Our Sages taught (מגילה כ״ג:): כל דבר שבקדושה לא יהא פחות מעשרה — every matter of sanctity (קדיש, ברכו, קדושה) is said only with ten. This is the foundation of the פורס על שמע: when individuals prayed alone without hearing these דברים שבקדושה, one of them « opens » them for the group, provided there is a מנין. We study here at the level of principle; for personal conduct, one refers to the custom and to the ruling of the Rav.

A. Poreis al Shema — the ב׳ seifim
פּוֹרֵס עַל שְׁמַע — to « open » upon the Shema — פורס is from the language of פרוסה, « a slice, a part »: one says only part of the berakhot of the ק״ש (קדיש, ברכו and יוצר אור), so that those who prayed alone may hear the דברים שבקדושה — which are said only at ten (מגילה כ״ג:). Hence the עובר לפני התיבה (the repetition of avot, gevurot and kedusha) and the case of the blind man who may nonetheless bless יוצר המאורות.
Seif 1 — פורס על שמע and עובר לפני התיבה
אם יש בני אדם שהתפללו כל אחד בפני עצמו ביחיד ולא שמעו לא קדיש ולא קדושה — עומד אחד מהם ואומר קדיש וברכו וברכה ראשונה יוצר אור ולא יותר, וזה נקרא פורס על שמע, לשון חתיכה פרוסה, שאין אומרים אלא קצת ממנה. ולאחר שסיימו ברכת יוצר אור אומר אבות וגבורות וקדושה ואתה קדוש, וזה נקרא עובר לפני התיבה. ואין עושין דברים אלו בפחות מעשרה, משום דהוי דברים שבקדושה, וצריך לחזור אחר ששה שלא שמעו דהיינו רוב העשרה.
Seif 1: if there are people who have prayed each by himself, individually (ביחיד), and heard neither קדיש nor קדושה — one of them stands and says קדיש, ברכו and the first berakha יוצר אור, and no more (ולא יותר); this is called פורס על שמע, from the word פרוסה (a slice), since we say only part of it. After completing יוצר אור, he says אבות, גבורות, קדושה and אתה קדוש: this is called עובר לפני התיבה. These things are not done with fewer than ten (עשרה), for they are דברים שבקדושה, and one must seek ששה שלא שמעו (six who did not hear), the majority of the ten.
The פורס על שמע « opens » for his companions: he says קדיש, ברכו and the first berakha יוצר אור — and no more. We say only a part (פרוסה), for the aim is to let them hear the דברים שבקדושה, which are said only at ten (מגילה כ״ג:). Then, for the קדושה of the tefila, he does the עובר לפני התיבה (אבות, גבורות, קדושה, אתה קדוש).
How many who did not hear? One needs ששה שלא שמעו — six, the majority of the ten (רוב העשרה). If there are not enough, one says these things even for a single one who did not hear; and even one who has already heard may be פורס על שמע ולעבור לפני התיבה for him, since שומע כעונה (hearing is like responding).
Seif 2 — סומא: the blind man and יוצר המאורות
סומא, אף על פי שלא ראה מאורות מימיו — פורס על שמע ומברך יוצר המאורות, שהוא נהנה במאורות שרואין אחרים שיורוהו הדרך אשר ילך בה.
Seif 2: a blind man (סומא), even though he has never seen the luminaries in his life — may be פורס על שמע and bless יוצר המאורות, for he too benefits from the luminaries that others see, who direct him on the road on which he walks.
One might have thought a blind man cannot bless יוצר המאורות since he does not see the light. The Choulhan Aroukh rules that he can: he too benefits (נהנה) from the light, for it is others who see who guide him on his way. He is therefore included in the berakha and may even be פורס על שמע to discharge others.
The siman in one sentence: when worshippers have prayed ביחיד without hearing קדיש or קדושה, one does the פורס על שמע — קדיש, ברכו and יוצר אור, ולא יותר — then the עובר לפני התיבה; it is done only at ten (דברים שבקדושה), with ששה שלא שמעו; and a blind man may be פורס על שמע ומברך יוצר המאורות, for he benefits from the luminaries that others see.
Practical cases
Case 1 — Worshippers prayed alone (ביחיד)
Situation: ten people each prayed individually and heard neither קדיש nor קדושה. Can they make up these דברים שבקדושה?
Conduct: one of them stands and does the פורס על שמע — he says קדיש, ברכו and the first berakha יוצר אור (and no more), then the עובר לפני התיבה for the קדושה. This is a way of « opening » (פרוסה) part of the berakhot so that all hear the דברים שבקדושה. For the practical application, one follows one's Rav.
Case 2 — The minyan and ששה שלא שמעו
Situation: how many people are needed, and how many must not have already heard?
Conduct: the פורס על שמע is done only at ten (עשרה), for these are דברים שבקדושה. One must seek ששה שלא שמעו (six, the majority of the ten). Failing that, one says it even for a single one who did not hear, and even one who has already heard may be פורס על שמע for him (שומע כעונה). For borderline cases, one follows one's Rav.
Case 3 — The blind man and the berakha יוצר המאורות
Situation: may a blind man be פורס על שמע and say the berakha יוצר המאורות even though he does not see the light?
Conduct: yes — a סומא, even though he has never seen the luminaries, may be פורס על שמע ומברך יוצר המאורות. He too benefits from the light (נהנה במאורות), for the sighted around him guide him on his way. He may therefore discharge others of this berakha. For the details, one follows one's Rav.
