Siman 213 — What a vow does not take hold of
Three seifim, and a boundary. An oath may bear on anything; a vow may not — for it works by rendering a thing forbidden, and so it needs a thing. Saying “let it be forbidden to me to speak with you” produces nothing; saying “let my mouth be forbidden to me for speaking with you” produces a full vow, from the Torah. The siman adds that what does not take effect still calls for a rabbinic release, that “I shall study this chapter” is an undertaking that stands, and that a conditional vow binds according to the direction of its condition. (Shulchan Aruch, Yoreh De’ah 213 — 3 seifim)
Vows do not take hold of a thing that has no substance. The siman opens with its boundary, and all that follows is its consequence: it is not intention that decides, it is what the formula named.

The three seifim in Hebrew, with a fluent English translation and a clause-by-clause breakdown: the title rule and its four examples, the rabbinic clause and the Rashba’s case, the formulation that binds from the Torah, the Rama’s gloss, the undertaking of study, and the conditional vow. The eighteen entries of the apparatus — Shach (8), Taz (3), Ba’er Hetev (6), Pitchei Teshuva (1) — cited one by one.
Pilpul: the boundary of חומר בשבועות מבנדרים and the Rambam’s mechanistic reason; the kushya from siman 206 and the two answers — the Tosafot’s by the nature of the object, the Taz’s by its presence; the Rosh’s נעשה כאומר against the Ran’s סתם נדרים להחמיר; Ravina’s בל יחל מדרבנן and the Shach’s nafka minot; the ḥakira of mention; the three readings of אשנה פרק זה; the נדר שוא.
The axiom, the three reflex questions, the table of the three seifim clause by clause, the grid of formulations, the four open machlokot, the vocabulary, the golden rules and the three pitfalls.
The practical halakha according to the ש״ך, the ט״ז, the באר היטב and the פתחי תשובה, then contemporary cases: forbidding oneself to speak to someone, forbidding oneself to hear a class, announcing one will finish a tractate, a resolution for a period, an outsized undertaking. Note: the Admur HaZaken did not write a Shulchan Aruch on Yoreh De’ah — a level of psak, not “Daat HaRav.”
Because a vow works by rendering a thing forbidden, and an act is not a thing. The seif states it as a rule, and the Rambam gives the mechanistic reason:
An oath, by contrast, binds the man and can therefore bear on anything. For application to your own situation, consult your Rav.
So such words have no effect?
No — and this is the easiest point to miss. The seif immediately continues:
The release is due rabbinically, and a door is opened as for any vow. For application to your own situation, consult your Rav.
What changes everything?
The position of one word: naming the limb instead of the act.
The mouth, the hands, the feet, the eyes are things; speaking and walking are not. For application to your own situation, consult your Rav.
“I shall study this chapter” — does that bind?
Yes, and seif 2 gives it a regime of its own:
It is not a vow of prohibition but an undertaking of the charity type; the Shach, at ס״ק ז, extends it to the other mitzvot and refers to siman 258. For application to your own situation, consult your Rav.
What does the siman say about a conditional vow?
It distinguishes according to the direction of the condition, and the reason is in the gemara:
It is feared that a man will forget a condition; it is not feared that he will forget a prohibition. For application to your own situation, consult your Rav.
