1. The Central Axiom

Universal principle of Siman כ״א:

The siman treats the respect of severed tsitsit and worn-out talits: what is to be done with ציציות שנפסקו and with טליתות ישנים? Severed tsitsit threads may be thrown away (יכול לזורקן), for the tsitsit is a מצוה שאין בגופה קדושה — a תשמיש מצוה and not a תשמיש קדושה. But as long as they are קבועים בטלית, it is forbidden to use them (to tie anything with them) — ביזוי מצוה. Rama: וי״א not to throw them in a degrading place, and יש מדקדקין put them in genizaוהמחמיר ומדקדק במצות תע״ב. The worn-out talits of mitsva: one keeps apart from them — no קינוח and no תשמיש מגונה. On the other hand, מותר ליכנס בציצית לבית הכסא — וכ״ש to sleep in them (the custom is lenient). And one takes care not to drag one's tsitsit on the ground (שלא יגרור ציציותיו).
💡 The universal key: the tsitsit is a תשמיש מצוה — no intrinsic kedusha, hence no obligatory geniza; but as long as the mitsva is attached to it (or the object recalls it), the ביזוי מצוה commands respect.

⚖ The structure of the siman at a glance

Q: What is to be done with tsitsit threads that snapped or were replaced?

🔴 קבועים בטלית — As long as they are fixed to the talit: no use (tying something…) → ביזוי מצוה (seif 1).
🟡 Rama — וי״א — Even once detached, do not throw them in a degrading place; though they require no geniza (seif 1).
🟢 יש מדקדקין — Some put them in geniza: והמחמיר ומדקדק במצות תע״ב (seif 1).

The law of the חוטים שנפסקו

The siman opens on the founding distinction: the tsitsit is a תשמיש מצוה, a מצוה שאין בגופה קדושה — unlike the תשמישי קדושה (tefillin, mezuzot), which require geniza. Snapped or replaced threads may therefore be thrown away (יכול לזורקן לאשפה). But two limits frame this permission: first, as long as the threads are קבועים בטלית, it is forbidden to use them — to tie an object or any similar use — משום ביזוי מצוה; second, the Rama cites the י״א: even once detached, one does not treat them with contempt by throwing them in a degrading place (מקום מגונה), though they require no geniza; and יש מדקדקין put them in geniza — והמחמיר ומדקדק במצות תע״ב (he who is strict, a blessing will come upon him). The Rama adds the reference וע״ל סי׳ תרס״ד סעיף ח׳ ט׳. The foundation (תשמישי מצוה נזרקין, Megila 26b) is developed in Level 2; the psak, in Level 4 (refer to the Rav).

Q: What is to be done with an old, worn-out talit of mitsva?

🟢 זורקן והם כלים — But one may throw them away: they are utensils, without intrinsic kedusha (seif 2).
📚 The yesod of seif 2: the worn-out talit keeps the status of תשמיש מצוה: it requires no geniza — one may throw it away, והם כלים (they are utensils). But the trace of the mitsva imposes a distance of respect: אדם בודל עצמו מהם — one does not wipe oneself with it (קינוח), one does not assign it to a תשמיש מגונה (a rag, a debasing use). The line of the siman is constant: no intrinsic kedusha, but no contempt. The detail (throwing away with dignity, geniza as a hiddur) is treated in Level 4 (refer to the Rav).

Q: May one enter the lavatory or sleep in a garment bearing tsitsit?
🟢 מותר ליכנס בציצית לבית הכסא — Permitted to enter the lavatory in tsitsit (seif 3).
🟢 Rama — וכ״ש לשכב בהן — All the more, sleeping in them is permitted (דשרי) (seif 3).
🟡 ויש שכתבו — Some avoid sleeping in a talit bearing tsitsit and giving it to wash to a non-Jewish launderer — so that the mitsvot should not be despised (seif 3).
🟢 נוהגין להקל — But the custom is lenient about sleeping in them (seif 3).

The yesod of the בית הכסא

Since the tsitsit has no intrinsic kedusha, it is permitted to enter the lavatory while wearing it — מותר ליכנס בציצית לבית הכסא — unlike the tefillin. The Rama draws the kal vachomer: וכ״ש לשכב בהן דשרי — all the more may one sleep in them. He records, however, that some wrote of the custom not to sleep in a talit bearing tsitsit, and not to give it to a non-Jewish launderer to wash — all for the same motive: that the mitsvot should not be despised (שלא יהיו מצות בזויות עליו). And he concludes: the custom is lenient about sleeping in them. The difference from the tefillin and the limits of the minhag are developed in Level 2; the psak, in Level 4.

6. שלא יגרור ציציותיו — not dragging the tsitsit

Q: How does one wear the talit daily without disrespecting the mitsva?
