1. The Text of the Shulchan Aruch

Siman רפ"ט contains 2 seifim of the Mechaber (Rabbi Yosef Karo) which codify the halachos relating to the order of the Shabbos morning seudah.

Seif א — Structure of the Shabbos morning seudah and Kiddusha Rabba

סדר סעודת שחרית של שבת. ובו ב סעיפים:
יהיה שלחנו ערוך ומטה מוצעת יפה ומפה פרוסה כמו בסעודת הלילה ויברך על היין בורא פרי הגפן והוא נקרא קידושא רבה ואח"כ יטול ידיו (וע"ל סי' רע"א סעיף י"ב בהג"ה) ויבצע על לחם משנה כמו בלילה ויסעוד וגם זה הקידוש צריך שיהיה במקום סעודה ושלא יטעום קודם לו כלום כמו בקידוש הלילה ומיהו לשתות מים בבקר קודם תפלה מותר מפני שעדיין לא חל עליו חובת קידוש: הגה וע"ל כל דיני קידוש סי' רע"א רע"ב רע"ג:
Translation: "The table should be set, the bed neatly made, and the tablecloth spread — just as for the night seudah. He recites the brachah on wine 'Borei pri ha-gefen' — and this is called Kiddusha Rabba ('the Great Kiddush' — by way of euphemism). Then he washes his hands [for bread], makes hamotzi on lechem mishneh (two loaves) as at night, and eats. This Kiddush too must be at the 'makom seudah' (place of the seudah), and he must not taste anything before it, just like the night Kiddush. However, drinking water in the morning before tefillah is permitted, because the chiyuv of Kiddush has not yet taken effect. Rema: See also all the halachos of Kiddush in simanim 271-273."
Structure of the Shabbos morning seudah:
  1. Set table = kavod Shabbos.
  2. Kiddusha Rabba on wine (just Borei pri ha-gefen, no long brachah like at night).
  3. Netilas yadayim (ritual hand-washing).
  4. Lechem mishneh = 2 whole loaves (zecher to the double mon of erev Shabbos).
  5. Full seudah with fish/meat, zemiros, divrei Torah.
Why "Kiddusha Rabba" ("the Great Kiddush")? Paradoxically, it is the shortest of the 2 Kiddushim (just Borei pri ha-gefen, without the long brachah of "Va-yechulu" of the night). The name "Rabba" comes — according to Pesachim 106a — from euphemistic usage: this is how a short thing is named, just as a blind person is called "sagi nahor" ("full of light"). According to others: "Rabba" because it is the obligatory daytime Kiddush (the master of the daytime aspect).

Seif ב — In the absence of wine: "chamar medinah" and alternatives

במקום שאין יין מצוי הוי שכר ושאר משקין חוץ מהמים חמר מדינה ומקדשין עליו ואם אין לו אפילו שכר ושאר משקין אוכל בלא קידוש:
Translation: "In a place where wine is not available, beer (shechar) and other beverages (except water) constitute chamar medinah ('wine of the land'), and Kiddush may be made on them. And if he does not even have beer or other beverages, he eats without Kiddush."
Hierarchy of beverages for Kiddusha Rabba:
  1. Wine (ideal, Borei pri ha-gefen)
  2. Chamar medinah (beer, other honorable beverages besides water) — recite "she-ha-kol nihiyah bi-dvaro"
  3. Nothing — eat without Kiddush (exceptional case)
"Chamar medinah": "the drink of the land" — meaning the dignified beverage that people in a given region consume in place of wine. In Talmudic times = beer (shechar). Today: whiskey, cognac, grape juice (according to the poskim). Water is excluded because it is not a specific "honorable" beverage.

What is this siman about?

Our siman codifies the second of the 3 seudos of Shabbos — the morning meal, after shacharis and Mussaf. It is the principal seudah after the night. It revolves around Kiddusha Rabba ("the Great Kiddush") — paradoxically the shortest of the Kiddushim — and the classical structure: set table, wine, lechem mishneh, meal, zemiros, divrei Torah.

3. Key Halachic Concepts

1. קידושא רבא (Kiddusha Rabba): Kiddush of the day. Short (just Borei pri ha-gefen); called "Rabba" by euphemism (like "sagi nahor" for a blind person). Source: Pesachim 106a.
2. קידוש במקום סעודה (Kiddush bi-Mkom Seudah): the Kiddush must be followed by the seudah in the same place. If one says Kiddush and then eats elsewhere without eating anything on the spot — the Kiddush is invalid.
3. חמר מדינה (Chamar Medinah): "wine of the land" — local honorable beverage that may be used in the absence of wine. Beer (shechar) classically; whiskey, grape juice according to contemporary poskim. Water is excluded.
4. לחם משנה (Lechem Mishneh): two whole loaves (challos) on which hamotzi is made — zecher to the double mon that fell on erev Shabbos (Shemos 16:22). At every Shabbos seudah.
5. מטה מוצעת ושלחן ערוך: bed made, table set, tablecloth spread — visible kavod of Shabbos. Not just eating, but receiving Shabbos with dignity.
6. לשתות מים לפני התפלה: drinking water in the morning before shacharis is permitted because the chiyuv of Kiddush only takes effect from the moment one begins to eat or drink "significantly". Water does not trigger the chiyuv.

Where the Rema (Rabbi Moshe Isserles) adds a הגהה (gloss), he generally specifies the Ashkenazi nuances relative to the Sephardi Mechaber. Carefully check the Hebrew text above to spot the passages introduced by הגה.

The Rema's position on this siman: the Rema only refers back to simanim 271-273 (general halachos of Kiddush). No substantial Sephardi/Ashkenazi addition here — the minhag is common.
