Until now the simanim compared foods: which is worthier, which comes first. This one changes the question. It looks at a plate where one of the two foods is not there for its own sake — the bread that guards the throat against the salted fish, the wafer that merely carries the preserve. These the Shulchan Aruch calls טפילה, and its own gloss translates: דבר בלתי נחשב. Hebrew text, English translation and explanation of the שני סעיפים, with a section of practical cases.

A blessing is not a toll each food must pay at the door. It answers a pleasure that was wanted. Yet a food sometimes enters the mouth without having been wanted for itself: it is there because of another. The Mishnah made this a general rule: זה הכלל כל שהוא עיקר ועמו טפלה מברך על העיקר ופוטר את הטפלה (ברכות מ״ד ע״א), and the Rambam makes it a principle of the whole field: וזה כלל בברכות כל שהוא עקר ועמו טפלה מברך על העקר ופוטר את הטפלה (רמב״ם הלכות ברכות פרק ג הלכה ה). summary: this siman does not teach which blessing to say, but over what to say it. We study here at the level of principle; for personal conduct one relies on the ruling of one's Rav.

A. הכלל — the primary and the secondary
עִיקָּר — the primary: the food for whose sake one began to eat. טָפֵל — the secondary: what came only because of the first. The Shulchan Aruch takes care to translate the word inside its own sentence: פירוש דבר בלתי נחשב (שו״ע או״ח רי״ב:א). The source is the Mishnah of פרק כיצד מברכין: הביאו לפניו מליח תחלה ופת עמו מברך על המליח ופוטר את הפת שהפת טפלה לו (ברכות מ״ד ע״א), and the Beit Yossef notes it at once — משנה בפרק כיצד מברכין (בית יוסף או״ח סימן רי״ב).
The first seif — כל שהוא עיקר ועמו טפילה
שהעיקר פוטר הטפל. ובו ב סעיפים:
כל שהוא עיקר ועמו טפילה (פירוש דבר בלתי נחשב) מברך על העיקר ופוטר את הטפילה בין מברכה שלפניה בין מברכה שלאחריה לא מבעיא אם העיקר מעורב עם הטפל אלא אפי׳ כל אחד לבדו ואפי׳ פת שהוא חשוב מכל אם הוא טפל כגון שאוכל דג מליח ואוכל פת עמו כדי שלא יזיקנו בגרונו מברך על הדג ופוטר את הפת כיון שהוא טפל:
That the primary exempts the secondary. And it contains two seifim: whatever is primary and has a secondary with it (explanation: a thing of no account) — one blesses over the primary and thereby exempts the secondary, both from the blessing before and from the blessing after. Needless to say when the primary is mixed with the secondary, but even when each stands on its own. And even bread, which is more important than all: if it is secondary — for instance when one eats salted fish and eats bread with it so that it should not harm his throat — he blesses over the fish and exempts the bread, since it is secondary.
The rule: כל שהוא עיקר ועמו טפילה מברך על העיקר ופוטר את הטפילה (שו״ע או״ח רי״ב:א). One act of blessing for two foods — not because they resemble each other, but because one of them has no standing of its own in this meal.
On both sides of the meal: בין מברכה שלפניה בין מברכה שלאחריה (שו״ע או״ח רי״ב:א). The Beit Yossef reports that the Kolbo doubted it — וצריך עיון בהא דאמרינן דמברך על העיקר ופוטר את הטפלה מברכה שלפניה אם פוטרו גם כן מברכה שלאחריה (בית יוסף או״ח סימן רי״ב) — and he settles it without hesitation: ול״נ דבר פשוט דכשם שפוטר מברכה שלפניה כך פוטר מברכה שלאחריה (בית יוסף או״ח סימן רי״ב).
The Rambam's wording: וזה כלל בברכות כל שהוא עקר ועמו טפלה מברך על העקר ופוטר את הטפלה (רמב״ם הלכות ברכות פרק ג הלכה ה) — summary: this is not a local law about salted fish but a key that opens the whole chapter of blessings.
One must still have had it in mind: the Mishna Berura adds a condition the seif does not state — ואפילו כשלא היה הטפל לפניו בשעת אכילת העיקר אם היה דעתו בשעת ברכה לאכול גם הטפל או שדרכו בכך לאכול הטפל אחריו פוטר הטפל (משנה ברורה, מ״ב רי״ב:ד); but אבל אם אינו רגיל בכך וגם לא היה דעתו בפירוש בשעת הברכה לאכול הטפל צריך לברך גם על הטפל (משנה ברורה, מ״ב רי״ב:ד). The Kaf HaChaim says the same: משמע דהיינו דוקא אם היה דעתו בשעת ברכה לאכול את הטפל וכיון לפטור אותו (כף החיים רי״ב:ב).
And one must not have changed place: גם בעינן דוקא שיאכל הטפל באותו מקום לאפוקי כששינה מקומו בינתים (משנה ברורה, מ״ב רי״ב:ד); the Kaf HaChaim gives the reason — מפני שעמידתו ממקומו הוא גמר סעודתו ומה שאוכל אח״כ סעודה אחרת היא (כף החיים רי״ב:יג). In practice, follow your own Rav.
B. מעורב ושאינו מעורב — and the borderline case of bread
The Rambam distinguishes two figures and names them. The mixed secondary: כיצד היא הטפלה המערבת (רמב״ם הלכות ברכות פרק ג הלכה ו) — and the criterion he gives is decisive: שכל דבר שמערבין אותו לדבק או כדי לתן ריח או כדי לצבע את התבשיל הרי זו טפלה (רמב״ם הלכות ברכות פרק ג הלכה ו), אבל אם ערב כדי לתן טעם בתערובות הרי הוא עקר (רמב״ם הלכות ברכות פרק ג הלכה ו). The unmixed secondary: כיצד היא הטפלה שאינה מערבת (רמב״ם הלכות ברכות פרק ג הלכה ז), הרי שצריך לאכל דג מליח ואכל הפת עמו כדי שלא יזיק המלח גרונו ולשונו (רמב״ם הלכות ברכות פרק ג הלכה ז).
The seif covers both: לא מבעיא אם העיקר מעורב עם הטפל אלא אפי׳ כל אחד לבדו (שו״ע או״ח רי״ב:א), and the Rambam had written it thus: בין שהיתה הטפלה מערבת עם העקר בין שלא היתה מערבת (רמב״ם הלכות ברכות פרק ג הלכה ה).
In a mixed dish, who decides? The Mishna Berura answers in two steps: כגון כל תערובות שני מינים שהאחד הוא העיקר והשני אינו בא אלא לתקנו ולהכשירו (משנה ברורה, מ״ב רי״ב:א); and if both count, או אפילו שניהם עיקרים אלא שהאחד מרובה מחבירו הרוב הוא העיקר (משנה ברורה, מ״ב רי״ב:א). The Magen Avraham had already said it: וכל שהוא הרוב הוא העיקר כמ״ש סי׳ ר״ח ס״ז (מגן אברהם רי״ב:א).
The exception of the five grains: דבחמשת מיני דגן קי״ל לעיל בסי׳ ר״ח דאם מעורבין עם שאר מינים אפילו הם המיעוט כל שניתן בהתבשיל לטעם אזלינן בתרייהו ומברך עליהם במ״מ לבד (משנה ברורה, מ״ב רי״ב:א). summary: flour put in for taste becomes primary even in a small quantity; put in only to bind, it stays secondary — exactly the Rambam's criterion.
When one cannot decide: the Biur Halacha concludes with the rule of doubts in blessings — ולמעשה נראה דספק ברכות להקל ולא יברך אלא כברכת הרוב (ביאור הלכה רי״ב ד״ה אם העיקר מעורב).
Even bread: ואפי׳ פת שהוא חשוב מכל אם הוא טפל (שו״ע או״ח רי״ב:א). The Mishna Berura explains precisely which case is meant: כגון שאכל דבר מתוק מקודם ואוכל דג מליח להפיג המתיקות ומפני שלא יזיקנו המליח בגרונו אוכל פת עמו אבל אינו תאב כלל לאכול פת לכן הוי הפת טפל (משנה ברורה, מ״ב רי״ב:ג).
And the opposite case, far more common: משא״כ אם הוא תאב לאכול פת ג״כ אע״פ שאוכלו עם המליח כהנהוג לאכול דג מלוח שקורין הערינ״ג עם פת אינה טפלה אליו אפילו אם תאב להמליח יותר וצריך לברך עליה המוציא ופוטר את המליח (משנה ברורה, מ״ב רי״ב:ג). summary: as soon as one also wants the bread, the bread becomes primary again — even if the fish is the more tempting.
The measure of the טפל: the Aruch HaShulchan fixes it in a word — ודע שזהו וודאי שכל טפל אינו אלא אכילה מועטת להשיב הלב או שלא יזיקנו בגרונו (ערוך השלחן רי״ב:ה), and if one eats more than that, לא שייך לקרותו טפל (ערוך השלחן רי״ב:ה). In practice, follow your own Rav.
C. הגהת הרמ״א — the dearer secondary, the secondary eaten first
הגה וי״א אם הטפל חביב עליו מברך עליו ואח״כ מברך על העיקר (אגור בשם א״ז) הא דמברכין על העיקר ופוטר הטפילה היינו שאוכלן ביחד או שאוכל העיקר תחלה אבל אם אוכל הטפל תחלה כגון שרוצה לשתות ורוצה לאכול תחלה כדי שלא ישתה אליבא ריקנא או שאוכל גרעיני גודגדניות למתק השתיה מברך על האוכל תחלה אע״פ שהוא טפל לשתיה ואינו מברך עליו רק שהכל הואיל והוא טפל לדבר אחר. (תרומת הדשן סי׳ ל״ה):
Gloss: Some say that if the secondary food is dearer to him, he blesses over it and afterwards blesses over the primary (Agur in the name of the Or Zarua). What was said — that one blesses over the primary and exempts the secondary — applies when he eats them together, or when he eats the primary first; but if he eats the secondary first — for instance he wishes to drink and wishes to eat beforehand so as not to drink on an empty stomach, or he eats cherry pits to sweeten the drink — he blesses over the food eaten first, even though it is secondary to the drink; and he blesses over it only shehakol, since it is secondary to something else. (Terumat HaDeshen, siman 35)
First addition — the dearer secondary: וי״א אם הטפל חביב עליו מברך עליו ואח״כ מברך על העיקר (רמ״א או״ח רי״ב:א). Its origin is in the Beit Yossef, in the name of the Agur: אבל אם הצנון עיקר ולא חביב מברך על הזית וחוזר ומברך על הצנון ואפושי ברכות עדיף (בית יוסף או״ח סימן רי״ב).
But the Acharonim did not accept it: the Mishna Berura concludes — ומסיק המ״א לדינא דאין חילוק בזה (משנה ברורה, מ״ב רי״ב:ה), and gives the clearest reason in the siman: והטעם דאף שהטפל חביב עליו בעצם יותר מ״מ עתה איננו אוכלו רק בשביל העיקר שבשבילו הותחל האכילה ובלתו לא היה אוכל הטפל כלל (משנה ברורה, מ״ב רי״ב:ה). The Magen Avraham rested it on the Rashba: וכ״כ בחידושי רשב״א דף מ׳ בשם הירוש׳ דאע״פ דהטפל חביב מברך על העיקר (מגן אברהם רי״ב:ג). And the Kaf HaChaim: ומ״מ משום ספק ברכות להקל יש להקל ולברך לעולם על העיקר (כף החיים רי״ב:ה).
Second addition — the order: הא דמברכין על העיקר ופוטר הטפילה היינו שאוכלן ביחד או שאוכל העיקר תחלה (רמ״א או״ח רי״ב:א), אבל אם אוכל הטפל תחלה (רמ״א או״ח רי״ב:א) — and then מברך על האוכל תחלה אע״פ שהוא טפל לשתיה (רמ״א או״ח רי״ב:א).
Why? Because a blessing does not run backwards. The Beit Yossef, in the name of the Terumat HaDeshen: ואיך יתכן שיפטרנו העיקר אח״כ בברכתו למפרע וכבר היה נהנה בלא ברכה (בית יוסף או״ח סימן רי״ב), and the Mishna Berura repeats it: משא״כ כשאוכל הטפל מקודם לא יתכן שיפטרנו אח״כ העיקר מברכתו למפרע (משנה ברורה, מ״ב רי״ב:ט).
And which blessing does one then say? The Rama: ואינו מברך עליו רק שהכל הואיל והוא טפל לדבר אחר (רמ״א או״ח רי״ב:א), because דכיון דעכ״פ אכילתו הוא לטפל לד״א הפסיד ברכתו הראויה לו ומברך שהכל כדי שלא יהנה בלי ברכה (משנה ברורה, מ״ב רי״ב:י). The practical advice that closes the matter: ולכתחלה טוב למנוע לגמרי מלאכול הטפל קודם לעיקר (משנה ברורה, מ״ב רי״ב:י). In practice, follow your own Rav.
D. סעיף ב׳ — the preserve and the wafers
מרקחת שמניחין על רקיקים דקים אותם רקיקין הוו טפילה למרקחת שהדבר ידוע שאין מתכוונים לאכול לחם:
A preserve that is laid on thin wafers: those wafers are secondary to the preserve, for it is well known that one does not intend to eat bread.
The din: אותם רקיקין הוו טפילה למרקחת (שו״ע או״ח רי״ב:ב), and therefore וצריך לברך על המרקחת לבד (משנה ברורה, מ״ב רי״ב:יב).
What the wafer is for: רק שבאים לדבק המרקחת עליהם שלא יטנפו הידים בדבש (משנה ברורה, מ״ב רי״ב:יג) — the Beit Yossef had already written it in the name of the Kolbo: ואותם רקיקין אינם באים אלא לדבק המרקחת עליהם כדי שלא יטנפו הידים בדבש (בית יוסף או״ח סימן רי״ב).
The world changed — and the din follows: ועיין באחרונים שכתבו דבמדינותינו שעושין הדובשנין שטובים למאכל ומניחין המרקחת עליהם א״כ כונתו ג״כ לאכילת הדובשנין ומברך עליהם (משנה ברורה, מ״ב רי״ב:יג). The Aruch HaShulchan observes the same: ומדבקין המרקחת להרקיקים כדי ליתן טעם בהרקיקים (ערוך השלחן רי״ב:ח), ולכן הוי הרקיקים עיקר והמרקחת טפל (ערוך השלחן רי״ב:ח).
And if one separates them: the Taz — אבל אם אכל המרקחת מלמעל׳ והשאיר הרקיקין ואוכלן בפ״ע צריכין ברכה הראויי׳ להם דאז עשה מהם ג״כ עיקר (ט״ז רי״ב:ח). summary: the moment one eats it for its own sake, the secondary ceases to be secondary. In practice, follow your own Rav.
The siman in one sentence: a blessing follows intention, not the contents of the plate. What one meant to eat is עיקר; what came only for its sake is טפל, דבר בלתי נחשב, and it is covered — בין מברכה שלפניה בין מברכה שלאחריה. The Rama adds the two safeguards: preferring a food does not make it primary, and one cannot bless backwards over what is already eaten.
Practical cases
Case 1 — A small glass of spirits and a bite of cake
Situation: one drinks a glass of spirits and takes a little bread or cake to cut its sharpness. One blessing, or two?
Conduct: it all depends on what one really wants. The Mishna Berura: מי ששתה יין שרף ואוכל איזה דבר או מעט פת אחריו להפיג חריפות השתיה נעשה הפת טפל וא״צ לברך עליו (משנה ברורה, מ״ב רי״ב:ה) — but only if one had it in mind: אכן דוקא כשהיה דעתו עליו בשעת ברכה או שרגיל בכך ברוב הפעמים (משנה ברורה, מ״ב רי״ב:ה). Whereas if one also wants to eat: אבל כשרוצה לאכול יותר מזה אין שייך שם טפל כלל כיון שאוכל אותם מחמת עצמותם כדי לסעוד הלב (משנה ברורה, מ״ב רי״ב:ה). Hence the warning of the Shelah quoted by the Mishna Berura: וכתבו האחרונים בשם השל״ה דטוב למנוע מלאכול פת למיתוק שתיית הי״ש כי מי יוכל להבחין היטב אם הוא רק להפיג מרירותו או גם לסעוד הלב דאז צריך לברך המוציא ונט״י (משנה ברורה, מ״ב רי״ב:ה). Case 2 — A biscuit with cheese
Situation: one eats פת הבאה בכיסנין with cheese or a filling, and likes both. Are two blessings needed?
Conduct: no — the Mishna Berura is explicit: ואם אוכל פת כיסנין עם גבינה או שאר דבר ללפת בו אף שהם ג״כ חביבים עליו והוא תאב לאכול אותם מ״מ מברך רק על הכיסנין לבד דמסתברא שהוא העיקר אצלו (משנה ברורה, מ״ב רי״ב:ו), and it generalises: וה״ה בכל דבר כשאוכל עם מין אחר ללפת בו דמה שאוכל ללפת נחשב רק כטפל (משנה ברורה, מ״ב רי״ב:ו). summary: what is added as an accompaniment stays secondary, even if one likes it. Case 3 — Nibbling before drinking
Situation: before drinking, one eats a little so as not to drink on an empty stomach. Over what does one bless?
Conduct: this is the Rama's very case — כגון שרוצה לשתות ורוצה לאכול תחלה כדי שלא ישתה אליבא ריקנא (רמ״א או״ח רי״ב:א) — and one then blesses over what is eaten first: מברך על האוכל תחלה אע״פ שהוא טפל לשתיה (רמ״א או״ח רי״ב:א). The Kaf HaChaim points to the simplest way out: וכתבו האחרונים כדי לצאת מספיקא ישתה תחלה קצת מן העיקר ויברך עליו ויכוין לפטור את הטפל (כף החיים רי״ב:יא). In practice, follow your own Rav.
