Our Sages taught (סוטה מ׳.) : the wording of the Modim was assembled from the statements of several Amoraim — Rav, Shmuel, Rabbi Simai — and אמר רב פפא הלכך נימרינהו לכולהו — « let us therefore say them all ». Hence its name : מודים דרבנן, the Modim of the Sages. Each says it himself, for the הודאה — the acknowledgment of gratitude to Hashem — cannot be delegated : אין אדם מודה על ידי שליח. We study here at the level of principle ; for personal conduct, one refers to the custom and to the ruling of the Rav.

A. The Modim de-rabbanan — the ב׳ seifim
מוֹדִים דְּרַבָּנָן — the Modim of the Sages — in the midst of the חזרת הש״ץ, when the shaliach tzibbur reaches the ברכת מודים (the blessing of thanksgiving), the tzibbour does not stay silent : it שוחין עמו (bows with him) and each recites his own Modim, called מודים דרבנן. The principle : the הודאה, the acknowledgment of Hashem, cannot be done through a שליח — each must thank for himself. The siman adds a special conduct when אין שם כהנים : the ש״ץ says the ברכת כהנים and the tzibbour answers כן יהי רצון instead of amen.
Séif 1 — מודים דרבנן : bowing with the ש״ץ
כשיגיע שליח צבור למודים שוחין עמו הצבור ולא ישחו יותר מדאי ואומרים מודים אנחנו לך (שאתה הוא ה׳) אלהינו אלהי כל בשר כו׳ וחותם ברוך אל ההודאות בלא הזכרת השם, ויש מי שאומר שצריך לשחות גם בסוף וטוב לחוש לדבריו (ויש אומרים שאומר הכל בשחייה אחת וכן המנהג).
Séif 1 : when the shaliach tzibbur reaches מודים, the tzibbour bows with him (שוחין עמו) and does not bow more than needed (ולא ישחו יותר מדאי), and they say « מודים אנחנו לך שאתה הוא ה׳ אלהינו אלהי כל בשר… », and one concludes « ברוך אל ההודאות » without mentioning the Name (בלא הזכרת השם). And there is one who says that one must also bow at the end, and it is good to be mindful of his words (וטוב לחוש לדבריו) ; and some say that one says it all in a single bow, and such is the custom (וכן המנהג).
The tzibbour bows with the ש״ץ at מודים and says its own מודים דרבנן. Two nuances : ולא ישחו יותר מדאי — the bow must not be excessive (one straightens at the Name) ; and the custom is to say it all in a single bow (בשחייה אחת). One concludes ברוך אל ההודאות — without the Name — since it is not a full ברכה on its own but an acknowledgment accompanying that of the ש״ץ.
Séif 2 — אין שם כהנים : the ש״ץ and כן יהי רצון
אם אין שם כהנים אומר ש״ץ אלהינו ואלהי אבותינו ברכנו בברכה המשולשת וכו׳ עד ואני אברכם ואין הצבור עונין אחריו אמן אלא כן יהי רצון.
Séif 2 : if there are no kohanim there, the shaliach tzibbur says « אלהינו ואלהי אבותינו ברכנו בברכה המשולשת… » (bless us with the threefold blessing) up to « ואני אברכם », and the tzibbour does not answer amen after him (ואין הצבור עונין אחריו אמן) but « כן יהי רצון » (so may it be the will).
When there are no kohanim for the נשיאת כפים, the ש״ץ inserts in their place the ברכת כהנים (בברכה המשולשת — the three verses of Bamidbar) up to ואני אברכם. The tzibbour does not say amen — for one answers amen only to one who hears the blessing from the mouth of a כהן — but כן יהי רצון. The Rama notes that one says this insertion only when the ברכת כהנים would be fitting.
The siman in one sentence : when the ש״ץ reaches מודים, the tzibbour שוחין עמו and says the מודים דרבנן (מודים אנחנו לך… concluding ברוך אל ההודאות בלא הזכרת השם), ולא ישחו יותר מדאי, all in a single bow — for אין אדם מודה על ידי שליח ; and אין שם כהנים, the ש״ץ says the ברכת כהנים up to ואני אברכם and the tzibbour answers כן יהי רצון (and not amen).
Practical cases
Case 1 — When the ש״ץ reaches מודים
Situation: the ש״ץ, in the repetition, reaches the ברכת מודים. What does the tzibbour do?
Conduct: the tzibbour bows with him (שוחין עמו) and recites the מודים דרבנן : « מודים אנחנו לך… אלהי כל בשר », concluding ברוך אל ההודאות without the Name. One does not bow too long (ולא ישחו יותר מדאי) and the custom is to say it all in a single bow (בשחייה אחת). For the practical application, one follows one's Rav.
Case 2 — Why each says his own Modim
Situation: for the other passages of the repetition, one listens to the ש״ץ. Why, at מודים, must each say his own text?
Conduct: because the מודים is a הודאה — an acknowledgment of gratitude to Hashem — and אין אדם מודה על ידי שליח : no one gives thanks by proxy. Each bows and thanks for himself, without relying on the ש״ץ. The text, assembled from the formulas of several Sages (סוטה מ׳.), is called for this reason מודים דרבנן.
Case 3 — If there are no kohanim
Situation: at the time of the ברכת כהנים, no כהן is present. What does the ש״ץ say and what does the tzibbour answer?
Conduct: the ש״ץ says in their place אלהינו ואלהי אבותינו ברכנו בברכה המשולשת up to ואני אברכם. The tzibbour does not answer amen — one answers amen only to a כהן who blesses — but כן יהי רצון. For the times and customs (שים שלום or שלום רב), one follows one's Rav.
