This siman (ב׳ סעיפים) settles the דין צואה יבישה — from when dry excrement ceases to be « צואה » and becomes « like dust ». ⚖ The structure of the siman at a glance

The whole siman rests on a single yesod: from when does the מיאוס cease to forbid the reading? Hence (①) the צואה becomes כעפר once it crumbles — שאם יזרקנה תתפרך — on condition שלא יהא בה ריח רע; (②) the שיעור of drying — the Rem"a requires גלילה בלא זריקה, וכן עיקר; (③) the מי רגלים — forbidden as long as they מרטיבין היד, save for the leniency בטופח על מנת להטפיח. 📚 The yesod of the שיעור: excrement so dry that, if thrown, it crumbles apart is reckoned « like dust » and one may recite before it — צואה יבישה כל כך שאם יזרקנה תתפרך הרי היא כעפר ומותר לקרות כנגדה והוא שלא יהא בה ריח רע — provided no bad smell emanates from it (otherwise forbidden even when dry, מדין ריח רע שיש לו עיקר). 📚 The yesod of the מי רגלים: urine absorbed into the ground, as long as it would « moisten the hand » that touches it, retains its presence — מי רגלים שנבלעו בקרקע אם היו מרטיבין היד אסור לקרות כנגדה — for moisture remains and it is as urine in nature. The Rem"a brings the Rishonim who lower the threshold: ויש אומרים דאינו אסור רק בטופח על מנת להטפיח ויש לסמוך על זה — it is forbidden only at a moisture such that a wet hand would transmit it to another object (טופח על מנת להטפיח); below that (mere טופח) it is permitted, and one may rely on this, for the prohibition of מי רגלים is מדברי סופרים (ספק דברי סופרים להקל).
