For Chabad, the Alter Rebbe is הפוסק האחרון — his psak is the decisive authority. The Rebbe explicitly instructed to study the Shulchan Aruch of the Alter Rebbe (שולחן ערוך הרב) seriously. How one carrying a load should conduct himself. One who carries a load (מַשּׂאוֹי) on his head must remove the תְּפִלִּין שֶׁל רֹאשׁ until he sets the load down. And even a light object, such as a מִטְפַּחַת (cloth) — it is forbidden to place it on the head that bears tefilin, for it is a disgrace (גְּנַאי) that there be on the head another object which is not a garment (מַלְבּוּשׁ) and whose way is not to be on the head. But an object whose way is to be on the head, such as a כּוֹבַע (hat) or a מִצְנֶפֶת (turban) — is permitted, even if it rests on the tefilin. The Alter Rebbe's reading of this siman unfolds in three movements. The criterion of the "manner of wearing"
The principle. The decisive criterion is the דֶּרֶךְ לְבִישָׁה: an object whose way is to be worn on the head — a כּוֹבַע or a מִצְנֶפֶת — is permitted, even resting on the tefilin, for there is here neither גְּנַאי nor loss of honour.
The extension. Conversely, what is not a מַלְבּוּשׁ (the מִטְפַּחַת, a load) places on the head a foreign object alien to the קְדֻשָּׁה — hence the prohibition. The dividing line is not weight alone, but the nature of the object and its relation to the head.

The heavy load and the pressed tefilin
The principle. Even a permitted כּוֹבַע or מִצְנֶפֶת may become problematic: if it is a heavy load of ד׳ קַבִּין and the tefilin are pressed (נִדְחָקוֹת), they must be removed.
The conduct. The concern is twofold: the weight that shifts the tefilin from their מָקוֹם, and the injury to honour. The שִׁעוּר of ד׳ קַבִּין sets the threshold beyond which the leniency of דֶּרֶךְ לְבִישָׁה no longer holds.
