5. Chamar medinah and the havdalah priority

The heart of the siman is the question: on what does one make havdalah when there is no wine? The siman determines a strict hierarchy — wine (ideal) > chamar medinah ("wine of the country") > nothing — and absolutely refuses water and bread. To understand the notion of chamar medinah is to understand the whole practical lever of the siman.

What is chamar medinah? A non-aqueous beverage, sufficiently esteemed to be served to a distinguished guest in the country where one is: beer, whisky, grape juice. Its berachah is not borei pri ha-gafen but its own.
Why never water or bread? Water is not an "honored beverage". Bread is excluded — unlike Kiddush where it can replace wine — because havdalah is not a meal: it closes Shabbos, it does not introduce it.
Edge case — the pagum cup. Even when one has wine, if it is pagum (used), one does not make havdalah on it as is: one must "repair" it by adding fresh wine. The rule of honoring the cup tolerates no negligence.

From this hierarchy flows also the central budget priority rule of the siman: among Chanukah, havdalah and Kiddush, the order is Chanukah > havdalah > Kiddush. Havdalah comes before Kiddush precisely because it has no alternative — Kiddush, itself, can be done on bread. Chanukah precedes it in the name of pirsumei nissa. The whole siman reads thus through a single question: what to do when means are lacking?

Pitfall 4 — Reversing the YBN"H order: order fixed by the Gemara. Do not bless N before B, or H before N.
