Who is fit to be שליח ציבור (chazzan) according to Siman 53?
According to the Choulhan Aroukh, Orach Chaim 53:4, the שליח ציבור must be הגון: ריקן מעבירות (free of transgressions), without שם רע (a bad name) even in his youth, עניו (humble), מרוצה לעם (agreeable to the people), with נעימה and קול ערב (a pleasant voice), and accustomed to read תורה נביאים וכתובים. And if one cannot find someone who has all these qualities, one chooses the best of the ציבור בחכמה ובמעשים טובים (53:5).
From what age may one be שליח ציבור according to Siman 53?
According to the Choulhan Aroukh, Orach Chaim 53:6-8, for a מינוי קבוע (fixed appointment) one appoints only someone whose beard is filled (נתמלא זקנו), מפני כבוד הצבור; but באקראי (occasionally), from שתי שערות (two hairs) one may descend before the ark. Whoever has manifestly reached the age at which a beard fills in is deemed נתמלא זקנו: thus a ben 20 is appointed even without a beard. In case of need, a ben 13 ויום אחד may be שליח ציבור rather than the community lose קדושה and קדיש (53:7).
May a בעל תשובה be שליח ציבור according to Siman 53?
According to the Rama (Orach Chaim 53:5), one who transgressed בשוגג (inadvertently) — for example one who killed a person בשגגה — and repented, may be שליח ציבור. But if he did so במזיד (deliberately), no, because a שם רע (bad name) went out about him before the תשובה.
