1. The Central Axiom

Universal principle of Siman קפ״ט:

This siman (ב׳ סעיפים) asks one question: what exactly is said in the fourth blessing of Birkat haMazon? This blessing is not one of the first three: it was instituted at Yavneh (הטוב והמטיב ביבנה תקנוה כנגד הרוגי ביתר, Berakhot 48b), and the Gemara treats it as rabbinic (הטוב והמטיב לאו דאורייתא שהרי פועלים עוקרים אותה, Berakhot 46a). From there the whole halakha of the siman: nothing is added to it (ברכה רביעית לא יאמר תתברך, שו״ע או״ח קפ״ט:א), החי is not said in it outside a house of mourning, and one says in it three kingships, three benefactions and three bestowals.
