Only two seifim, and two extremes of the calendar. The first is about the rainbow: it is blessed the moment it appears, and yet one may not stare at it. The second is about an event that comes back only once in twenty-eight years. Hebrew text, English translation and explanation of the ב׳ seifim, with a section of practical cases.

Two blessings, and nothing else. The rainbow: one wording, made of two traditions that the Gemara joined together, closing with no חתימה; it is said upon seeing, not upon staring, for staring at the rainbow is forbidden. The sun at its turning point: once in twenty-eight years, on the Wednesday morning when the tekufah of Nissan falls exactly where it first fell. The siman adds the moon, the five planets and the constellations — and the Mishnah Berurah notes that practice has not kept that last part. We study here at the level of principle; for personal conduct, one follows the ruling of one’s Rav.

A. הרואה הקשת — the blessing on the rainbow

קֶשֶׁת — the bow that Hashem set in the cloud after the flood, and which in the Torah’s account is the sign of a covenant: not a promise made to a man, but a promise made to the world. The siman does not retell that account; it draws a blessing and a prohibition from it. The blessing says what the bow recalls; the prohibition says how one is to look at it.

Seif 1 — הרואה הקשת אומר ברוך אתה ה׳ אמ״ה זוכר הברית

הרואה הקשת אומר ברוך אתה ה׳ אמ״ה זוכר הברית נאמן בבריתו וקיים במאמרו ואסור להסתכל בו ביותר:
Seif 1: one who sees the rainbow says “Blessed are You, Hashem our God, King of the universe, who remembers the covenant, is faithful to His covenant and stands by His word”; and it is forbidden to stare at it too much.
Two traditions, and the Gemara keeps both. The Talmud first asks what the wording is: « מאי מברך? — ״ברוך … זוכר הברית״. במתניתא תנא, רבי ישמעאל בנו של רבי יוחנן בן ברוקא אומר: ״נאמן בבריתו וקיים במאמרו״. » (ברכות נ״ט ע״א). Then Rav Papa rules: « אמר רב פפא: הלכך נימרינהו לתרוייהו: ״ברוך … זוכר הברית, ונאמן בבריתו וקיים במאמרו״. » (ברכות נ״ט ע״א). summary: one tradition said זוכר הברית, a baraita said נאמן בבריתו וקיים במאמרו; Rav Papa does not choose — he makes one blessing out of both, and that is what the Mechaber writes.
What the Tur writes, and the small difference from the Mechaber. The Tur gives the same wording, with a ו: « הרואה הקשת אומר בא״י אמ״ה זוכר הברית ונאמן בבריתו וקיים במאמרו ואסור להסתכל בו הרבה. » (טור או״ח סימן רכ״ט). And the Mishnah Berurah points it out expressly: « ברמב״ם וטור הנוסח ונאמן » (משנה ברורה, מ״ב רכ״ט:ג). summary: the Mechaber writes נאמן while the Rambam and the Tur write ונאמן; one letter, and the Mishnah Berurah thought it worth recording.
The Rambam’s wording. « זוכר הברית ונאמן בבריתו וקים במאמרו » (רמב״ם הלכות ברכות פרק י הלכה טז). summary: the Rambam’s wording is the one the Tur copied, and the Mechaber took it up after him.
What the words mean. The Mishnah Berurah explains the blessing phrase by phrase: « ר״ל שלא יעבירנו אע״פ שרבו הרשעים וקיים במאמרו אפילו לא היה הברית כיון שאמר בדבור בעלמא ולא יהיה עוד מבול לשחת הארץ ברור הוא שיקיים מאמרו [אבודרהם] » (משנה ברורה, מ״ב רכ״ט:ד). summary: נאמן בבריתו — He will not annul it, however many the wicked may be; וקיים במאמרו — even without a covenant, His plain word would be enough, for what He has said He keeps.
A blessing with no closing formula. The Beit Yosef brings the other version, that of Tosafot, and concludes: « והתוס׳ (שם) כתבו שאומר בא״י נאמן בבריתו וקיים בשבועתו וזוכר הברית אבל הרי״ף והרמב״ם כתבו כמ״ש רבינו ולדברי הכל אין חתימה בברכה זו: » (בית יוסף או״ח סימן רכ״ט). summary: Tosafot placed נאמן בבריתו first and וזוכר הברית last; the Rif and the Rambam do the reverse. But on one point all agree: this blessing does not end with a closing formula.
And the order of the words, in practice. The Taz points out a common mistake: « והעולים טועי׳ לומר תחלה נאמן בבריתו ואח״כ בא״י זוכר הברית וזה שלא כהלכה דאין כאן חתימה כלל » (ט״ז או״ח סימן רכ״ט). And he gives the right order: « אלא צריך להתחיל בא״י אמ״ה זוכר הברית ואח״כ נאמן בבריתו וכו׳: » (ט״ז או״ח סימן רכ״ט). The Magen Avraham says the same in one line: « והאומרים נאמן וכו׳ קודם הברכה טועים הם » (מגן אברהם או״ח סימן רכ״ט). summary: one begins with the Name and the kingship, then זוכר הברית, and only afterwards נאמן בבריתו וקיים במאמרו — the reverse would turn נאמן into a preamble to the blessing, which has no place here.
A new rainbow, a new blessing. Elsewhere the blessings of sight are not repeated within thirty days; here they are: « ובכאן אם ראה אותו עוד הפעם אפילו בתוך למ״ד יום חוזר ומברך ולא דמי לכל הנך דקי״ל בהו דפעם אחת בחודש די לברוכי דכאן הקשת שבירך עליו חלף והלך לו ודמי לברכת רעמים [שע״ת בשם ברכ״י] » (משנה ברורה, מ״ב רכ״ט:ב). summary: the rainbow one blessed has gone; the one seen today is another. The comparison is with the blessing on thunder, which is said again whenever the event is new.

B. ואסור להסתכל בו ביותר — seeing without staring

רְאִיָּה and הִסְתַּכְּלוּת — two words that English collapses into one. ראייה is seeing: the look that receives. הסתכלות is staring: the look that insists, that examines, that wants to own what it sees. The whole seif rests on that distinction, for the blessing assumes one has seen, while the prohibition falls on staring.
The source in Chagigah. « כל שלא חס על כבוד קונו, רתוי לו שלא בא לעולם. מאי היא? רבי אבא אמר: זה המסתכל בקשת. » (חגיגה ט״ז ע״א). And further on: « דרש רבי יהודה ברבי נחמני מתורגמניה דריש לקיש: כל המסתכל בשלשה דברים עיניו כהות: בקשת, ובנשיא, ובכהנים. » (חגיגה ט״ז ע״א). summary: the Gemara sets the rainbow beside the nasi and the kohanim at the priestly blessing — three places where something of the glory from Above is allowed to be seen, and where an insistent look is an offence against the honour of the Creator.
The question, and the Rosh’s answer. If one may not stare at the rainbow, how does one bless over it? The Beit Yosef raises the question and brings the answer: « נשאל הרא״ש איך מסתכלין בקשת כשמברכין דהא אמרינן המסתכל בקשת עיניו כהות והשיב דאין מסתכל כרואה כי המסתכל מוסיף ומדקדק בהבטתו יותר מהרואה ואסור » (בית יוסף או״ח סימן רכ״ט). summary: the one who stares adds and examines; the one who sees merely sees. The blessing asks for the latter, the prohibition falls on the former.
What the Mechaber made precise. The Beit Yosef notes that the Tur did not forbid every look: « ומפרש רבינו דלא מתסר אלא דוקא להסתכל בו הרבה » (בית יוסף או״ח סימן רכ״ט). And the Mishnah Berurah sums up the conduct in one line: « והמסתכל בו ביותר עיניו כהות [חגיגה ט״ז] אלא רואהו ומברך » (משנה ברורה, מ״ב רכ״ט:ה). summary: three words for the whole conduct — he sees it and blesses. Nothing more.
And one does not announce it. « ואין כדאי להגיד לחבירו שיש קשת מטעם מוציא דבה [ח״א] » (משנה ברורה, מ״ב רכ״ט:א). summary: the rainbow appears when a generation would have deserved judgment; announcing it about is a form of speaking ill, and the Chayei Adam writes that it is not fitting to do so.
Nor does one prostrate oneself. The Gemara reports the practice of one master, and the reservation of the land of Israel: « ואמר רבי אלכסנדרי אמר רבי יהושע בן לוי: הרואה את הקשת בענן צריך שיפול על פניו, שנאמר: ״כמראה הקשת אשר יהיה בענן וגו׳ ואראה ואפל על פני״. » (ברכות נ״ט ע״א). But the Gemara at once continues: « לייטי עלה במערבא, משום דמחזי כמאן דסגיד לקשתא. אבל ברוכי ודאי מברך. » (ברכות נ״ט ע״א). The Aruch HaShulchan draws the halacha from it: « ואסור ליפול על פניו כשרואה הקשת, משום דנראה כמשתחוה לקשת » (ערוך השלחן או״ח סימן רכ״ט). summary: falling on one’s face before the rainbow looks like worship offered to the bow itself — one does not do it; blessing, on the other hand, goes without saying.
And must the rainbow be whole? The Biur Halacha leaves the question open: « לא נתבאר אם בעינן דוקא שיראהו בתמונת קשת דהוא כחצי גורן עגולה או אפילו מקצת ממנו די » (ביאור הלכה או״ח סימן רכ״ט). summary: must one see the bow in its shape, that full half-circle, or is a portion enough? The Mishnah Berurah did not find the matter settled. For practice, one follows one’s Rav.

C. חמה בתקופתה — the sun, once in twenty-eight years

תְּקוּפָה — the word means a circuit, a cycle that returns to its starting point. The תקופת ניסן is the spring equinox; and according to the reckoning of the Sages, only once in twenty-eight years does that equinox fall again at the very same moment of the week at which it fell at Creation, when the luminaries were hung in the firmament.

Seif 2 — הרואה חמה בתקופתה והוא מכ״ח לכ״ח שנה

הרואה חמה בתקופתה והוא מכ״ח לכ״ח שנה והתקופה בתחלת ליל ד׳ כשרואה אותה ביום ד׳ בבקר אומר ברוך עושה בראשית וכן מברך גם כן כשרואה לבנה בטהרתה וככבים במשמרותם ומזלות בעתם דהיינו כשתחזור הלבנה בתחלת מזל טלה בתחלת החדש ולא תהיה נוטה לא לצפון ולא לדרום וכן כשיחזרו כל כוכב מחמשה הנשארים לתחלת מזל טלה ולא יהא נוטה לא לצפון ולא לדרום וכן בכל עת שיראה מזל טלה עולה מקצות המזרח:
Seif 2: one who sees the sun at its turning point — and that is from twenty-eight years to twenty-eight years, when the tekufah falls at the beginning of Wednesday night and he sees it on Wednesday morning — says “Blessed… who makes the work of the beginning.” And he likewise blesses when he sees the moon in its purity, the stars in their courses and the constellations in their season, that is, when the moon returns to the beginning of Aries at the beginning of the month and does not incline either north or south; and likewise when each of the five remaining planets returns to the beginning of Aries and does not incline either north or south; and likewise whenever he sees Aries rising from the edge of the east.
The baraita, and Abaye’s reckoning. « תנו רבנן: הרואה חמה בתקופתה, לבנה בגבורתה, וכוכבים במסילותם, ומזלות כסדרן, אומר: ״ברוך … עושה בראשית״. » (ברכות נ״ט ע״ב). Then the Gemara asks when this occurs: « ואימת הוי? אמר אביי: כל עשרין ותמניא שנין, והדר מחזור ונפלה תקופת ניסן, בשבתאי באורתא דתלת נגהי ארבע. » (ברכות נ״ט ע״ב). summary: every twenty-eight years the cycle begins again, and the tekufah of Nissan falls on the night between Tuesday and Wednesday — so one blesses on Wednesday morning, at sunrise.
What בתקופתה means. The Mishnah Berurah explains it at length: « מקום שהיא חוזרת שם לתחלת הקיפה היא שעת תליית המאורות בעת הבריאה ומאז התחילה להקיף ולשמש והוא נמשך כ״ח שנה עד שבא לאותו המקום בצמצום בתחלת ליל רביעי כבעת הבריאה » (משנה ברורה, מ״ב רכ״ט:ו). And which tekufah is meant: « והתקופה - היינו תקופת ניסן » (משנה ברורה, מ״ב רכ״ט:ז). summary: the sun does not merely return to a place, it returns to an hour — the very hour at which it began its circuit. Twenty-eight years are needed before place and hour coincide again.
The Rambam’s wording, and the Tur’s. The Rambam writes: « הרואה את החמה ביום תקופת ניסן של תחלת המחזור של שמונה ועשרים שנה שהתקופה בתחלת ליל רביעי כשרואה אותה ביום רביעי בבקר מברך ברוך עושה בראשית » (רמב״ם הלכות ברכות פרק י הלכה יח). And the Tur, almost word for word, with the longer formula: « הרואה חמה בתקופתה והוא מכ״ח שנה לכ״ח שנה והתקופה בתחלת ליל ד׳ כשרואה אותה ביום ד׳ בבוקר מברך ברוך עושה מעשה בראשית » (טור או״ח סימן רכ״ט). summary: the Rambam and the Mechaber write עושה בראשית, the Tur writes עושה מעשה בראשית; that difference is not peculiar to this siman, it runs through all the blessings of this chapter.
At what hour, and until when. The Mishnah Berurah first sets the rule: « היינו לכתחלה מצותה מיד להקדים מה דאפשר וטוב לברך אותה ברוב עם ובדיעבד עד ג׳ שעות על היום [לבוש ומ״א] » (משנה ברורה, מ״ב רכ״ט:ח). Then it brings the wider view: « אבל הרבה אחרונים הסכימו דיוכל לברך בשעת הדחק עד חצות והיינו אפילו בשם ומלכות » (משנה ברורה, מ״ב רכ״ט:ח). The Magen Avraham holds the limit firm: « ונ״ל דאם לא בירך עד אחר ג׳ שעות לא יברך שכבר עבר׳ ממקום הזה » (מגן אברהם או״ח סימן רכ״ט). summary: as early as possible, and preferably with a congregation; after three hours of the day the matter is disputed, and many Acharonim allow until midday when there is need. For practice, one follows one’s Rav.
From sunrise, and in public. The Magen Avraham reports the custom: « משמע מיד בהנץ החמה וכן כת׳ בליקוטים שמהרי״ל צוה להכריז בערב שלמחר יזהר כל אדם כשרואה הנץ החמה יברך » (מגן אברהם או״ח סימן רכ״ט). summary: the Maharil had it announced the evening before that everyone should bless at sunrise; others waited for the end of the prayers, when the community is gathered.
And if the sky is overcast? The Mishnah Berurah brings the Chatam Sofer’s answer: « ובתשובת חתם סופר סימן נ״ו כתב דאם היתה מכוסה בעבים אך נראית רושמה מבין העבים מברכין אבל כשלא נתראה כלל לא נראה לברך. » (משנה ברורה, מ״ב רכ״ט:ח). And the Aruch HaShulchan sets the same limits: « והברכה היא עד ג׳ שעות על היום. אמנם אם הרקיע מכוסה בעננים, יוכלו לברך עד חצות היום ולא יותר. ואם עד חצות מכוסה בעננים, לא יברכו עוד. » (ערוך השלחן או״ח סימן רכ״ט). summary: it is a blessing of sight — one must see. If the disc can be made out through the cloud, one blesses; if it cannot be seen at all, one does not.
The order of the ceremony. The Mishnah Berurah reports the Chatam Sofer’s practice: « קודם הברכה אמרו הללו את ה׳ מן השמים ואחר ברכת עושה מעשה בראשית אמרו פיוט אל אדון על כל המעשים עד וחיות הקודש ואח״כ מזמור השמים מספרים כבוד אל ואח״כ עלינו לשבח וקדיש » (משנה ברורה, מ״ב רכ״ט:ח). summary: a psalm before, then the blessing, then the Shabbat piyut that sings of the luminaries, the psalm of the heavens that tell, and one concludes with Aleinu and kaddish.

D. לבנה בטהרתה וככבים במשמרותם — the moon, the planets and the constellations

מַזַּל טָלֶה — Aries, first of the twelve constellations of the zodiac, and therefore the starting point of the circuit of the sky. The seif no longer speaks of the sun alone: it applies the same idea to the moon and to the five visible planets, each returned to the beginning of Aries with no deviation north or south.
The five remaining planets. The Mishnah Berurah names them: « הם שבתי צדק מאדים נוגה כוכב » (משנה ברורה, מ״ב רכ״ט:י). The Magen Avraham gives the same list: « מחמשה הנשארים. הם שבתי צדק מאדם נוגה כוכב » (מגן אברהם או״ח סימן רכ״ט). summary: “the five remaining” are what is left once the sun and the moon are taken out of the seven planets of ancient astronomy — Saturn, Jupiter, Mars, Venus and Mercury.
Why those seven, and why Aries. The Aruch HaShulchan explains: « דמפני ששבעה כוכבים אלו: שבתאי צדק מאדים חמה נגה כוכב לבנה הם עיקרי הכוכבים הפועלים בארץ על פי פקודתו יתברך. » (ערוך השלחן או״ח סימן רכ״ט). And on Aries: « וטלה הוא ראש המזלות, וכשעומדים בתחלתו זהו כתחלת בריאתו. » (ערוך השלחן או״ח סימן רכ״ט). summary: to see a planet at the beginning of Aries is to see it in the place it held on the first day — and that is why the blessing says עושה בראשית.
Another reading, that of the Aruch. The Beit Yosef brings an entirely different interpretation: « והגהות מיימון פירשו בשם הערוך חמה בתקופתה ולבנה בטהרתה וכו׳ בימות הגשמים בימים שהיו ג׳ ימים מעוננים ולא נראית חמה וכוכבים צריכים לברך עליהם בעת שיתראו וזולת זו העת לא » (בית יוסף או״ח סימן רכ״ט). The Magen Avraham notes that the halacha did not follow that road: « והוא מכ״ח כו׳. וזהו הפי׳ דלא כמ״ש בהג״מ וכ״כ הרב״י דלא כע״ת » (מגן אברהם או״ח סימן רכ״ט). summary: for the Aruch this was not a twenty-eight year cycle at all but a sky that had been overcast for three days and a sun that reappears. The Beit Yosef and the Mechaber did not adopt that reading.
What practice kept, and what it did not. The Mishnah Berurah is plain: « וכן מברך וכו׳ - וכהיום אין נוהגין העולם בזה » (משנה ברורה, מ״ב רכ״ט:ט). The Aruch HaShulchan gives the reason: « ואין אנו מברכין ברכה זו בהלבנה והכוכבים כי אין אנו בקיאים בזה, ויש עוד פירושים בזה, והעיקר כמ״ש שזהו פירוש רש״י והרמב״ם (והטור הביא גם פירוש הערוך כשהרקיע היתה מכוסה בעננים ג׳ ימים ע״ש). » (ערוך השלחן או״ח סימן רכ״ט). summary: the blessing on the sun has remained in practice; the blessing on the moon, the planets and the constellations has not, because we can no longer make the reckoning with certainty.
The siman in one sentence: before a rainbow, a blessing made of two traditions and with no closing formula, said upon seeing and not upon staring; and once in twenty-eight years, on the Wednesday morning of the tekufah of Nissan, ברוך עושה בראשית before the sun returned to its first place.

Practical cases

Case 1 — A rainbow after the shower

Situation: the rain stops, the sun returns, and a bow appears above the roofs. What do I say, and how do I look at it?
Conduct: the wording is the one in the seif: « הרואה הקשת אומר ברוך אתה ה׳ אמ״ה זוכר הברית נאמן בבריתו וקיים במאמרו » (שו״ע או״ח רכ״ט:א). And the order of the words matters: « אלא צריך להתחיל בא״י אמ״ה זוכר הברית ואח״כ נאמן בבריתו וכו׳: » (ט״ז או״ח סימן רכ״ט). As for the look: « והמסתכל בו ביותר עיניו כהות [חגיגה ט״ז] אלא רואהו ומברך » (משנה ברורה, מ״ב רכ״ט:ה). summary: one sees, one blesses, one does not linger in gazing. For practice, one follows one’s Rav.

Case 2 — A second rainbow the following week

Situation: I blessed ten days ago; a new bow appears today. Do I bless again?
Conduct: yes, and the Mishnah Berurah says so expressly: « ובכאן אם ראה אותו עוד הפעם אפילו בתוך למ״ד יום חוזר ומברך ולא דמי לכל הנך דקי״ל בהו דפעם אחת בחודש די לברוכי דכאן הקשת שבירך עליו חלף והלך לו ודמי לברכת רעמים [שע״ת בשם ברכ״י] » (משנה ברורה, מ״ב רכ״ט:ב). summary: the thirty-day rule does not apply here — today’s bow is not yesterday’s. For practice, one follows one’s Rav.

Case 3 — The morning of the blessing on the sun

Situation: it is the Wednesday of the tekufah, in the year of the cycle. At what hour does one bless, and what if the sky is overcast?
Conduct: the basic halacha is that of the seif: « והתקופה בתחלת ליל ד׳ כשרואה אותה ביום ד׳ בבקר אומר ברוך עושה בראשית » (שו״ע או״ח רכ״ט:ב). On the hour: « היינו לכתחלה מצותה מיד להקדים מה דאפשר וטוב לברך אותה ברוב עם ובדיעבד עד ג׳ שעות על היום [לבוש ומ״א] » (משנה ברורה, מ״ב רכ״ט:ח). And if the sky is heavy: « ובתשובת חתם סופר סימן נ״ו כתב דאם היתה מכוסה בעבים אך נראית רושמה מבין העבים מברכין אבל כשלא נתראה כלל לא נראה לברך. » (משנה ברורה, מ״ב רכ״ט:ח). summary: as early as possible, with a congregation, and provided something of the disc can be seen. For practice, one follows one’s Rav.
