Translation: A person may not stand in the reshus harabim and place his hand against a mazchilah — a long gutter running along the length of the roof, within 3 tefachim of the roof — to receive water from it. Since it is within 3 tefachim, adjacent to the roof, it is considered as the roof itself; and this is forbidden, whether it is above 10 tefachim or below. However, it is permitted to catch the water in midair, even if the hand is within 3 tefachim of the mazchilah. If the mazchilah protrudes 3 tefachim from the roof — and likewise an ordinary tzinor (downspout) protruding 3 tefachim — one may place the hand against them and receive the water, provided they do not measure 4×4 tefachim and they are below 10 tefachim. But if they measure 4×4, or even if they do not measure 4×4 but are above 10 tefachim — it is forbidden.

Siman שנ"א addresses a frequent practical case: a person in the street wants to collect water flowing from a roof gutter. The roof is a reshus hayachid; the street, a reshus harabim. Depending on whether the gutter is "stuck" to the roof or projects beyond it, and depending on its measurements, collecting this water amounts — or not — to a transfer from one reshus to another.

The fundamental question: when is a gutter "attached" to the roof (and therefore reshus hayachid), and when is it a separate entity? Everything rests on the principle of lavud (anything within 3 tefachim is deemed attached) and on the measurements of the pipe.

The heart of the seif: the question is not the water but the status of the pipe. Stuck to the roof, it is reshus hayachid; protruding and small, it is mekom petur; wide or too high, it becomes reshus hayachid again. Catching in midair escapes everything, because nothing rests there.
