Our Sages taught (ברכות נ״ה:) that one who had a dream that troubles him can « turn it to good » through prayer (הטבת חלום). The siman offers one path linked to ברכת כהנים: as the Kohanim bless the people with peace (שלום), one who dreamt says a short prayer — « רבונו של עולם אני שלך וחלומותי שלך » — and aims to finish together with them, so the congregation's אמן falls on his request too. We study here at the level of principle; for personal conduct, one refers to the custom and to the ruling of the Rav.

רִבּוֹנוֹ שֶׁל עוֹלָם שֶׁאוֹמְרִים בִּשְׁעַת נְשִׂיאַת כַּפַּיִם — the prayer said during נשיאת כפים — the seif describes a conduct for one who had a dream whose meaning he does not know: he stands before the Kohanim as they bless (בשעה שעולין לדוכן), says a short prayer that the dream turn to good, and strives to finish together with the Kohanim so that the congregation's אמן falls on his request too; if not, he says another formula (אדיר במרום). The הגה (Rama) adapts this to a place where they do not go up to the doukhan.

The seif: one who had a dream and does not know its meaning (מאן דחזא חלמא ולא ידע מאי חזא) stands before the Kohanim as they go up to the doukhan (בשעה שעולין לדוכן) and says thus: « רבונו של עולם אני שלך וחלומותי שלך » (Master of the world, I am Yours and my dreams are Yours), etc.; and he aims to finish together with the Kohanim (ויכוין דלסיים גם בהדי כהני), so that the congregation answers אמן (דעני צבורא אמן). And if he cannot (ואי לא), he says thus: « אדיר במרום שוכן בגבורה, אתה שלום ושמך שלום, יהי רצון שתשים עלינו שלום ».
מאן דחזא חלמא — one who had a troubling dream
The starting point is one who had a dream and does not know its meaning (ולא ידע מאי חזא): he fears it may bode ill. Our Sages taught that a dream can be « turned to good » through prayer (הטבת חלום). The siman offers for this a favourable moment: that of ברכת כהנים, when the Kohanim bless the people, and whose seal is peace (שלום).
רבונו של עולם — the prayer before the Kohanim
As the Kohanim go up to the doukhan and bless (בשעה שעולין לדוכן), he says: « רבונו של עולם אני שלך וחלומותי שלך » — Master of the world, I am Yours and my dreams are Yours. He thus entrusts himself entirely to Hashem and asks that the dream turn to good. The full formula continues in the siddur; the Mechaber cites its opening (וכו׳).
בהדי כהני דעני צבורא אמן — finishing with the Kohanim
The heart of the conduct: he aims to finish his prayer together with the Kohanim (ויכוין דלסיים גם בהדי כהני). Why? Because the congregation answers אמן to the Kohanim's blessing; if he finishes at the same instant, that אמן of the congregation will fall on his own request too. The אמן of a congregation is powerful — hence he seeks to « attach » himself to it.
אדיר במרום · הגה — if he did not finish, and the doukhan case
If he did not manage to finish with them (ואי לא), he says another short formula: « אדיר במרום שוכן בגבורה, אתה שלום ושמך שלום, יהי רצון שתשים עלינו שלום » — invoking peace, the seal of the blessing. And the הגה (Rama) adds: where the Kohanim do not go up to the doukhan (as in many places on weekdays), one says all this while the chazan says שים שלום, finishing with him so the congregation answers אמן.

Practical points
Point 1 — The troubling dream
Situation: one had a dream whose meaning is unknown and which leaves one uneasy. When and how does one pray per this siman?
Conduct: the siman offers a favourable moment — that of נשיאת כפים — to say « רבונו של עולם אני שלך וחלומותי שלך » and ask that the dream turn to good. One stands before the Kohanim as they bless. For the exact wording of the formula and the other paths of הטבת חלום, one follows one's Rav and siddur.
Point 2 — Syncing with the Kohanim
Situation: why must one finish « together » with the Kohanim, and what if one cannot?
Conduct: one aims to conclude בהדי כהני so that the congregation's אמן — said on the blessing — falls on one's own request too (דעני צבורא אמן). If one sees one will not finish in time, one says instead « אדיר במרום שוכן בגבורה… ». For the practice (the pace, the kavana), one follows one's Rav.
Point 3 — Where they do not go up to the doukhan
Situation: in a place where the Kohanim do not go up to the doukhan (on weekdays). What is done?
Conduct: per the הגה (Rama), one says all this while the chazan says שים שלום, and finishes with him so the congregation answers אמן. Thus the principle stands — leaning on the congregation's אמן over the blessing of peace — even without going up to the doukhan. For local customs (including that of the festival), one follows one's Rav.
