Siman 297 in one sentence.
The besamim of Havdalah console the neshamah yeseirah which departs from the body on motzaei Shabbos. If one has them — one makes the brachah, otherwise no obligation. 5. When do we make a brachah — and when not? The heart of the siman

The entire siman revolves around one word: condition. The brachah on besamim is never automatic. It assumes the gathering of three requirements; if one is missing, making it becomes a brachah levatalah.

1. An actually perceived scent. The besamim must give off a scent, and the maker of the brachah must smell it. Hence the exclusion of dry hadas without fragrance, and the rule of the anosmiac: deprived of smell, he does not make the brachah for himself.
2. A scent intended for olfactory pleasure. If the fragrant object serves another purpose — to mask a bad odor (le-avurei reicha in bathrooms, near the deceased), or to scent wine — one does not make the brachah: it is not a fragrance "to enjoy".
3. A permitted source. Besamim of bathroom, deceased, or tied to avodah zarah (B.D.I): forbidden for brachah.

The revealing limit case is that of the anosmiac. He derives no benefit from the fragrance — so for him, no brachah. And yet he can say it to be motzi his children or unlearned people: not because he enjoys it, but on grounds of chinuch and arvus (mutual responsibility). This case shows that the brachah on besamim is not, at its root, a brachah of obligatory personal pleasure — it is conditional and discretionary: if one has, one makes brachah; otherwise, one skips, without needing to seek. This is the great difference with the wine and the candle of Havdalah, and the key to reading all of Siman 297.

7. Pitfalls to Avoid

Pitfall 1 — Making brachah on cologne: intended for skin, not for autonomous olfactory pleasure. Discussion in poskim, but many discourage.
Pitfall 2 — Making brachah on besamim in the middle of the kehillah (motzaei Shabbos): some shuls place fragrant besamim to neutralize odors. Verify: if for pleasure → ok; if to neutralize → no.
Pitfall 3 — Making brachah on dry hadas without fragrance: brachah levatalah. Test by pinching: no scent → no brachah.
Pitfall 4 — With severe cold, making brachah "for form": brachah levatalah. If truly no scent, skip or be motzi others.
