Our Sages taught (משנה ברכות ה׳:א, ל׳:): אין עומדין להתפלל אלא מתוך כובד ראש; חסידים הראשונים היו שוהין שעה אחת ומתפללין, כדי שיכוונו את לבם למקום — one stands to pray only from reverence (כובד ראש); the early pious ones (chasidim harishonim) would wait one hour before praying in order to direct their heart to the Omnipresent. The siman develops this gravity: the waiting before and after, the right frame of mind, and the study from which one rises. We study here at the level of principle; for personal conduct, one refers to the custom and to the ruling of the Rav.

A. Preparing before prayer — the ד׳ seifim
קֹדֶם שֶׁיִּתְפַּלֵּל צָרִיךְ לִשְׁהוֹת — before praying one must wait — the tefila is entered with כובד ראש (grave reverence). From this, four requirements: the waiting (שהייה שעה) before and after; the frame of mind — not laughter nor anger, but the joy of the mitzva (מתוך שמחה של מצוה); rising from a הלכה פסוקה (and not from a דין or a pilpul that troubles the heart); and the standing of one engaged in the needs of the community (העוסק בצרכי ציבור).
Séif 1 — שהייה שעה: waiting before and after
ישהה שעה אחת קודם שיקום להתפלל כדי שיכוין לבו למקום, ושעה אחת אחר התפלה שלא תהא נראית עליו כמשאוי שממהר לצאת ממנה.
Séif 1: one waits one hour before rising to pray, in order to direct his heart to the Omnipresent (כדי שיכוין לבו למקום); and one hour after the prayer, so that it should not seem like a burden he hurries to leave (שלא תהא נראית עליו כמשאוי).
Two waitings frame the prayer. Before: one does not rush into the tefila — one waits שעה in order to direct his heart to Hashem (כדי שיכוין לבו למקום). After: one does not flee the prayer — one waits שעה so that it should not be like a burden (כמשאוי) he hurries to leave. So did the חסידים הראשונים, who שוהין שעה אחת ומתפללין (ברכות ל״ב:).
Séif 2 — מתוך שמחה של מצוה: the frame of mind
לא יעמוד להתפלל אלא באימה והכנעה, ולא מתוך שחוק וקלות ראש ודברים בטלים, ולא מתוך כעס, אלא מתוך שמחה, כגון דברי תנחומין של תורה, כגון סמוך לגאולת מצרים או סמוך לתהלה לדוד שכתוב בו «רצון יראיו יעשה … שומר ה׳ את כל אוהביו».
Séif 2: one stands to pray only with reverence and humility (באימה והכנעה), and not from laughter, frivolity and idle matters, nor from anger, but from joy (מתוך שמחה) — like the comforting words of Torah, for example following the redemption from Egypt (סמוך לגאולת מצרים) or following « Tehila leDavid » (סמוך לתהלה לדוד), in which is written « He does the will of those who fear Him … Hashem guards all who love Him ».
The right frame of mind. One stands באימה והכנעה — reverence and humility (this is the koved rosh). One removes laughter (שחוק), frivolity (קלות ראש), idle matters (דברים בטלים) and anger (כעס). But this gravity is not sadness: one stands מתוך שמחה של מצוה, from a joy of mitzva — like the דברי תנחומין of the Torah, joining the prayer סמוך לגאולת מצרים (after the blessing of the Gueoula) or סמוך לתהלה לדוד (Ashré).
Séif 3 — מתוך הלכה פסוקה: rising from study
אין עומדים להתפלל מתוך דין ולא מתוך הלכה, שלא יהא לבו טרוד בה, אלא מתוך הלכה פסוקה. הגה: והיינו נמי כמו מתוך שמחה, כי «פקודי ה׳ ישרים משמחי לב».
Séif 3: one does not stand to pray from a judgment (מתוך דין) nor from a discussion of halakha (מתוך הלכה), so that the heart should not be troubled by it (שלא יהא לבו טרוד בה), but from a settled halakha (מתוך הלכה פסוקה). Rama: and this too is like « from joy », for « the precepts of Hashem are upright, gladdening the heart » (פקודי ה׳ ישרים משמחי לב).
From which study does one rise? Not from a דין (a judgment to be rendered) nor a הלכה still under debate — for the heart would remain טרוד (troubled) and could not focus on the prayer. Rather one rises מתוך הלכה פסוקה, a halakha already settled, which no longer occupies the mind. The Rama links this séif to the previous one: the settled halakha is itself a form of שמחה, for « פקודי ה׳ ישרים משמחי לב ».
Séif 4 — העוסק בצרכי ציבור: the needs of the community
העוסק בצרכי ציבור כעוסק בתורה דמי — פירוש לענין לעמוד מתוכו להתפלל, שגם זו שמחה היא לו שעוסק בצרכי ציבור; ויש מפרשים דהיינו לענין דאינו צריך לפסוק להתפלל.
Séif 4: one who is engaged in the needs of the community (העוסק בצרכי ציבור) is considered like one engaged in Torah — explanation: as regards standing from within it to pray, for it too is a joy for him that he is engaged in the needs of the community; and there are those who explain that this means that he does not need to interrupt in order to pray.
A continuation of séif 3. Being engaged in the צרכי ציבור (the needs of the community) is like being engaged in Torah. Two explanations: (1) as regards standing to pray from within that occupation — for it too is a שמחה for him (like the settled halakha); (2) according to another view (ויש מפרשים), as regards the fact that he need not interrupt his communal work in order to pray.
The siman in one sentence: before praying one must wait שעה (to direct the heart to Hashem) and שעה after (so as not to flee the prayer); stand באימה והכנעה, neither מתוך שחוק nor מתוך כעס, but מתוך שמחה של מצוה; rise neither מתוך דין nor מתוך הלכה, but מתוך הלכה פסוקה; and העוסק בצרכי ציבור כעוסק בתורה דמי.
Practical cases
Case 1 — The waiting before and after prayer
Situation: he arrives at the synagogue and wants to begin the Amida at once; and at the end, he would leave immediately. What does the siman say?
Conduct: one does not rush into the tefila. One pauses (שהייה) before, in order to direct his heart to Hashem (כדי שיכוין לבו למקום), and pauses after, so that the prayer should not be upon him like a burden (כמשאוי) he hurries to leave. The chasidim harishonim waited a full שעה; for the practical measure of this waiting, one follows one's Rav.
Case 2 — The frame of reverence (כובד ראש / שמחה)
Situation: he is in a merry, joking mood, or on the contrary angry, when he rises to pray. How should he approach the Amida?
Conduct: one stands באימה והכנעה — never מתוך שחוק וקלות ראש nor מתוך כעס. But this reverence is not sadness: one prays מתוך שמחה של מצוה, relying on דברי תנחומין של תורה (סמוך לגאולת מצרים or סמוך לתהלה לדוד). To order one's day accordingly, one follows one's Rav.
Case 3 — Rising from study (הלכה פסוקה)
Situation: he is studying a difficult sugya or ruling on a din, and the time of prayer arrives. May he pass straight to the Amida?
Conduct: one does not rise מתוך דין nor from a הלכה still under debate, for the heart would remain טרוד (troubled) during the prayer. Rather one rises מתוך הלכה פסוקה — a halakha already settled, which itself gladdens the heart (משמחי לב). And העוסק בצרכי ציבור is like one engaged in Torah.
