1. The Central Axiom

Siman שס"א in one sentence.
A reshus is not defined only by its metzius (10 tefachim of height, mechitzos): it is preserved or degraded also by shimush and by the form of its pirtzos. A roof that is reshus hayachid mide'oraisa, but used by the rabbim, is treated as reshus harabbim — until a sulam kavua demonstrates that the baal habayis has "removed" it from public use.

3. The three statuses of a gag by height

High by 10 tefachim also on the street side → full reshus hayachid → no sulam necessary, the rabbim has no access.
Low (less than 10) on street side, high (10+) on chatzer side → reshus hayachid mide'oraisa, but treated "like" reshus harabbim because the rabbim places kelim on it → assur to use from the chatzer, except with a sulam kavua.
Low (less than 10) on all sideskarmelis → the sulam is useless: the gag was never reshus hayachid.

6. Mnemonic סֻלָּם

ססָמוּךְ וְנָמוּךְ: a roof adjacent to the street and low on that side — the rabbim uses it, it is treated as reshus harabbim.

ללְמַעְלָה מֵעֲשָׂרָה לֶחָצֵר: high by 10 tefachim on the chatzer side, it is reshus hayachid mide'oraisa — otherwise it is only karmelis.

םמַעֲשֵׂה קֶבַע: a sulam kavua, placed be'kvius for chol and Shabbos, removes the rabbim and permits use.

7. Pitfalls to avoid

Pitfall 1: Thinking that a gag treated "like" reshus harabbim actually is one. It is only a derabbanan degradation due to shimush — precisely why a sulam can repair it.
Pitfall 2: Placing a sulam on a gag too low. If the gag does not reach 10 tefachim on the chatzer side, it is karmelis and the sulam changes nothing.
Pitfall 3: Settling for a sulam placed only for Shabbos. A "kavua" sulam must be so for chol as for Shabbos — otherwise it remains arai.
Pitfall 4: Applying פִּי תִקְרָה יוֹרֵד וְסוֹתֵם to a pirtzah in a corner, or under a slanted ceiling. In a corner, there is no "pesach"; under a slanted roof, the tikrah has no "edge" that can be extended.
