The Siman — Choulhan Aroukh, Orach Chaim siman קמ״ז (ח׳ סעיפים) · summary, seif by seif
And it contains eight seifim (ח׳ סעיפים): it is forbidden to grasp a séfer Torah bare, without a cloth (אסור לאחוז ספר תורה ערום בלא מטפחת). The greatest of those who read in the Torah rolls it (גולל), and one customarily buys this at a high price to cherish the mitzva (לחבב המצוה). One who wishes to acquire this mitzva may hand the mantles to the roller, and the roller may not object, for one who acquired the rolling did not acquire taking its mantles. The one who rolls sets the séfer facing the seam (כנגד התפר), so that, if it tears, it be the seam that gives way. One rolls it from the outside and tightens it from the inside ; and it is the custom that one lifts (מגביה) while another rolls (גולל), the writing turned toward the one who lifts. Better that the cloth be wound around the séfer than that the séfer be rolled into the cloth. To roll the séfer inside its case (בתוך התיק) is an error. The maftir does not begin until the séfer has been fully rolled, so that the roller not be busied and may hear the haftara. And on a day with two séfarim, one does not open the second nor remove its cloth until the first is rolled ; one takes both out together, and holds the second until after the first has been read.

Frequently asked questions — Siman
May one hold a bare séfer Torah (without a cloth) according to Siman 147?
According to the Choulhan Aroukh, Orach Chaim 147:1, אסור לאחוז ספר תורה ערום בלא מטפחת — it is forbidden to grasp a séfer Torah bare, without a cloth (מטפחת). The Rama adds that the same applies (וי״א דהוא הדין) to the other sacred writings — though the custom is not so strict — and that it is good to be scrupulous if one has not washed one's hands ; for a séfer Torah, even in such a case it is forbidden.
Who rolls the séfer Torah (the גולל) and why is this mitzva acquired at a high price according to Siman 147?
According to the Choulhan Aroukh, Orach Chaim 147:1, גדול שבאותם שקראו בתורה גולל — the greatest of those who read in the Torah rolls it. And one customarily buys it at a high price (ורגילין לקנותו בדמים יקרים) to cherish the mitzva (לחבב המצוה), for the one who rolls receives a reward equal to that of all.
Why does one set the séfer facing the seam (התפר) when rolling it according to Siman 147?
According to the Choulhan Aroukh, Orach Chaim 147:3, הגולל ספר תורה יעמידנו כנגד התפר — the one who rolls the séfer stops it facing the seam joining two sheets, כדי שאם יקרע יקרע התפר — so that, if it tears under the tension, it be the seam (easily repaired) that gives way, and not the parchment itself.
