכבודו לבשר ודם:
מצוה להשתדל לראות מלכים אפילו מלכי אומות העולם:
Seif 8: over the kings of Israel he says: “Blessed are You, Lord our God, King of the universe, who has portioned of His honour to those who fear Him”; and over the kings of the nations of the world he says: “Blessed is He who has given of His honour to flesh and blood.”
Seif 9: it is a mitzvah to make an effort to see kings, even the kings of the nations of the world.
Why one runs to meet a king. אמר רבי יוחנן: לעולם ישתדל אדם לרוץ לקראת מלכי ישראל. ולא לקראת מלכי ישראל בלבד, אלא אפילו לקראת מלכי אומות העולם, שאם יזכה — יבחין בין מלכי ישראל למלכי אומות העולם (ברכות נ״ח ע״א). The Beit Yosef cites Rashi’s explanation: שאם יזכה לעולם הבא ויראה בכבוד מלך המשיח יבחין כמה יתר כבוד נוחלי שכר מצוה יותר ממה שהיה כבוד בעולם הזה (בית יוסף או״ח סימן רכ״ד), and the Magen Avraham repeats it: היינו שמצוה לרוץ לקראת מלכי א״ה שאם יזכה לראות מלך המשיח שיבא במהרה יבחין מה בין גדולתם לגדולתו וידע שכר עושי מצות (מגן אברהם או״ח סימן רכ״ד). summary: one does not go to see a king for his splendour, but to hold a measure — so as to know one day, before the glory of the King Mashiach, what the reward of those who keep the commandments is worth.
The blind man who blesses over the king. ומשמע בגמרא אפילו סומא כשיודע שהמלך עובר מברך ועיין בפמ״ג שמצדד דאם הוא סומא שלא ראה מאורות מימיו יברך בלא שם ומלכות (משנה ברורה, מ״ב רכ״ד:יא); and the Magen Avraham already: משמע בגמרא אפי׳ סומא שיודע שהמלך עובר מברך (מגן אברהם או״ח סימן רכ״ד). The Aruch haShulchan says so too: ואפילו הוא סומא שאינו רואה מברך, ואפילו רואה דרך חלון או מרחוק מברך (ערוך השלחן או״ח סימן רכ״ד). And the Gemara tells the story: רב ששת סגי נהור הוה. הוו קאזלי כולי עלמא לקבולי אפי מלכא, וקם אזל בהדייהו רב ששת (ברכות נ״ח ע״א); and then כי אתא מלכא, פתח רב ששת וקא מברך ליה. אמר ליה ההוא מינא: למאן דלא חזית ליה קא מברכת? (ברכות נ״ח ע״א). summary: Rav Sheshet was blind, went out to meet the king all the same, and blessed. A heretic asked him how he could bless over what he did not see — and precisely there the nature of these blessings is decided: they answer the event no less than the gaze.
And authorities who are not kings. השלטונים שאין עול מלך עליהם לשנות דבריהם ודן והורג במשפט מברך עליהם (משנה ברורה, מ״ב רכ״ד:יב); but ועל השרים שממנה המלך בכל עיר ועיר טוב וישר לברך בלא שם ומלכות (משנה ברורה, מ״ב רכ״ד:יב). The Magen Avraham adds a case: על השופט הגדול שהוא הקאד״י אין מברכין כלל (מגן אברהם או״ח סימן רכ״ד). summary: what makes “kingship” here is power beyond appeal — one who judges and executes with no one able to overturn his word. Below that one blesses without Name and Kingship, and for a mere judge, not at all.
How far the effort goes. ומותר לטמא בטומאה של דבריהן מפני כבודן בין למלכי ישראל ובין למלכי או״ה וכן מפני כבוד הבריות כגון לילך לנחם אבלים (משנה ברורה, מ״ב רכ״ד:יג); and there is a limit: אם רואה פ״א המלך לא יבטל יותר מלימודו לראותו אם לא שבא בחיל יותר ובכבוד גדול יותר (משנה ברורה, מ״ב רכ״ד:יג). The Magen Avraham raises the underlying question: משמע בגמרא דמותר לעבור על מצות דרבנן לראות מלכים אפילו מלכי א״ה (מגן אברהם או״ח סימן רכ״ד). summary: the Mishna Berura permits a Kohen to contract a rabbinic impurity for the honour of a king, Jewish or not; the Magen Avraham doubts that this permission extends to the kings of the nations. And in any case, the second time study comes first — unless the procession is greater than the first.

D. בתים, קברים, וכלל שלשים יום — houses, graves, and the closing rule

מַצִּיב גְּבוּל אַלְמָנָה — “who sets the widow’s boundary”. The baraita: תנו רבנן: הרואה בתי ישראל בישובן, אומר: ברוך … מציב גבול אלמנה. בחורבנן, אומר: ברוך דיין האמת. בתי אומות העולם בישובן, אומר: בית גאים יסח ה׳. בחורבנן, אומר: אל נקמות ה׳ אל נקמות הופיע (ברכות נ״ח ע״ב). summary: four mirrored blessings — Israel settled, Israel ruined, the nations settled, the nations ruined. The difficulty begins with the word “houses”: no one agrees on what it denotes.

Seifim 10-11 — בתי ישראל ובתי עכו״ם

הרואה בתי ישראל ביישובן כגון בישוב בית שני אומר בא״י אמ״ה מציב גבול אלמנה. הרואה בחורבנן אומר ברוך דיין האמת:
הרואה בתי עכו״ם בישובן אומר בית גאים יסח ה׳ בחרבנן אומר אל נקמות ה׳:
Seif 10: one who sees the houses of Israel settled — as in the settlement of the Second Temple — says: “Blessed are You, Lord our God, King of the universe, who sets the widow’s boundary.” One who sees them in their ruin says: “Blessed is the true Judge.”
Seif 11: one who sees the houses of gentiles settled says: “The Lord tears down the house of the proud”; in their ruin, he says: “God of vengeance, Lord.”
Three readings of the word “houses”. According to Rashi these are the dwellings of Israel’s wealthy: פי׳ בתי עשירי ישראל שמיושבים בתוקף ובגבורה כגון בישוב בית שני (משנה ברורה, מ״ב רכ״ד:יד) — and the Magen Avraham cites him likewise: פי׳ בתי עשירי ישראל שמיושבים בתוקף ובגבורה כגון בישוב בית שני (מגן אברהם או״ח סימן רכ״ד), ואפשר דוקא בא״י קאמר ולא בח״ל (מגן אברהם או״ח סימן רכ״ד). The Beit Yosef narrows it: ואפשר דוקא בא״י ובזמן בית שני קאמר אבל בזה״ז אפילו בא״י לא (משנה ברורה, מ״ב רכ״ד:יד). And the Rif reads it wholly otherwise: והרי״ף פי׳ בתי ישראל בישובן היינו בתי כנסיות שמתפללין בתוכן וכן נהגו העולם שאין מברכין על שארי בתים כ״א על בהכ״נ כשרואה אותה ביפיה ובתיקונה (משנה ברורה, מ״ב רכ״ד:יד). summary: the houses of the notables, or the synagogues? In the Land of Israel in Temple times, or everywhere and always? Three readings, and three different practices.
What the Turei Zahav makes of it. הרי״ף פי׳ בתי כנסיו׳ ולפ״ז צ״ל מ״ש אח״כ הרואה בתי עע״א היינו נמי בתי תיפלות שלהן (ט״ז או״ח סימן רכ״ד); וי״מ שקאי על כל בתי ישראל של מנהיגים ועשירים וביישובן דקאמר היינו כשיושבין בתוקפן ובכחן (ט״ז או״ח סימן רכ״ד); and he closes with the Beit Yosef’s position: וב״י כ׳ שאין מברכין על בתי ישראל אא״כ היו בארץ ישראל ובזמן הבית (ט״ז או״ח סימן רכ״ד). The Beit Yosef himself wrote: והא דרואה בתי ישראל נראה מדברי רש״י דקאי אבית המקדש שכתב מציב גבול אלמנה כגון בישוב בית שני והרי״ף כתב הרואה בתי כנסיות ישראל (בית יוסף או״ח סימן רכ״ד), then proposed his own reading: ויותר נראה לומר דבתי ישראל ביישובן היינו כשישראל מיושבים בלא שטן ולא פגע רע (בית יוסף או״ח סימן רכ״ד), with the reservation: ואפשר שאע״פ שישראל מיושבים בתוקף וגבורה בקצת מקומות אין מברכין עליהם אא״כ היו בא״י ובזמן הבית (בית יוסף או״ח סימן רכ״ד). summary: if one follows the Rif, “the houses of the nations” become their places of worship — and the Taz then asks why seif 1 already gave them a blessing of their own. His answer: in seif 1 one sees the idol itself, here only the building that houses it.
The story that lights up the whole seif. Ulla and Rav Chisda passed the ruined house of a man of Israel, and Rav Chisda sighed. Ulla said to him: מיום שחרב בית המקדש נגזרה גזירה על בתיהן של צדיקים שיחרבו, שנאמר: באזני ה׳ צבאות אם לא בתים רבים לשמה יהיו גדלים וטובים מאין יושב (ברכות נ״ח ע״ב); and then added the consolation: ואמר רבי יוחנן: עתיד הקדוש ברוך הוא להחזירן לישובן, שנאמר: שיר המעלות לדוד הבטחים בה׳ כהר ציון (ברכות נ״ח ע״ב). summary: it is from this story that the Beit Yosef infers that “the houses of Israel” are not the Temple but the dwellings of the righteous and of the charitable — and that their ruin follows upon the ruin of the Temple, and is to be repaired with it.
What is done today. ובפמ״ג מצדד דבזה״ז טוב לברך ברוך מציב גבול אלמנה בלא שם ומלכות (משנה ברורה, מ״ב רכ״ד:יד). The Aruch haShulchan is sharper: ועל כל פנים לא נהגנו בברכה זו מפני שינוי הפירושים, וספק ברכות להקל (ערוך השלחן או״ח סימן רכ״ד). And for the houses of the nations: לפירש״י הנ״ל היינו בתי כותים שיושבים בשלוה והשקט ועושר ולהרי״ף היינו בתי תפלה שלהם (משנה ברורה, מ״ב רכ״ד:טו), and the Magen Avraham: פי׳ בתי א״ה שיושבים בשלוה והשקט ועושר (מגן אברהם או״ח סימן רכ״ד). summary: here the divergence of readings makes the law — in doubt one does not bless with Name and Kingship, and the Pri Megadim advises saying the wording without them.

Seif 12 — הרואה קברי ישראל

הרואה קברי ישראל אומר בא״י אמ״ה אשר יצר אתכם בדין וכו׳ ועל קברי עכו״ם אומר בושה אמכם וגו׳:
Seif 12: one who sees graves of Israel says: “Blessed are You, Lord our God, King of the universe, who formed you in judgement, etc.”; and over the graves of gentiles he says: “your mother is greatly ashamed, etc.”
The full wording, which the Mechaber abridges with an “etc.” The baraita: תנו רבנן: הרואה קברי ישראל, אומר: ברוך … אשר יצר אתכם בדין, וזן אתכם בדין, וכלכל אתכם בדין, ואסף אתכם בדין, ועתיד להקימכם בדין (ברכות נ״ח ע״ב), and its close according to Mar bar Ravina: מר בריה דרבינא מסיים בה, משמיה דרב נחמן: ויודע מספר כולכם, והוא עתיד להחיותכם ולקיים אתכם. ברוך … מחיה המתים (ברכות נ״ח ע״ב). The Tur gives the text that practice follows: הרואה קברי ישראל אומר בא״י אמ״ה אשר יצר אתכם בדין וזן אתכם בדין וכלכל אתכם בדין והמית אתכם בדין ועתיד להחיותכם בדין ולהקימכם בדין (טור או״ח סימן רכ״ד). summary: the Mechaber writes וכו׳ because the wording is long and well known; it is in the Tur that it is found entire — and there one notices והמית אתכם בדין, which is not in the baraita.
“And He put you to death in judgement” — how it can be said. The Beit Yosef reports the difficulty and its answer: אפ״ה דינו דין אמת כי הוא יודע כל דרכי איש וכל דרכיו משפט (בית יוסף או״ח סימן רכ״ד). And he notes an omission: והרי״ף והרא״ש כתבו ויודע מספר כולכם ולא ידעתי למה השמיטוהו הרמב״ם ורבינו (בית יוסף או״ח סימן רכ״ד). summary: we hold that there is death without sin — and yet the judgement remains a true judgement, because He who judges knows all a man’s ways. As for ויודע מספר כולכם, the Rif and the Rosh kept it, the Rambam and the Tur left it out.
A single grave is not enough. ואם היה שם רק קבר אחד י״א שאין לומר ברכה זו כי נתקנה בלשון רבים (משנה ברורה, מ״ב רכ״ד:טז). The Aruch haShulchan adds the practice: ועל קבר אחד אינו מברך, וכהן שאי אפשר לו לקרב עצמו להקברים נראה שיכול לברך מרחוק כיון שרואה אותם (ערוך השלחן או״ח סימן רכ״ד). summary: the blessing was instituted in the plural — it addresses the dead, not one dead man. And a Kohen who cannot approach may bless from afar so long as he sees the graves.

Seif 13 — כל ברכות הראיה

כל ברכות הראיה אם חזר וראה אותו דבר בתוך שלשים יום אינו חוזר ומברך:
Seif 13: all the blessings of sight — if he saw the same thing again within thirty days, he does not bless again.
The rule that closes the siman. The Aruch haShulchan had already stated it at the first seif: ואם רואה אותה בתוך ל׳ יום אינו חוזר ומברך, דכל ברכות הראייה הוא משלשים לשלשים (ערוך השלחן או״ח סימן רכ״ד). summary: this last seif says nothing new — it generalises. Each of the twelve preceding blessings is subject to the same rhythm, and it is that rhythm which in practice made the blessing of seif 1 disappear.
“The same thing” — but not another. ודוקא כשראה אותו מלך אבל אם ראה מלך אחר צריך לברך [מ״א בשם רדב״ז] (משנה ברורה, מ״ב רכ״ד:יז), וה״ה לענין ההיא דסי״ב ברואה קבר אחר וכל כיו״ב (משנה ברורה, מ״ב רכ״ד:יז); the Magen Avraham: ודוקא כשראה אותו מלך אבל אם ראה מלך אחר צריך לברך (מגן אברהם או״ח סימן רכ״ד); and the Aruch haShulchan: וכל ברכות הראייה כבר נתבאר שהוא משלשים יום לשלשים יום, אבל כשרואה מלך אחר אפילו בתוך ל׳ מברך (ערוך השלחן או״ח סימן רכ״ד), and for graves ואם ראה בית הקברות אחר מברך אף בתוך ל׳, וכן אם נתוספו קברים בבית הקברים זה גם כן חוזר ומברך, ואם יש ספק אם נתוספו אינו מברך, ויברך כשהוא סמוך להקברים תוך ארבע אמות (ערוך השלחן או״ח סימן רכ״ד). summary: the thirty days bear on the object, not on the category. Another king, another cemetery, graves newly added — and the blessing returns, even on the same day.
The siman in one sentence: thirteen sights and thirteen sayings — over the idol left standing and over the one torn out, over the ruins of an empire, over a crowd, over a sage, over a king, over houses and over graves; and a last seif that holds them all, כל ברכות הראיה אם חזר וראה אותו דבר בתוך שלשים יום אינו חוזר ומברך.

Practical cases

Case 1 — I pass a place of foreign worship

Situation: My daily route runs past a church. The Shulchan Aruch provides a blessing; should I say it?
Practice: Seif 1 does set the blessing: « הרואה מרקוליס או שאר עכו״ם אומר ברוך אתה ה׳ אלהינו מלך העולם שנתן ארך אפים לעוברי רצונו ואם רואה אותו בתוך ל׳ יום אינו חוזר ומברך » (שו״ע או״ח רכ״ד:א), and the Mishna Berura extends the case to the building: « אפילו בית ע״ג [ב״י] וב״ח פי׳ דוקא כשרואה אותה בגלוי » (משנה ברורה, מ״ב רכ״ד:ב). But the Rama removes it from practice: « והאידנא אין מברכים זאת הברכה שהרי אנו מגודלים ביניהם ורואים אותו תמיד » (רמ״א או״ח רכ״ד:א), and the Mishna Berura gives its reach: « שהרי אנו רואין אותה תמיד וכתבו האחרונים דאפילו הולך לעיר אחרת וראה שם ע״ג אינו מברך כיון דראה את מין זה תוך למ״ד בעירו » (משנה ברורה, מ״ב רכ״ד:ג) — and even: « ובא״ר כתב עוד מילתא חדתי דאפילו הוא לא ראה אותה תוך למ״ד כיון שיש רוב העולם שהוא שוכן ביניהם שרואין אותה » (משנה ברורה, מ״ב רכ״ד:ג). summary: in practice one does not bless, and travelling elsewhere does not reopen the blessing. What remains is what the blessing teaches: « כלומר שלא תחשוב מדהיא מתקיימת זמן הרבה אינו חושש לה כביכול, אלא שזהו ממדת ארך אפים, שהקדוש ברוך הוא מאריך אפו וגבי דיליה » (ערוך השלחן או״ח סימן רכ״ד). For practice, follow your Rav.

Case 2 — An enormous crowd at the Kotel

Situation: A gathering of several hundred thousand Jews. Do I say חכם הרזים?
Practice: Seif 5 sets the threshold: « הרואה ששים רבוא מישראל ביחד אומר ברוך אתה ה׳ אמ״ה חכם הרזים ואם הם עכו״ם אומר » (שו״ע או״ח רכ״ד:ה), and the baraita gives the figure: « אמר עולא: נקיטינן אין אוכלוסא בבבל. תנא: אין אוכלוסא פחותה מששים רבוא » (ברכות נ״ח ע״א). The blessing is over what the Mishna Berura describes: « שאין דעתן דומין זה לזה ואין פרצופיהן דומין זה לזה והוא יודע מה בלב כל אלו האוכלוסין » (משנה ברורה, מ״ב רכ״ד:ח). There remains the question of place: « מדברי הרמב״ם נראה שאינו מברך על אוכלוסי ישראל אא״כ הם בא״י » (בית יוסף או״ח סימן רכ״ד) — for the Rambam, only in the Land of Israel, which is exactly the case here. summary: one needs six hundred thousand truly together and in view; short of that the Tur knew an extension — « ואם רואה אפילו אחד שהוא מופלג בחכמה יברך חכם הרזים דרבי חנינא בריה דרב איקא בריך כד חזי לרב פפא » (טור או״ח סימן רכ״ד) — which the Mechaber did not adopt and of which the Tur himself said « וי״א שאין בזמן הזה מי שראוי לברך עליו כך » (טור או״ח סימן רכ״ד). For practice, follow your Rav.

Case 3 — A head of state on an official visit

Situation: A president or a sovereign crosses my city in procession. Do I go out, and do I bless?
Practice: The Mechaber encourages going: « מצוה להשתדל לראות מלכים אפילו מלכי אומות העולם » (שו״ע או״ח רכ״ד:ט), and the blessing is that of seif 8: « על מלכי ישראל אומר ברוך אתה ה׳ אלהינו מלך העולם שחלק מכבודו ליראיו ועל מלכי אומות העולם עכו״ם אומר ברוך שנתן מכבודו לבשר ודם » (שו״ע או״ח רכ״ד:ח). The Gemara gives the motive: « אמר רבי יוחנן: לעולם ישתדל אדם לרוץ לקראת מלכי ישראל. ולא לקראת מלכי ישראל בלבד, אלא אפילו לקראת מלכי אומות העולם, שאם יזכה — יבחין בין מלכי ישראל למלכי אומות העולם » (ברכות נ״ח ע״א). But not every head is a king: « השלטונים שאין עול מלך עליהם לשנות דבריהם ודן והורג במשפט מברך עליהם » (משנה ברורה, מ״ב רכ״ד:יב), whereas « ועל השרים שממנה המלך בכל עיר ועיר טוב וישר לברך בלא שם ומלכות » (משנה ברורה, מ״ב רכ״ד:יב). And one does not return endlessly: « אם רואה פ״א המלך לא יבטל יותר מלימודו לראותו אם לא שבא בחיל יותר ובכבוד גדול יותר » (משנה ברורה, מ״ב רכ״ד:יג). summary: the decisive question is power beyond appeal, not protocol; the Acharonim hold that under most of our regimes one usually says the wording without Name and Kingship. For practice, follow your Rav.

Case 4 — I visit the cemetery after several months

Situation: I go to a relative’s grave, in a Jewish cemetery I have not visited for a year. What do I say, and from what distance?
Practice: Seif 12: « הרואה קברי ישראל אומר בא״י אמ״ה אשר יצר אתכם בדין וכו׳ ועל קברי עכו״ם אומר בושה אמכם וגו׳ » (שו״ע או״ח רכ״ד:יב), and the full wording is found in the Tur: « הרואה קברי ישראל אומר בא״י אמ״ה אשר יצר אתכם בדין וזן אתכם בדין וכלכל אתכם בדין והמית אתכם בדין ועתיד להחיותכם בדין ולהקימכם בדין » (טור או״ח סימן רכ״ד). Over a single grave one refrains: « ואם היה שם רק קבר אחד י״א שאין לומר ברכה זו כי נתקנה בלשון רבים » (משנה ברורה, מ״ב רכ״ד:טז). The Aruch haShulchan gives the measure and the cases of repetition: « ואם ראה בית הקברות אחר מברך אף בתוך ל׳, וכן אם נתוספו קברים בבית הקברים זה גם כן חוזר ומברך, ואם יש ספק אם נתוספו אינו מברך, ויברך כשהוא סמוך להקברים תוך ארבע אמות » (ערוך השלחן או״ח סימן רכ״ד), and for the Kohen: « ועל קבר אחד אינו מברך, וכהן שאי אפשר לו לקרב עצמו להקברים נראה שיכול לברך מרחוק כיון שרואה אותם » (ערוך השלחן או״ח סימן רכ״ד). And seif 13 settles the frequency: « כל ברכות הראיה אם חזר וראה אותו דבר בתוך שלשים יום אינו חוזר ומברך » (שו״ע או״ח רכ״ד:יג). summary: a cemetery, not a grave; within four cubits; once in thirty days for the same cemetery — but again if graves have been added, or if it is another cemetery.
