1. שורש הסימן — a siman of שמירת נפש, not of עבודה זרה

The siman stands among the simanim of idolatry, and its first two seifim do not belong to them. That is the first thing to establish, because it settles everything else.

The Rambam places it among the laws of homicide He writes the reason, and there is nothing of idolatry in it:
« וְאָסוּר לְהִסְתַּפֵּר מֵהֶן בִּרְשׁוּת הַיָּחִיד שֶׁמָּא יַהַרְגֶנּוּ » (רמב״ם הלכות רוצח ושמירת נפש פרק י״ב הלכה י״א)
« אִם הָיָה אָדָם חָשׁוּב מֻתָּר מִפְּנֵי שֶׁמִּתְיָרֵא לְהָרְגוֹ » (רמב״ם הלכות רוצח ושמירת נפש פרק י״ב הלכה י״א)
« וְאִם דִּמָּה לְעַכּוּ״ם שֶׁהוּא אָדָם חָשׁוּב כְּדֵי שֶׁיְּפַחֵד מִמֶּנּוּ וְלֹא יַהַרְגֶנּוּ הֲרֵי זֶה מֻתָּר לְהִסְתַּפֵּר מִמֶּנּוּ » (רמב״ם הלכות רוצח ושמירת נפש פרק י״ב הלכה י״א)
The Tur says the same in three words:
« אין מסתפרין מהעכו״ם שמא יהרגנו » (טור יו״ד קנ״ו)
The Mehaber does not write it — but he keeps both permissions word for word.
The ḥakirah (א) The prohibition of seif 1 is a measure of guarding life: its reason is risk, and it reaches as far as risk reaches. (ב) The prohibition of seif 1 is a rule proper to haircutting: its parameters are written — the place, the important man, the razor — and an estimate of danger neither adds to them nor subtracts.
Nafka mina Two of them, and the Shach touches both. (1) If one pays the barber, risk falls — that is the Derishah’s reasoning. On (א), payment may permit; on (ב), it may not, since payment is none of the parameters of the seif. (2) The relation to yichud: if the prohibition rests on risk, seif 1 is only one case of the general prohibition of being alone with a non-Jew — and the Shach writes exactly that.
« אבל בייחוד ממש לא איצטריך דתיפוק ליה אף בלא מסתפר אסור להתייחד עמהם משום שפיכת דמים » (ש״ך יו״ד קנ״ו ס״ק א)
A consequence of method The Mehaber took the Rambam’s language and removed its reason. This is no oversight: the two permissions he keeps — במקום שמצויין בני אדם and מדמה שאותו ישראל הוא אדם חשוב — are exactly the Rambam’s two, and they suffice to make the ruling without weighing the danger anew each time. It is (ב) in practice, on a foundation that is (א).

📜 The text of the Shulchan Arukh — the three seifim

אם מותר להסתפר מעובד כוכבים. ובו ג׳ סעיפים:
אין מסתפרין מהעובד כוכבים אלא במקום שמצויין בני אדם או אם אותו העובד כוכבים מדמה שאותו ישראל הוא אדם חשוב: הגה ויש מחמירים שלא להסתפר מעובד כוכבים אפילו במקום רבים בתער אם לא שיראה במראה (תוספות ומרדכי פא״מ) ונהגו להקל כסברא ראשונה:

The mishnah

The Beit Yosef rules
« תנן אין מסתפרין מהם בכל מקום דר״מ וחכ״א בר״ה מותר אבל לא בינו לבינו » (בית יוסף יו״ד קנ״ו)

Objection If the halakhah is like the Sages, where does the stringency reported by the Rama come from? In the end it does what R. Meir asked — abstaining even in a public place.
« והלכה למעשה דאסור להסתפר מעובד כוכבים אלא אם כן רואה ואפילו ברשות הרבים » (תוספות עבודה זרה כ״ט ע״א)
Answer — the Beit Yosef himself He reads Tosafot not as a ruling but as a recommended practice, and says so in plain words:
« אלא שהתוס׳ כתבו דהלכה למעשה אסור להסתפר מעכו״ם אא״כ רואה ואפילו בר״ה » (בית יוסף יו״ד קנ״ו)
« ואין נראה כן דעת הפוסקים וצ״ל דאף התוס׳ לא כתבוה אלא לומר שטוב לנהוג כך » (בית יוסף יו״ד קנ״ו)
What Tosafot draw from Rav Chana is no ruling against the Sages: it is the remark that Rav Chana himself regretted having passed over R. Meir’s view.
« אָמַר: תֵּיתֵי לִי דַּעֲבַרִי אַדְּרַבִּי מֵאִיר » (עבודה זרה כ״ט ע״א)
And this explains the end of the gloss The Rama reports the stringent, then writes ונהגו להקל כסברא ראשונה. A stringency that is not a ruling can be reported without being followed; and the Rama makes of it precisely the use the Beit Yosef indicated.

3. מראה — what the mirror accomplishes: the gemara and the Beit Yosef

The gemara asks and answers
« יִשְׂרָאֵל הַמִּסְתַּפֵּר מִגּוֹי רוֹאֶה בַּמַּרְאָה, וְגוֹי הַמִּסְתַּפֵּר מִיִּשְׂרָאֵל, כֵּיוָן שֶׁהִגִּיעַ לִבְלוֹרִיתוֹ שׁוֹמֵט אֶת יָדוֹ » (עבודה זרה כ״ט ע״א)

The ḥakirah Is the mirror (א) one means among others of producing the appearance of an important man — in which case it does nothing that real standing does not already do, and is never required where such standing exists; or (ב) a condition of its own, added to the public place and independent of it?
The Beit Yosef holds (א)

Tosafot hold (ב), at least as practice

Nafka mina, and the proof from the structure of the siman On (א), the mirror has no business in seif 1: it is only a way of obtaining what seif 1 already calls מדמה שאותו ישראל הוא אדם חשוב. And indeed the Mehaber does not name it in seif 1: he names it only in seif 2, and there to say when looking into it is permitted. The Tur, by contrast, set both on one footing:
« וכן אם הוא מסתכל במראה מותר שאז נראה כאדם חשוב וירא לעשות לו רעה » (טור יו״ד קנ״ו)
The difference of arrangement between the Tur and the Mehaber is therefore not a matter of wording: it is the ḥakirah itself, written into the structure of the siman.

4. תער ומספריים — the limit the Shach and the Taz set to the Rama’s gloss

The Rama’s gloss carries the word בתער, and the whole apparatus fastens on that word.

Objection The Shach and the Baer Hetev write אם יש עמו אחר; the Taz does not. Should one conclude that the Taz permits scissors even one to one?
Answer — the condition does not come from our siman The Shach himself says where it comes from, and it is not from here:
« ופי׳ הב״ח דאם אין עמו אחר בלא״ה אסור להתייחד עם העובד כוכבי׳ (כדלעיל סי׳ קנ״ג ס״ב) עכ״ל » (ש״ך יו״ד קנ״ו ס״ק א)
The presence of a third party is therefore not a condition the Shach adds to seif 1: it is a reminder of a prohibition that holds anyway. The Taz’s silence permits nothing: he is only explaining the word בתער of the gloss, and has no need to repeat siman 153.
What turns on this Were the condition to come from our seif, it would hold for the razor in a public place as well — which no one says. Coming from yichud, it is intelligible that it is read only where a man is alone: scissors, one to one. In a crowded place there is neither yichud nor question.

5. ונהגו להקל — the Shach’s objection to the Derishah

The Derishah, in the Shach’s words
« ונראה הא דנהגו להקל היינו משום דאנו נותנים להם שכר וכתב הגה״א דבשכר מותר עכ״ל » (ש״ך יו״ד קנ״ו ס״ק ב)
The Shach’s objection
« וקשה א״כ מאי ונהגו להקל כסברא הראשונה » (ש״ך יו״ד קנ״ו ס״ק ב)
That is: if the lenient practice rested on the wage, it would not be “like the first opinion” at all but a third reason, foreign to the mishnah. And the Rama wrote כסברא ראשונה, and those two words will not be pushed aside.
Answer

The first opinion — that of the Sages, that of the Mehaber — permits as soon as there is a crowd, without requiring a mirror. The lenient practice is therefore no breach: it is the very ruling of seif 1, held against the stringency of Tosafot.
Nafka mina The one-to-one case. Were the leniency to rest on the wage, it would hold at home as well, where one pays just as much; resting on the crowd, it stops where the crowd stops. The Shach draws the consequence without hedging:
« ואותן בני אדם שמסתפרים מן העובד כוכבים בינם לבין עצמן לאו שפיר עבדי דבלא״ה אסור להתייחד עמהן כ״ש במסתפר » (ש״ך יו״ד קנ״ו ס״ק ב)

6. לא ילבש גבר — Tosafot against the Ran, and what the Rama holds of both

The Ran, in the Beit Yosef’s words: the prohibition rests on local custom
« והר״ן חילק בענין אחר דבמקום שרגילין האנשים להסתכל במראה כמו הנשים מותר דתו ליכא משום לא ילבש גבר שמלת אשה » (בית יוסף יו״ד קנ״ו)
Nafka mina A place where men commonly use a mirror, and a man who looks into it to make himself handsome. On Tosafot, the adornment remains and the prohibition with it. On the Ran, there is nothing left to forbid: in that place a mirror is no longer a woman’s article.
The Rama keeps both His gloss on seif 2 first brings the Ran — וי״א — and then adds a clause that makes sense only within Tosafot’s system: ואפי׳ במקום שנהגו להחמיר, for healing and for cleaning the face. The first part depends on the custom of the place; the second, on the purpose of the act. Both stand together because they do not bear on the same thing: one asks whether there is a woman’s adornment in this place, the other whether this man is adorning himself.
And the Rambam’s definition reconciles them
« וְלֹא יַעֲדֶה אִישׁ עֲדִי אִשָּׁה כְּגוֹן שֶׁיִּלְבַּשׁ בִּגְדֵי צִבְעוֹנִין וַחֲלִי זָהָב בְּמָקוֹם שֶׁאֵין לוֹבְשִׁין אוֹתָן הַכֵּלִים וְאֵין מְשִׂימִים אוֹתוֹ הַחֲלִי אֶלָּא נָשִׁים הַכּל כְּמִנְהַג הַמְּדִינָה » (רמב״ם הלכות עבודה זרה וחוקות הגויים פרק י״ב הלכה י׳)
הכל כמנהג המדינה — this is the Ran’s criterion, written into the very definition of the prohibition, before any application to mirrors.

7. יסוד הסימן — הסכנה, הצורה, והבלורית

The siman moves from one body to another. Seif 1 speaks of the Jew’s body in another man’s hands: what is at stake is his life, and the ruling turns on what the other believes. Seif 2 speaks of his own image: what is at stake is his form as a man, and the ruling turns on the custom of the place and on the purpose of his act. Seif 3 speaks of the other’s body: what is at stake is neither life nor form but worship — and the Jew stops three fingers away.

A note of the Vilna Gaon not to be missed. On the last clause of seif 3 — the tonsure of the priests — the Biur HaGRA remarks that it belongs to the Mehaber himself. The Tur carries it in square brackets; the Beit Yosef gives a source only for the blorit, which he traces to the gemara; and none of the commentators of this siman discusses it.

What to carry away from this level: (1) seif 1 belongs to שמירת נפש, and its reason is written outside the Mehaber; (2) the halakhah is like the Sages, and the Rama’s stringency was never a ruling — the Beit Yosef says so before him; (3) the mirror produces an appearance, it adds no condition, and the place the Mehaber gives it proves as much; (4) the condition אם יש עמו אחר comes from siman 153, not from here; (5) the lenient practice rests on the public place, not on the wage — that is the Shach’s objection and his answer.
