The previous siman blessed what passes — lightning, thunder, the storm. This one turns to what stays. It asks three questions: upon what does one bless, which sea receives a blessing of its own, and which rivers, which mountains fall under the rule — for the Mechaber excludes more than he admits. One act, three questions. Upon what? — five things, and the Mechaber names them one by one: seas, rivers, mountains, hills, deserts. Which wording? — עושה מעשה בראשית, with no alternative; except for one sea, the Great Sea, which has its own. And upon what does one not bless? — that is where the siman spends most of its time: not every river is a river, not every mountain is a mountain. We study here at the level of principle; for personal practice, refer to your Rav's ruling.

A. הרשימה — what one blesses upon
מַעֲשֵׂה בְרֵאשִׁית — “the work of the beginning”. The word gives the siman its measure: what is blessed here is not an event but a work, and a work that since the six days has not moved. Hence everything that follows: a river whose course was diverted, a hill with nothing striking about it, fall outside the rule.
Seif 1 — על ימים ונהרות הרים וגבעות ומדבריות
על ימים ונהרות הרים וגבעות ומדבריות אומר ברוך אתה יי אמ״ה עושה מעשה בראשית ועל הים הגדול והוא הים שעוברים בו לארץ ישראל ולמצרים אומר ברוך אתה ה׳ אלהינו מלך העולם עושה הים הגדול:
Seif 1: on seas, rivers, mountains, hills and deserts one says “Blessed are You, Hashem our God, King of the universe, who makes the work of the beginning”; and on the Great Sea — and that is the sea one crosses to the Land of Israel and to Egypt — one says “Blessed are You, Hashem our God, King of the universe, who makes the Great Sea”.
Five things, and one blessing. The Mechaber names not one thing but five, and puts them all under one wording:
« על ימים ונהרות הרים וגבעות ומדבריות אומר ברוך אתה יי אמ״ה עושה מעשה בראשית » (שו״ע או״ח רכ״ח:א). This is the mishnah, almost word for word:
« עַל הֶהָרִים, וְעַל הַגְּבָעוֹת, וְעַל הַיַּמִּים, וְעַל הַנְּהָרוֹת, וְעַל הַמִּדְבָּרוֹת, אוֹמֵר בָּרוּךְ עוֹשֵׂה מַעֲשֵׂה בְרֵאשִׁית. » (משנה ברכות פרק ט משנה ב) ; and the Tur writes the same, with one word differing —
« על ימים ונהרות הרים וגבעות ומדברות אומר בא״י אמ״ה עושה מעשה בראשית » (טור או״ח סימן רכ״ח). summary : seas, rivers, mountains, hills and deserts. The Mechaber writes ומדבריות where the mishnah and the Tur write ומדברות; the substance is the same, and the blessing is one.
Why this wording, and not that of the previous siman. Siman 227 blessed the power that bursts out; here one blesses the work that lasts. The Mishnah Berurah gives the positive reason:
« פי׳ כיון שיסדן מאז ושבחו של מקום הוא כשאנו מכירין היום דבר שאנו יודעין שהמקום בראו מששת ימי בראשית ועדיין הוא קיים » (משנה ברורה, מ״ב רכ״ח:א) ; then the negative reason, the one that rules out the other wording:
« ואין שייך לברך עליהם שכחו וגבורתו מלא עולם כמו על רוחות ורעמים דהתם הם נראים ונשמעים למרחוק אבל ימים ונהרות כל אחד במקומו » (משנה ברורה, מ״ב רכ״ח:א) ; and the Kaf HaChaim reports the same in the name of Rashi and the Levush:
« וכאן אין שייך לברך שכחו וגבורתו מלא עולם שאינם כמו זיקין ורוחות וכו׳ דהתם נראים ונשמעים בכל העולם אבל ימים והרים וכו׳ אינם אלא במקום אחד כל אחד במקומו » (כף החיים או״ח סימן רכ״ח). summary : a mountain does not fill the world as a clap of thunder does: each stands in its own place. What is blessed here is not power spreading out but the work that, since the six days, still stands.
Once from thirty days to thirty days. The Mechaber does not write it here, but the Gemara fixes it:
« עַד כַּמָּה? אָמַר רָמֵי בַּר אַבָּא אָמַר רַב יִצְחָק: עַד שְׁלֹשִׁים יוֹם. » (ברכות נ״ט ע״ב). The Rambam writes it into the halachah itself:
« עַל הֶהָרִים וְעַל הַגְּבָעוֹת עַל הַיַּמִּים וְעַל הַמִּדְבָּרוֹת וְעַל הַנְּהָרוֹת אִם רָאָה אַחַת מֵהֶן מִשְּׁלֹשִׁים יוֹם לִשְׁלֹשִׁים יוֹם מְבָרֵךְ עוֹשֶׂה בְּרֵאשִׁית. » (רמב״ם הלכות ברכות פרק י הלכה טו) ; and the Mishnah Berurah extends it to the whole siman:
« ודע דכל הברכות האלו אינן אלא כשרואה אותן משלשים יום לשלשים יום » (משנה ברורה, מ״ב רכ״ח:ב). The Kaf HaChaim explains why the Mechaber left it out:
« ולא לבד בפעם א׳ צריך לברך כן אלא כל שלשים יום » (כף החיים או״ח סימן רכ״ח). summary : one does not bless the sea every morning: it is a blessing of renewed sight, and thirty days is its measure.
What the mishnah divided, and the Gemara’s question. The mishnah gave two lists and two wordings; the Gemara wonders:
« אַטּוּ כׇּל הָנֵי דַּאֲמַרַן עַד הַשְׁתָּא, לָאו מַעֲשֵׂה בְרֵאשִׁית נִינְהוּ? וְהָכְתִיב ״בְּרָקִים לַמָּטָר עָשָׂה״! » (ברכות נ״ט ע״א) ; and its conclusion is the key to our siman:
« הָכָא ״עוֹשֶׂה מַעֲשֵׂה בְרֵאשִׁית״ — אִיכָּא, ״שֶׁכֹּחוֹ מָלֵא עוֹלָם״ לֵיכָּא. » (ברכות נ״ט ע״א). summary : the two wordings are not interchangeable: עושה מעשה בראשית holds on both sides, שכחו וגבורתו מלא עולם only on the side of siman 227. That is why our siman offers no choice at all.
B. הים הגדול — which sea, and which blessing
הַיָּם הַגָּדוֹל — in the middle of a list where everything takes the same wording, one thing is set apart. The mishnah already gave it a blessing of its own; what remains is to know which sea it meant, and on that point the Mechaber and a good part of the Acharonim part company.
One sea apart, and a blessing of its own. In the middle of the list the Mechaber opens an exception:
« ועל הים הגדול והוא הים שעוברים בו לארץ ישראל ולמצרים אומר ברוך אתה ה׳ אלהינו מלך העולם עושה הים הגדול » (שו״ע או״ח רכ״ח:א). Its source is the mishnah, in the name of Rabbi Yehuda:
« רַבִּי יְהוּדָה אוֹמֵר, הָרוֹאֶה אֶת הַיָּם הַגָּדוֹל אוֹמֵר בָּרוּךְ שֶׁעָשָׂה אֶת הַיָּם הַגָּדוֹל, בִּזְמַן שֶׁרוֹאֶה אוֹתוֹ לִפְרָקִים. » (משנה ברכות פרק ט משנה ב) ; and the Rambam rules it as halachah:
« הָרוֹאֶה אֶת הַיָּם הַגָּדוֹל מִשְּׁלֹשִׁים יוֹם לִשְׁלֹשִׁים יוֹם אוֹ יוֹתֵר מְבָרֵךְ בָּרוּךְ אַתָּה יְיָ׳ אֱלֹהֵינוּ מֶלֶךְ הָעוֹלָם שֶׁעָשָׂה אֶת הַיָּם הַגָּדוֹל » (רמב״ם הלכות ברכות פרק י הלכה טו). summary : all seas take the common wording; one takes its own, because the mishnah names it separately.
Which sea, according to the Mechaber. The Mechaber does not leave the question open: he identifies it in the seif itself, and the Mishnah Berurah says why the name belongs to it:
« ונקרא ים הגדול מפני חשיבותו של א״י » (משנה ברורה, מ״ב רכ״ח:ב). The Aruch HaShulchan draws the map:
« ומהו הים הגדול, כתב רבינו הבית יוסף שהוא הים שעוברים בו לארץ ישראל ולמצרים, וזהו הים שבאמצע הישוב, שקצה האחד אצל יפו שהוא גבול ארץ ישראל, וקצה השני הוא בקצה ארץ ספרד. » (ערוך השלחן או״ח סימן רכ״ח). summary : the sea one crosses to Egypt and to the Land of Israel — the Mediterranean —, and it bears that name because of the land it borders.
And many Acharonim say: the ocean. The Mishnah Berurah reports the objection without deciding it:
« אבל הרבה אחרונים פליגי על המחבר וס״ל דדוקא על ים אוקינוס שהוא הים הגדול שבכל הימים שמקיף את כל העולם עליו קבעו ברכה בפני עצמו מפני גדלו אבל על ים שעוברין בו לא״י לא נקרא לענין זה ים הגדול ומברכין עליו כמו על שאר ימים » (משנה ברורה, מ״ב רכ״ח:ב). The Magen Avraham is plainer:
« ובל״ח הוכיח שאין מברכין ע״ז רק על הים אוקינוס המקיף העולם » (מגן אברהם או״ח סימן רכ״ח) ; and he reads the Rosh’s responsum, which the Beit Yosef had invoked, otherwise:
« אבל תשו׳ הרא״ש הית׳ שלא יברך אלא על אוקינוס והיינו אותו שמקיף העולם » (מגן אברהם או״ח סימן רכ״ח). The Aruch HaShulchan reports both readings:
« ויש שכתבו שהוא הים אוקיינוס המקיף את כל העולם » (ערוך השלחן או״ח סימן רכ״ח). summary : for these Acharonim the name “Great Sea” can only mean the ocean that girds the world; the Mediterranean is then blessed like every other sea.
And in practice, faced with such a divergence. The Aruch HaShulchan, who nonetheless leans to the Beit Yosef, concludes thus:
« ולפי זה למעשה נראה לברך על כולם ׳עושה מעשה בראשית׳, אפילו על הים שאצל ארץ ישראל, וגם על האוקיינוס מפני שינוי הפירושים ודו״ק » (ערוך השלחן או״ח סימן רכ״ח) ; and the Kaf HaChaim says the same, more briefly:
« ומ״מ כיון דאיכא פלוגתא יש לברך עושה מ״ב דבזה יוצא אליבא דכ״ע » (כף החיים או״ח סימן רכ״ח). summary : the common wording fits on either reading; that is what one says when unsure which sea it is. For practice, follow your Rav.
The text of the blessing: two forms. The Mechaber writes in the present; the Mishnah Berurah notes the other version:
« כן הוא לשון הטור אבל כמה פוסקים העתיקו נוסח ברכה זו בלשון עבר שעשה את הים הגדול » (משנה ברורה, מ״ב רכ״ח:ג) ; and the Kaf HaChaim lists the authorities on both sides:
« וכ״כ הטור והלבוש. אבל בש״ס ורי״פ ורמב״ם ואבודרהם שעשה את הים הגדול » (כף החיים או״ח סימן רכ״ח). summary : the Tur and the Levush say עושה הים הגדול, the Gemara, the Rif, the Rambam and the Abudraham שעשה את הים הגדול. The Mechaber followed the Tur.
C. ארבע נהרות — which rivers, and seen where
אַרְבַּע נְהָרוֹת — seif 2 does not touch the wording: it restricts the matter. Two conditions, and they are not about the same thing: the first about the river itself, the second about the place from which one looks at it.
Seif 2 — לא על כל הנהרות מברך
לא על כל הנהרות מברך אלא על ארבע נהרות דכתיבי בקרא כמו חדקל ופרת והוא שראה אותם במקום שלא נשתנה מהלכם ע״י אדם:
Seif 2: one does not bless on every river, but on the four rivers written in Scripture, such as the Chidekel and the Perat; and provided he saw them in a place where their course has not been changed by human hands.
The four rivers of Scripture. They are the rivers of the garden of Eden — Pishon, Gichon, Chidekel and Perat (בראשית ב׳:י״א-י״ד). The Beit Yosef gives the source:
« דלאו על כל נהרות מברך אלא דוקא אארבע נהרות דכתיבי בקרא כמו חדקל ופרת. וכ״כ המרדכי » (בית יוסף או״ח סימן רכ״ח) ; and the Gemara reads their names as descriptions:
« מַאי ״חִדֶּקֶל״ — אָמַר רַב אָשֵׁי: שֶׁמֵּימָיו חַדִּין וְקַלִּין. מַאי ״פְּרָת״? — שֶׁמֵּימָיו פָּרִין וְרָבִין. » (ברכות נ״ט ע״ב). summary : the restriction comes from Tosafot and the Mordechai, and the Mechaber wrote it into the halachah; the very names of the rivers say what they are.
Not those alone. The word כמו in the seif raised a difficulty. The Magen Avraham wonders:
« וצ״ע מאי כמו דקאמר דהא ליכא אלא הני ועוד למה לא יברכו על שאר נהרות גדולות שנבראו מו׳ ימי בראשית וגם כל הפוסקים כתבו סתמא נהרות ומנ״ל לחלק » (מגן אברהם או״ח סימן רכ״ח). The Mishnah Berurah rules accordingly:
« לאו דוקא אלו אלא ה״ה כל הנהרות שהן גדולות כמו אלו הד׳ נהרות ושיהיו ידועים שהם מימי בראשית כמו אלו ולא נתהוו אח״כ מברך » (משנה ברורה, מ״ב רכ״ח:ד) ; and the Aruch HaShulchan says it by naming rivers of our own day:
« ולפי זה בוודאי על הנהרות הגדולים כמו נהר וואלג״א דונאי״י ריינו״ס וכיוצא בהם - צריך לברך. » (ערוך השלחן או״ח סימן רכ״ח). summary : it is not a closed list but a measure: a river as great as those, and known to be from the days of the beginning.
The place: where no human hand has passed. The second condition of the seif comes from a Gemara:
« וְאָמַר רָמֵי בַּר אַבָּא אָמַר רַב יִצְחָק: הָרוֹאֶה פְּרָת אַגִּשְׁרָא דְבָבֶל, אוֹמֵר: ״בָּרוּךְ … עוֹשֵׂה בְרֵאשִׁית״. וְהָאִידָּנָא דְּשַׁנְיוּהּ פָּרְסָאֵי — מִבֵּי שַׁבּוּר וּלְעֵיל. » (ברכות נ״ט ע״ב). The Beit Yosef reports Rashi’s explanation of it:
« ופירש״י אגישרא דבבל אומר ברוך עושה בראשית קים להו שלא נשתנה פרת מהלוכו ע״י אדם משם ולמעלה אבל משם ולמטה סיבוהו בני אדם דרך אחרת » (בית יוסף או״ח סימן רכ״ח) ; and he notes that the poskim had not written it —
« משמע דלא מברכין על הנהרות עושה מעשה בראשית אלא כשרואה אותם במקום שלא נשתנה מהלכם על ידי אדם. ולא ידעתי למה לא כתבוהו הפוסקים » (בית יוסף או״ח סימן רכ״ח). The Mishnah Berurah gives its practical force:
« פי׳ דבמקום שחפרו ושינו מהלכו של הנהר לדרך אחרת אין מברכין מאותו המקום והלאה דשם לאו מעשה בראשית הוא » (משנה ברורה, מ״ב רכ״ח:ה). summary : the one who wondered that the poskim had left this rule out is the very one who, writing the Shulchan Aruch, put it in; a diverted course is no longer the work of the beginning.
And in doubt. The Mishnah Berurah reports the view of the Eliya Rabba:
« ועיין בא״ר שמצדד לומר דאם ספק לו אם נשתנו ג״כ לא יברך » (משנה ברורה, מ״ב רכ״ח:ה) ; and the Kaf HaChaim requires certainty:
« דבעינן שיודעים בודאי שלא נשתנה מהלכם » (כף החיים או״ח סימן רכ״ח). For seas, the Mishnah Berurah lays down the same rule and at once lightens it:
« וה״ה לענין ימים אם המשיכו בני אדם מאחד לחבירו ועשוהו לאחד אין מברכין על אותו מקום אלא דבימים מן הסתם אין אנו צריכין לחוש לזה » (משנה ברורה, מ״ב רכ״ח:ו). summary : for a river one must know; for a sea one need not be concerned by default.
D. הרים וגבעות המשונים — which mountains
הַמְשׁוּנִּים — “those out of the ordinary”. Seif 3 does for mountains what seif 2 did for rivers, and adds a criterion seif 2 had not named: that the Creator's might be recognisable in them.
Seif 3 — ולא על כל הרים וגבעות מברך
ולא על כל הרים וגבעות מברך אלא דוקא על הרים וגבעות המשונים וניכרת גבורת הבורא בהם:
Seif 3: and one does not bless on every mountain and hill, but only on mountains and hills that are out of the ordinary, and in which the Creator's might is recognisable.
Where the restriction comes from. The Beit Yosef reports it in the name of the Abudraham, in the name of Rabbenu Shimshon:
« כתב הרד״א בשם ה״ר שמשון דדוקא בהרים וגבעות המשונים וניכרת גבורת הבורא בהן וכן נהרות המשונים כגון פרת וחדקל מברך ברכה זו » (בית יוסף או״ח סימן רכ״ח). summary : the same measure held for him with rivers too: it is one idea that the Mechaber spread over two seifim.
The concrete measure. The Aruch HaShulchan is not satisfied with the word and names mountains:
« והדבר פשוט דבעינן הרים וגבעות משונים בגובהם, כמו הררי אלף והרי פיראנ״א והר קאזבע״ק והרי אררט וכדומה, ונהרות גם כן שיהיו גדולות שיש להם שם בעולם, ולא נהרות קטנות שאין להם שם בעולם. » (ערוך השלחן או״ח סימן רכ״ח). summary : mountains that stand out by their height, and rivers that have a name in the world; an ordinary hill does not occasion the blessing.
What the Mechaber does not restrict. He restricted the rivers in seif 2 and the mountains in seif 3; the seas and the deserts he left. Yet the Beit Yosef reports a limit in the name of Rabbenu Yonah:
« וה״ר יונה כתב דהא דתנן ים הגדול למעט ימים קטנים שהם כמו שלוליות שנפרדין מהים הגדול שאינו מברך עליהם » (בית יוסף או״ח סימן רכ״ח) ; and for seas altered by human hands, the Mishnah Berurah:
« וה״ה לענין ימים אם המשיכו בני אדם מאחד לחבירו ועשוהו לאחד אין מברכין על אותו מקום אלא דבימים מן הסתם אין אנו צריכין לחוש לזה » (משנה ברורה, מ״ב רכ״ח:ו). summary : a pool split off from the sea is not the sea; but one does not suspect every shore of having been dug.
The siman in one sentence: before what the Creator made at the beginning and which still stands — the sea, the river, the mountain — one says עושה מעשה בראשית, once in thirty days; the Great Sea has its own wording, and the siman gives its last two seifim to saying what, despite appearances, does not fall under the rule.
Practical cases
Case 1 — I stand before the sea
Situation: first day of a holiday, the sea is there after months. What do I say?
Conduct: the wording of the seif:
« על ימים ונהרות הרים וגבעות ומדבריות אומר ברוך אתה יי אמ״ה עושה מעשה בראשית » (שו״ע או״ח רכ״ח:א) ; and only if thirty days have passed since the last time:
« ודע דכל הברכות האלו אינן אלא כשרואה אותן משלשים יום לשלשים יום » (משנה ברורה, מ״ב רכ״ח:ב). As to whether this sea deserves the blessing proper to the ים הגדול:
« ולפי זה למעשה נראה לברך על כולם ׳עושה מעשה בראשית׳, אפילו על הים שאצל ארץ ישראל, וגם על האוקיינוס מפני שינוי הפירושים ודו״ק » (ערוך השלחן או״ח סימן רכ״ח). summary : the common wording, once in a thirty-day period. For practice, follow your Rav.
Case 2 — I cross a great river
Situation: a bridge over a huge river, which is neither the Tigris nor the Euphrates. Is there a blessing?
Conduct: the seif restricts:
« לא על כל הנהרות מברך אלא על ארבע נהרות דכתיבי בקרא כמו חדקל ופרת » (שו״ע או״ח רכ״ח:ב) ; but the Mishnah Berurah opens the measure:
« לאו דוקא אלו אלא ה״ה כל הנהרות שהן גדולות כמו אלו הד׳ נהרות ושיהיו ידועים שהם מימי בראשית כמו אלו ולא נתהוו אח״כ מברך » (משנה ברורה, מ״ב רכ״ח:ד). There remains the second condition, that of place:
« והוא שראה אותם במקום שלא נשתנה מהלכם ע״י אדם » (שו״ע או״ח רכ״ח:ב) ; which the Mishnah Berurah explains:
« פי׳ דבמקום שחפרו ושינו מהלכו של הנהר לדרך אחרת אין מברכין מאותו המקום והלאה דשם לאו מעשה בראשית הוא » (משנה ברורה, מ״ב רכ״ח:ה). summary : yes, if the river is of that greatness and known to be ancient, and if one is not standing downstream of works that diverted its course. For practice, follow your Rav.
Case 3 — Before a high mountain
Situation: a snow-capped range comes into view at a bend in the road. And an ordinary hill near my home?
Conduct: seif 3 decides:
« ולא על כל הרים וגבעות מברך אלא דוקא על הרים וגבעות המשונים וניכרת גבורת הבורא בהם: » (שו״ע או״ח רכ״ח:ג) ; and the Aruch HaShulchan gives the measure:
« והדבר פשוט דבעינן הרים וגבעות משונים בגובהם, כמו הררי אלף והרי פיראנ״א והר קאזבע״ק והרי אררט וכדומה, ונהרות גם כן שיהיו גדולות שיש להם שם בעולם, ולא נהרות קטנות שאין להם שם בעולם. » (ערוך השלחן או״ח סימן רכ״ח). And the reason for the wording remains that of seif 1:
« פי׳ כיון שיסדן מאז ושבחו של מקום הוא כשאנו מכירין היום דבר שאנו יודעין שהמקום בראו מששת ימי בראשית ועדיין הוא קיים » (משנה ברורה, מ״ב רכ״ח:א). summary : the range, yes; the neighbourhood hill, no. What is required is not emotion but singularity. For practice, follow your Rav.
