Our Sages taught in the Mishnah (תענית כ״ו.) : בשחרית ובמוסף ובמנחה ובנעילה — on public fasts and on Yom Kippur the Kohanim raise their hands. But our masters kept the priestly blessing away from the מנחה of ordinary days, משום דשכיחא שכרות באותה שעה — because drunkenness is common at that hour. Hence the whole siman: at which prayers we raise the hands, the מנחה of a fast, and a כהן who went up by mistake at the מנחה of Yom Kippur. We study here at the level of principle; for personal conduct, one refers to the custom and to the ruling of the Rav.

A. At which prayers we recite the נשיאת כפים — the ב׳ seifim

נְשִׂיאַת כַּפַּיִם — the priestly blessing — the question of the siman is not how but at which prayers it is recited. The principle: it takes place at שחרית ומוסף and at נעילה (on days that have one), but not at מנחה of ordinary days, for drunkenness (שכרות) is common in the afternoon and one fears the Kohen may be intoxicated. From this טעם flow the fate of the מנחה of a fast and that of the כהן who went up by mistake at the מנחה of Yom Kippur.

Séif 1 — באיזה תפילות: at which prayers

אין נשיאת כפים אלא בשחרית ומוסף ובנעילה ביום שיש בו נעילה כמו ביום הכפורים, אבל לא במנחה משום דשכיחא שכרות באותה שעה שמא יהא הכהן שכור, וגזרו במנחה של תענית אטו מנחת שאר ימים; אבל בתענית שאין בו נעילה, הואיל ותפלת המנחה סמוך לשקיעת החמה היא דומה לתפלת נעילה ואינה מתחלפת במנחה של שאר ימים, הילכך יש בה נשיאת כפים.
Séif 1: there is no נשיאת כפים except at שחרית, at מוסף and at נעילה, on a day that has a Neila such as Yom Kippur; but not at מנחה, for drunkenness is common at that hour and one fears the Kohen may be intoxicated. They decreed (to keep the נשיאת כפים away) at the מנחה of a fast because of (אטו) the מנחה of ordinary days; but on a fast without a Neila, since the מנחה prayer is close to sunset, it resembles the נעילה prayer and is not confused (אינה מתחלפת) with the מנחה of ordinary days — therefore it has a נשיאת כפים.
Three moments with a נשיאת כפים: שחרית, מוסף, and נעילה on days that have one. Not at the ordinary מנחה, because of שכרות (the afternoon, after the meal). And out of fear of confusion, they even kept the נשיאת כפים away from the מנחה of a fast — אטו (“because of”) the מנחה of ordinary days — except if that fast has no Neila: then its מנחה, close to sunset, resembles the נעילה, is not confused with the ordinary מנחה, and has a נשיאת כפים.

Séif 2 — כהן שעלה במנחת יום הכפורים: the Kohen who went up by mistake

כהן שעבר ועלה לדוכן ביום הכפורים במנחה, כיון שהדבר ידוע שאין שם שכרות הרי זה נושא את כפיו ואין מורידין אותו מפני החשד שלא יאמרו פסול הוא ולכך הורידוהו. הגה: ולכן אומרים במנחה ביום כפורים אלהינו ואלהי אבותינו אע״ג דאין ראוי לנשיאת כפים מכל מקום הואיל ואם עלה לא ירד מקרי קצת ראוי, וכן נוהגין במדינות אלו אע״פ שיש חולקים.
Séif 2: a Kohen who transgressed and went up to the duchan at the מנחה of Yom Kippur — since it is known that there is no drunkenness then — does recite his blessing, and he is not brought down, because of the suspicion: lest they say “he is פסול (disqualified), and that is why they brought him down.” Rama: this is why one says at the מנחה of Yom Kippur “אלהינו ואלהי אבותינו” — even though it is not a fitting moment for the נשיאת כפים, nevertheless, since “if he went up he does not go down,” it is called “somewhat fitting” (קצת ראוי); and so is the custom in these lands, even though some disagree.
The reason to keep מנחה away was שכרות; yet at the מנחה of Kippur there is no drunkenness. So if a Kohen went up (wrongly — לכתחילה one does not go up), he is not brought down: otherwise people would think he was removed because he is פסול (חשד). Hence the Rama: since “if he went up he does not go down,” the מנחה of Kippur is קצת ראוי for the נשיאת כפים — which is why one says there “אלהינו ואלהי אבותינו” (the prayer that introduces the blessing).
The siman in one sentence: נשיאת כפים at שחרית ומוסף and at נעילה on days that have one, but not at the ordinary מנחה (שכרות), nor at the מנחה of a fast — except if that fast has no Neila (it then resembles the נעילה); and the כהן who went up by mistake at the מנחה of Kippur — אין מורידין אותו for fear of the חשד; hence the practice of saying there “אלהינו ואלהי אבותינו” (Rama).

Practical cases

Case 1 — The ordinary מנחה

Situation: on an ordinary day, a Kohen wishes to go up to the duchan at מנחה. Does he?
Conduct: at the מנחה of ordinary days there is no נשיאת כפים, because of the שכרות common at that hour (after the meal). The Kohanim therefore do not go up to the duchan at מנחה. For the practical application and variations of custom, one follows one's Rav.

Case 2 — The מנחה of a fast day

Situation: at the מנחה of a fast day, is there a נשיאת כפים?
Conduct: it all depends on whether there is a Neila. They kept the נשיאת כפים away from the מנחה of a fast (that has a Neila) for fear of confusion with the ordinary מנחה. But on a fast without a Neila, since its מנחה is close to sunset, it resembles the נעילה, is not confused, and has a נשיאת כפים. For the concrete application (local customs, timing), one follows one's Rav.

Case 3 — The כהן who went up at the מנחה of Kippour

Situation: at the מנחה of Yom Kippur, a Kohen went up to the duchan. Is he brought down?
Conduct: no — since it is known that there is no drunkenness on Kippur, he recites his blessing and he is not brought down, for fear of the חשד (lest they say he is פסול). This is why the custom (Rama) is to say at the מנחה of Kippur “אלהינו ואלהי אבותינו,” for this prayer is קצת ראוי for the blessing. For the concrete conduct, one follows one's Rav.
