Siman ש״ח contains 52 seifim from the Mechaber (Rav Yosef Karo) which codify the laws of muktzeh — items permitted and forbidden to move on Shabbos.

Seif 1 — Muktzeh machmas chesron kis (overly valuable item)

דברים המותרים והאסורים לטלטל בשבת. ובו נב סעיפים:
כל הכלים נטלים בשבת חוץ ממוקצה מחמת חסרון כיס כגון סכין של שחיטה או של מילה ואזמל של ספרים וסכין של סופרים שמתקנים בה הקולמסים כיון שמקפידים שלא לעשות בהם תשמיש אחר אסור לטלטלו בשבת ואפי' לצורך מקומו או לצורך גופו: הגה ואפילו תחובים בנדן עם שאר סכינים אסור לטלטלו (מהרי״ל) וה״ה לקורנס של בשמים שמקפידים עליו שלא יתלכלך: הגה וה״ה כלים המיוחדים לסחורה ומקפיד עליהם. [ב״י בשם מיי' פ' ה' והמגיד פכ״ז]:
Translation: All keilim may be moved on Shabbos, except muktzeh machmas chesron kis ("muktzeh due to monetary loss"). Examples: the shochet's knife, the mohel's knife, the bookbinder's blade, the sofer's knife for sharpening quills. The owner is so particular about them that he refuses any other use → it is forbidden to move them on Shabbos, even letzorech mekomo (to use their place) or letzorech gufo (for a permitted use of the object). Rema's gloss: Even if stored in a sheath with other knives — forbidden. The same applies to a spice hammer (which one protects from soiling) and any item designated for commerce that the owner is careful with.
What this seif says:

Seif 2 — Size does not remove the status of a kli

כל כלי אפי' הוא גדול וכבד הרבה לא נתבטל שם כלי ממנו לא מפני גדלו ולא מפני כבדו:
Translation: Every kli, even very large and heavy, does not lose its status as a "kli" on Shabbos — neither because of its size nor because of its weight. Therefore one may move it (subject to the other rules).

Seif 3 — Kli shemelachto le-issur — for its use and its place

Translation: A vessel whose use is forbidden may be moved [and if it was used for a forbidden purpose at bein hashemashos, such as a lamp that was lit, see above siman 279] — either for its own use (letzorech gufo), such as a goldsmith's or smith's hammer to crack nuts with, an axe to cut a dried fig; or for its place (letzorech mekomo), that is, where he needs to use the spot on which the vessel lies — and he may then take it from there and set it wherever he wishes. But from sun to shade, that is, where he needs to move it only because he fears it may break or be stolen there, it is forbidden. Rama's gloss: all muktzeh is forbidden only as to moving it; but mere touching without shifting it is permitted. Therefore it is permitted to touch the lamp in the synagogue on which candles are burning, or the oven in which fire burns; and likewise it is permitted to take a permitted object resting on a muktzeh object (Mordechai, Rabbenu Yerucham, Maggid, Terumas ha-Deshen, Kol Bo). Likewise it is permitted to move a muktzeh object by blowing, since that is not moving but an unusual act, and is not called moving (Responsa Mahariv).

Seif 4 — Kli shemelachto le-heter, sacred writings and food

כלי שמלאכתו להיתר מותר לטלטלו אפי' אינו אלא לצורך הכלי שלא ישבר או יגנב אבל שלא לצורך כלל אסור לטלטלו: וכתבי הקדש ואוכלים מותר לטלטלם אפי' שלא לצורך כלל: הגה ותפילין אין לטלטלם כי אם לצורך (תרומת הדשן ועיין בב״י) ושופר אסור לטלטלו כ״א לצורך גופו או מקומו (הגהות אשירי סוף פרק במה מדליקין):
Translation: A vessel whose use is permitted may be moved even merely for the vessel's sake, that it should not break or be stolen; but with no need at all it may not be moved. Sacred writings and food, however, may be moved even with no need at all. Rama's gloss: tefillin should be moved only for a need (Terumas ha-Deshen, and see the Beis Yosef); and a shofar may be moved only for its own use or for its place (Hagahos Asheri).

Translation: Some permit moving a vessel whose use is forbidden, even from sun to shade, by means of a loaf or a child.

Seif 6 — The shards of broken vessels

כל הכלים שנשברו אפילו בשבת מותר לטלטל שבריהם ובלבד שיהו ראוים לשום מלאכה כגון שברי עריבה לכסו' בה החבית ושברי זכוכי' לכסות בה פי הפך אבל אם אינם ראויים לשום מלאכה לא: הגה ואם נשברו במקום שיכולין להזיק כגון כלי זכוכית שנשברו על השלחן או במקום שהולכין מותר לטלטל השברים כדי לפנות' שלא יזוקו בהם: (כל בו והגהות מרדכו וב״י בשם אורחות חיים):
Translation: All vessels that broke, even on Shabbos itself, their shards may be moved — provided they are fit for some use: such as shards of a kneading-trough to cover a barrel with, or shards of glass to cover the mouth of a flask. But if they are fit for no use, no. Rama's gloss: and if they broke in a place where they could cause injury — such as glassware broken on the table or where people walk — it is permitted to move the shards in order to clear them away, so that people should not be hurt by them (Kol Bo, Hagahos Mordechai, Beis Yosef in the name of the Orchos Chayim).

Seif 7 — The potsherd, and what was never a vessel

חתיכת חרס שנשברה בחול מכלי וראוייה לכסות בה כלי מותר לטלטלה אפי' במקום שאין כלים מצויים שם לכסותה בה ואם זרקה לאשפה מבע״י אסור לטלטלה כיון שבטלה מהיות עוד כלי: הגה ואפי' חזי לעני הואיל והקצוהו הבעלים שלהם אע״פ שהם עשירים דמוקצה לעשיר הוי מוקצה לעני כמו שיתבאר סוף הסי' (ר״ן פ' במה אשה) ודוקא חתיכ' חרס משום דאתיא משברי כלים אבל דבר שאין בו שייכו' כלי כגון צרורות או אבנים אע״פ שראוים לכסות בהם כלי אסור לטלטלם: הגה דכל דבר שאינו כלי כלל אסור לטלטלו אפי' לצורך גופו כל שכן לצורך מקומו (מרדכי פרק קמא דיום טוב):
Translation: A potsherd that broke off a vessel on a weekday and is fit to cover a vessel may be moved, even in a place where no vessels are at hand to cover with it. But if he threw it onto the rubbish heap while it was still day, it is forbidden to move it, since it has ceased to be a vessel. Rama's gloss: and even if it would suit a poor man — since its owners set it aside, even though they are wealthy; for what is muktzeh for a rich man is muktzeh for a poor man, as will be explained at the end of the siman (Ran). And this specifically for a potsherd, since it comes from broken vessels; but something with nothing of a vessel about it — such as pebbles or stones — even though fit to cover a vessel, it is forbidden to move. Rama's gloss: for anything that is not at all a vessel may not be moved even for its own use, and all the more so for its place (Mordechai).

Seif 8 — Doors detached from vessels

כל הכלים הנטלים בשב' דלתותיהן שנתפרקו מהם נטלים בין נתפרקו בחול בין נתפרקו בשב':
Translation: All vessels that may be handled on Shabbos — their doors that became detached may be handled, whether they became detached on a weekday or on Shabbos.
What this seif says:

Seif 9 — The door of a chest and of a hen-coop

דלת של שידה תיבה ומגדל יכולים ליטלה מהם ואסור להחזירה גזירה שמא יתקע ושל לול ושל תרנגולים אסור בין ליטול בין להחזיר דכיון דמחובר לקרקע אית ביה בנין וסתירה:
Translation: The door of a chest, box or cupboard may be taken off them; but it is forbidden to put it back, by decree lest he fix it in place. And that of a coop or a hen-house: it is forbidden both to take off and to put back — since it is attached to the ground, there is building and demolishing in it.

Seif 10 — Covers — the handle and the preparation

כסוי בור ודות אין ניטלים אא״כ יש להם בית אחיזה דאז מוכח שהוא כלי ושל כלים אפי' הם מחוברים בטיט יכולים ליטלם אפי' אין להם בית אחיזה והוא שתקנם ועשה בהם מעשה והכינם לכך או שנשתמש בהם מבע״י וכיסוי חביות הקבורו' בקרקע לגמרי צריכו' בית אחיזה:
Translation: Covers of a cistern or a pit may not be handled unless they have a handle — for then it is evident that it is a vessel. Those of vessels, even if fixed with clay, may be handled even without a handle — provided he prepared them, performed some act on them and designated them for this, or made use of them while it was still day. And the covers of barrels entirely buried in the ground require a handle.
What this seif says:

Seif 11 — The needle — whole, damaged, new

מחט שלימה מותר לטלטלה ליטול בה את הקוץ ניטל חודה או חור שלה אסור וחדשה שלא נקבה עדיין מותר:
Translation: A whole needle may be moved, to remove a thorn with it. If its point or its eye was removed, it is forbidden. And a new one, not yet pierced, is permitted.

Seif 12 — Remnants of mats

שירי מחצלאות מותר לטלטלם דחזי לכסות בהו טינופא ואם זרקם לאשפה מבעוד יום אסור לטלטלם:
Translation: Remnants of mats may be moved, since they are fit to cover filth. And if he threw them onto the rubbish heap while it was still day, it is forbidden to move them.
What this seif says:

Seif 13 — Worn rags — the measure of three fingers

שירי מטלניות שבלו אם יש בהם ג' אצבעו' על ג' אצבעו' מותר לטלטלן ואם לאו אסור ויש מתירין אפי' אין להם ג' על ג' ובלבד שלא יהו טליתו' של מצוה:
Translation: Remnants of worn rags: if they measure three fingers by three fingers, they may be moved; if not, it is forbidden. And some permit even if they are less than three by three — provided they are not tzitzis garments of a mitzvah.

Seif 14 — The new shoe on its last

מנעל חדש מותר לשמטו מעל הדפוס אף על פי שמלאכתו לאיסור כיון דשם כלי עליו מותר לטלטלו לצורך מקומו:
Translation: A new shoe may be slipped off its last; and although its use is forbidden, since the name of a vessel applies to it, it may be moved for its place.

Seif 15 — The sandal whose strap has snapped

סנדל שנפסק רצועה הפנימי' עדיין תורת כלי עליו ומותר לטלטלו נפסקה החיצונה בטל מתורת כלי ואסור לטלטלו ואם הוא בכרמלי' מות' לכרוך עליו גמי לח שהוא מאכל בהמה לתקנו שלא יפול מרגלו ובחצר שהוא נשמר שם אסור:
Translation: A sandal whose inner strap has snapped still retains the status of a vessel, and it may be moved. If the outer one snapped, it has lost the status of a vessel, and it is forbidden to move it. And if he is in a karmelis, it is permitted to wind a moist reed around it — which is animal fodder — to repair it so it should not fall from his foot; but in a courtyard, where it is safeguarded, it is forbidden.

Seif 16 — The rod in the shirt; the bench with a missing leg

חלוק שכבסו אותו ותחבו בו קנה לתלות בו לייבשו יכול לשמטו מעל הקנה אבל ליקח הקנה מתוכו אסור לפי שאינו כלי ואם תחבו בו כלי מותר ליטלו מתוכו אפי' הוא מלאכתו לאיסור כירה שנשמט' אפי' אחת מירכותיה אסור לטלטלה: הגה וכן ספסל ארוך שנשמט אחת מרגליה כ״ש שתים דאסור לטלטלה ולהניחה על ספסל אחרת ולישב עליה אפי' נשברה מבעוד יום [תרומת הדשן סי' ע״א] אא״כ ישב עליה כך פעם א' קודם השבת [ב״י ס״ס שי״ג] גם אסור להכניס הרגל לשם משום בנין [ב״י ססי' שי״ג]:
Translation: A shirt that was laundered and into which a rod was inserted to hang it up to dry: he may slip it off the rod; but to take the rod out of it is forbidden, since it is not a vessel. And if a vessel was inserted into it, it may be taken out of it, even if its use is forbidden. A stove from which even one leg has come off — it is forbidden to move it. Rama's gloss: and likewise a long bench from which one leg has come off — all the more so two — it is forbidden to move it and set it on another bench and sit on it, even if it broke while it was still day (Terumas ha-Deshen), unless he sat on it thus once before Shabbos (Beis Yosef, siman 313). It is also forbidden to insert the leg there, on account of building (Beis Yosef, siman 313).
What this seif says:

Seif 17 — Bricks left over from building

לבנים שנשארו מהבנין מותר לטלטלם דמעתה לא קיימו לבנין אלא למזגא [פירוש להסמך ולשבת עליהן] עלייהו ואם סדרם זה על זה גלי אדעתיה שהקצם לבנין ואסור לטלטלם:
Translation: Bricks left over from building may be moved — for from now on they stand not for building but to recline upon [explanation: to lean against and sit upon]. But if he arranged them one upon another, he has shown his intent to set them aside for building, and it is forbidden to move them.

Seif 18 — The thorn lying in the public domain

קוץ המונח ברה״ר מותר לטלטלו פחות פחות מד' אמות ובכרמלית מותר לטלטלו להדיא משום דחיישינן שמא יזוקו בו רבים ובמקום היזקא דרבים לא גזר רבנן שבות :
Translation: A thorn lying in the public domain may be moved in stages of less than four amos; and in a karmelis it may be moved outright — since we fear the multitude may be injured by it, and where there is injury to the multitude the Sages did not decree a shevus.

Seif 19 — The loft ladder and the dovecote ladder

סולם של עלייה שהוא גדול ועשוי להטיח בו גג אסור לטלטלו אבל של שובך מותר לנטותו ממקום למקום אבל לא יוליכנו משובך לשובך כדי שלא יעשה כדרך שהוא עושה בחול ויבא לצוד:
Translation: The loft ladder, which is large and used for plastering the roof, may not be moved. But that of a dovecote may be tilted from place to place — but he should not carry it from one dovecote to another, so that he should not do as he does on weekdays and come to trap.

Seif 20 — Palm-branches cut for burning

חריות [פי' ענפים] של דקל שקוצצים לשריפה מוקצים הם ואסור לטלטלם ישב עליהם מעט מבעוד יום מותר לישב עליהם בשבת וכ״ש אם קשרם לישב עליהם או אם חשב עליהם מבעוד יום לישב עליהם אפי' בחול:
Translation: Charayos [explanation: branches] of the palm cut for burning are muktzeh, and may not be moved. If he sat on them a little while it was still day, he may sit on them on Shabbos — and all the more so if he bound them to sit on, or if he thought of them while it was still day to sit on them even on a weekday.
What this seif says:

Seif 21 — The course of stones

אבל נדבך של אבנים אף ע״פ שחשב עליו מבעוד יום אסור לישב [עליהם] אא״כ למדום [פי' סדרום]: הגה וי״א דדין אבנים כדין חריות וכן עיקר (מרדכי פ' במה טומנין והמגיד פ' כ״ה בשם הרי״ף וכן יש לפרש הרא״ש):
Translation: But a course of stones, even though he thought about it while it was still day, it is forbidden to sit upon them, unless they were arranged [explanation: set in order]. Rama's gloss: and some say that the law of stones is that of charayosand that is the main view (Mordechai and the Maggid in the name of the Rif; so too must the Rosh be explained).
What this seif says:

Seif 22 — Yichud — designating a stone for a use

אסור לכסות פי החבית באבן או בקעת או לסגור בהן את הדלת או להכות בהן בברזא [פי' הקנה שמשימין לחביות להוציא היין ממנו] אע״פ שחשב עליה מבע״י אסור אא״כ ייחדה לכך לעולם אבל ייחדה לשבת זו בלבד לא וה״מ בדבר שאין דרכה לייחדה לכך כגון הני דאמרן אבל בכל מידי דאורחיה בהכי כגון לפצוע בה אגוזים ביחוד לשבת אחת סגי ויש מי שאומר דלא שנא י״א שצריך שיעשה בה שום מעשה של תיקון מבעוד יום [וע״ל סי' רנ״ט דביחוד סגי]:
Translation: It is forbidden to cover the mouth of a barrel with a stone or a log, or to close the door with them, or to strike the berza with them [explanation: the spigot placed in barrels to draw the wine out] — and even if he thought about it while it was still day, it is forbidden, unless he designated it for this permanently; but having designated it for this Shabbos alone, no. And this applies to something it is not usual to designate for this, as in the cases mentioned; but for anything whose usual way this is — for instance to crack nuts with — designation for a single Shabbos suffices. And one authority says there is no difference. Some say he must have performed some act of preparation on it while it was still day [and see above siman 259, where designation alone suffices].
What this seif says:

Seif 23 — The branch cut to drive off flies

מותר לחתוך ענף מן הדקל מבע״י ומותר להניף בו על השלחן בשבת להבריח הזבובים כיון דלצורך חתכו עשאו כלי גמור:
Translation: It is permitted to cut a branch from the palm while it is still day, and it is permitted to wave it over the table on Shabbos to drive off the flies — since he cut it for that purpose, he made it a full-fledged vessel.
What this seif says:

Seif 24 — Flax and wool for the wound

פשתן סרוק וצמר מנופץ שנותנין על המכה אם חשב עליהם מבעוד יום לתתם על המכה או שישב עליהם שעה אחת מבעוד יום או שצבען בשמן דגלי דעתיה דלמכה קיימי או שכרכה במשיחה ליתנה על המכה בשבת תו לית בהו משום מוקצה ומשום רפואה נמי ליכא שאינו אלא כמו מלבוש שלא יסרטו בגדיו [במכה] וי״א דלא סגי במחשבה לחוד:
Translation: Combed flax and carded wool placed on a wound: if he thought of them while it was still day to place them on the wound, or sat on them for an hour while it was still day, or dyed them with oil — thereby showing that they stand for the wound — or wound them with a cord to place them on the wound on Shabbos, there is no longer any muktzeh in them. Nor is there any issue of healing, since it is merely like a garment, so that his clothes should not chafe [the wound]. And some say that thought alone does not suffice.

Seif 25 — Dry hides

עורות יבשים בין של אומן בין של ב״ה מותר לטלטלם: הגה וי״א דוקא עורות בהמה גסה דחזי לישב עליהם אבל מבהמה דקה אסור אא״כ חשב לישב עליהם מבעוד יום [רש״י פרק במה טומנין]:
Translation: Dry hides, whether the craftsman's or the householder's, may be moved. Rama's gloss: and some say: specifically hides of large cattle, which are fit to sit on; but of small cattle it is forbidden — unless he thought while it was still day to sit on them (Rashi).

Seif 26 — Boards — the householder's and the craftsman's

נסרים של בה״ב מותר לטלטלן ושל אומן אסור אא״כ חשב עליהם מבע״י ליתן עליהם פת לאורחים או תשמיש אחר:
Translation: The householder's boards may be moved; the craftsman's are forbidden, unless he thought about them while it was still day to place bread on them for guests, or for some other use.

Seif 27 — Clearing the table

עצמות שראויים לכלבים וקליפים שראוים למאכל בהמה ופרורים שאין בהם כזית מותר להעבירם מעל השלחן אבל אם אין הקליפים ראוים למאכל בהמה אסור לטלטלם אלא מנער את הטבלא והם נופלי' ואם יש פת על השלחן מותר להגביה הטבלא ולטלטלה עם הקליפים שאינם מאכל בהמה שהם בטלים אגב הפת ואם היה צריך למקום השלחן אפי' אין עליה אלא דברים שאינם ראוים למאכל בהמה מותר להגביה ולטלטלה:
Translation: Bones fit for dogs, peels fit for animal fodder, and crumbs smaller than a kezayis may be removed from the table. But if the peels are not fit for animal fodder, it is forbidden to move them: he shakes out the board and they fall. And if there is bread on the table, it is permitted to lift the board and move it together with the peels unfit for animal fodder, since they are nullified alongside the bread. And if he needed the place of the table, even if there is nothing on it but things unfit for animal fodder, it is permitted to lift it and move it.

Seif 28 — Bundles prepared as fodder

חבילי עצים וקש שהתקינן למאכל בהמה אפי' הם גדולים הרבה מותר לטלטלן:
Translation: Bundles of wood and straw that he prepared as animal fodder may be movedeven if they are very large.

Seif 29 — Fodder, and the animal one actually owns

כל שהוא ראוי למאכל חיה ועוף המצוים מטלטלין אותו ואם אינו ראוי אלא למאכל חיה ועוף שאינן מצוים אם יש לו מאותו מין חיה או עוף מותר לטלטל מאכל הראוי לאותו המין ואם לאו אסור: הגה ולפ״ז מותר לטלטל עצמות שנתפרקו מן הבשר מע״ש אם ראוים לכלבים דהא כלבים מצוים [ב״י דלא כהר״ן]:
Translation: Whatever is fit as fodder for beasts and birds that are common may be moved. And if it is fit only as fodder for beasts and birds that are not common: if he owns that species of beast or bird, he may move the food suitable for that species; if not, it is forbidden. Rama's gloss: and accordingly it is permitted to move bones separated from the meat before Shabbos if they are fit for dogs, since dogs are common (Beis Yosef, against the Ran).

Seif 30 — Date-stones

גרעיני תמרים במקום שמאכילים אותם לבהמה מותר לטלטלן ואדם חשוב צריך להחמיר על עצמו שלא לטלטלן אלא דרך שינוי:
Translation: Date-stones, in a place where they are fed to animals, may be moved. And a person of standing should be stringent with himself and move them only in an unusual manner.

בשר חי אפי' תפל שאינו מלוח כלל מותר לטלטלו משום דחזי לאומצא וכן אם הוא תפוח [פי' מסריח רש״י] מותר לטלטלו משום דראוי לכלבים:

Translation: Any filthy thing — such as excrement, vomit, or droppings, whether of man or of fowl and the like: if they are in a courtyard in which people sit, it is permitted to carry them out to the rubbish heap or to the privy, even without a vessel. Translation: A man brings in while it is still day a basketful of earth, designates a corner for it, and does with it all he needs on Shabbos — such as taking from it to cover excrement or spittle and the like. But if he did not designate a corner for it, it is nullified in the earth of the house, and it may not be moved. Rama's gloss: therefore it is permitted to take fruit buried in sand, since that sand is not muktzeh (Beis Yosef in the name of the Shibolei ha-Leket).

2. General context — the great institution of muktzeh

What does this siman discuss?

Siman ש״ח is one of the most practically important simanim in all of Hilchos Shabbos — for it introduces the great category of muktzeh ("set aside"), which forbids merely moving very many items on Shabbos. The siman contains 52 seifim, supplemented by 171 entries of the Mishnah Berurah.

The mother concept: מוקצה (muktzeh — "set aside") = an item that the owner did not intend to use on Shabbos. The rabbinic gezeirah: not to move it on Shabbos, even without any melachah. Source: Rambam Hilchos Shabbos 24:12-13 + Talmud Shabbos 124a-156b.
Why this gezeirah? The Rambam gives 3 reasons: (1) "So that Shabbos does not appear as an ordinary day" (weekday items remain in place); (2) to prevent the melachah itself (moving a hammer on Shabbos → one might come to use it improperly); (3) for those who do not learn Torah — it is the only perceptible brake on the "abnormality" of Shabbos.

Its place in Hilchos Shabbos

Siman ש״ח opens the "muktzeh" block of simanim 308-310 — which together remain the absolute reference. The block is completed by simanim 311 (death) and 312 (rabbinic advances on muktzeh). Siman ש״ח is so dense that it is learned by itself in most yeshivos.

3. The 4 categories of muktzeh

The Gemara and the Rishonim distinguish 4 main categories of muktzeh. Each seif of siman 308 addresses at least one of them:

1. מוקצה מחמת חסרון כיס (muktzeh machmas chesron kis) — "muktzeh due to monetary loss." A valuable item the owner protects (shochet's knife, scalpel, professional tool). The strictest category: forbidden even letzorech gufo (for one's own use). See seif 1.
2. כלי שמלאכתו לאיסור (kli shemelachto le-issur) — "a utensil whose function is forbidden on Shabbos." Hammer, axe, typewriter, pen. Intermediate category: permitted letzorech gufo (for another use) and letzorech mekomo (to free up its place). Forbidden mei-chamah la-tzeil (just to protect it). See seif 3.
3. כלי שמלאכתו להיתר (kli shemelachto le-heter) — "a utensil whose function is permitted on Shabbos." Dishes, seforim, clothing, tables, chairs. Permitted in all cases, except for special reasons (muktzeh machmas chesron kis).
4. מוקצה מחמת גופו (muktzeh machmas gufo) — "muktzeh by its very nature." Stones, sand, raw wood, animals (muktzeh chaim), waste (except graf shel re'i = chamber pot). Absolute prohibition except through tiltul min hatzad (moving via another permitted item) or non-moving touch.
