1. The Central Axiom

Universal principle of Siman ט״ז:

The siman fixes the שיעור טלית שחייב בציצית — the minimum size of a garment to be subject to tsitsit: it must be able to cover, in length and in width (באורך וברוחב), the head and the majority of the body (ראשו ורובו) of a child — not any child, but the קטן המתהלך לבדו בשוק ואינו צריך אחר לשומרו: the one who walks alone in the marketplace without needing anyone to watch him (± 6 years old). And the Rama adds the decisive condition: only then is it חייב בציצית, ודוקא שהגדול לובשו פעמים עראי ויוצא בו לשוק — provided the adult sometimes wears it casually (עראי) and goes out with it to the marketplace (Beit Yossef in the name of Ben Chabib and of the Mahari Abuhav): the garment must be a בגד for the adult as well.
💡 The universal key: for the tsitsit to be an obligation (and the berakha permitted), the garment must clear two thresholds: the size (ראשו ורובו של קטן) and the use (an adult would wear it עראי).

⚖ The structure of the siman at a glance

The law of the שיעור טלית

The siman opens on the measure itself: שיעור טלית שחייב בציצית שיתכסה בו באורך וברוחב ראשו ורובו של קטן — a four-cornered garment is subject to tsitsit only if it can cover, in length and in width, the head and the majority of the body of a child. The verse says אשר תכסה בה: the tsitsit attaches to a כסות, a garment that covers; a piece of cloth too small to cover is not a כסות. The Talmudic foundation (טלית של קטן, Menachot 40b–41a) and the relation between כסות קטן and כסות גדול are developed in Level 2; the practical measures in centimetres — a dispute among the modern poskim — and the psak, in Level 4 (refer to the Rav).

4. המתהלך לבדו בשוק — the definition of the katan

Q: Which « child » does the seif mean — an infant, a small child, an adolescent?
🚶 המתהלך לבדו בשוק — The child who walks alone in the marketplace (seif 1).
🚶 ואינו צריך אחר לשומרו — And who needs no one else to watch him (seif 1).
📚 The poskim's benchmark — A child of ± 6 years; the exact amot / cm: a dispute among the modern poskim (Levels 2 and 4).
📚 The yesod of the definition: the seif gives not an age but a functional criterion: the קטן המתהלך לבדו בשוק ואינו צריך אחר לשומרו — the child old enough to move about alone in the marketplace unsupervised, whom the poskim place at around ± 6 years. It is a human yardstick: the talit must be a garment that « clothes someone » — at minimum that child, head and majority of the body. Below that (a cloth that would cover only an infant), it is not a כסות. The conversion into fixed measures (אמות, centimetres) is a dispute among the modern poskim: it is presented in Level 2, and decided for practice in Level 4 (refer to the Rav).

The yesod of the condition

The Rama clarifies that the child's measure is only the floor: the garment must also be a בגד in the full sense — ודוקא שהגדול לובשו פעמים עראי ויוצא בו לשוק, that the adult sometimes wears it casually and goes out with it to the marketplace (Beit Yossef in the name of Ben Chabib and of the Mahari Abuhav). The tsitsit is an obligation on your garment: a cloth that no adult would ever put on, even occasionally, is not a garment — it is a rag the size of a child. The criterion is therefore the דרך מלבוש: real wearing, even עראי, up to going out in public. The chakira (objective size or subjective use?) and its nafka minot are developed in Level 2; the psak, in Level 4 (refer to the Rav).

6. הטלית קטן בזמננו — the modern application

Q: Does my talit katan have the measure — and may I say the berakha over it?
📏 Check the measure — Covering head + majority of the body of a child of ± 6 years, in length and in width (seif 1).
🔴 A talit katan too small — A widespread problem: no obligation → the berakha is in danger (ברכה לבטלה).
🟢 The talit gadol — Far above the measure → no problem at all.
📚 Exact measures and stringencies — A dispute among the modern poskim: refer to the Rav (Level 4) and to siman 8 for the berakha.
📚 The practical yesod: here the siman touches everyone: the size of the talit katan sold commercially is often below the measure — especially for an adult. Now a talit katan that does not cover ראשו ורובו של קטן (and that, moreover, no adult would wear עראי to go out) is not subject to tsitsit: the berakha said over it risks being a ברכה לבטלה. Hence the rule: check the measure before buying, and when in doubt take a larger one — the stringencies on the measure are detailed in Level 4 (refer to the Rav); for the berakha over the talit katan, see siman 8.
